Zendesk licensing is the set of terms under which Zendesk sells its customer service and employee service software. The core products are Zendesk Suite, which bundles ticketing, messaging, live chat, help center and voice, and Zendesk Support, the stand-alone ticketing product. Both are cloud services sold as subscriptions and priced mainly by the agent seat. On its pricing page Zendesk calls its pricing “primarily seat-based (per agent, per month)”, with plan tiers, usage-based features and add-ons on top.[3]
The contract is the Zendesk Customer Agreement, the document Zendesk formerly called the Main Services Agreement or Master Subscription Agreement. The current version took effect on 2025-08-01 for new customers and on 2025-09-01 for existing customers.[1] It grants the customer, its Affiliates, service providers and authorized personnel “a non-exclusive, non-transferable, revocable right to access and use the Services for internal business purposes during the Subscription Term”.[1] Product-specific conditions are in the Service-Specific Terms, which form part of the Supplemental Terms. These cover AI agents, voice, messaging, Action Builder, Zendesk WFM, Zendesk QA and other services.[2] Catalog proof: Access right for internal business purposes, including Affiliates.
Editions
Zendesk sells two parallel families: Zendesk Suite plans and Zendesk Support plans. The help center lists the current Suite plans as Team, Growth, Professional, Enterprise and Enterprise Plus.[4] The current Support plans are Team, Professional and Enterprise. Support Team is included in Suite Team, Support Professional in Suite Growth and Professional, and Support Enterprise in Suite Enterprise and Enterprise Plus.[5] Plans sold before 2021-02-01 are legacy plans.[5]
The public pricing page retrieved on 2026-10-06 shows fewer plans than the help center.[3]

Suite Growth still appears in the help center as a current plan, but not on that pricing page.[4][3] Catalog row: Suite Growth. Zendesk also sells Employee Service Suite plans in the same five tiers, for organisations that use Zendesk only for internal services such as HR, finance, legal and IT.[13] The Service-Specific Terms bar these instances from external customer support.[2] Plan contents and seat rules are covered in Zendesk Suite plans and agent seats.
Metrics
The base unit is the Agent. The Customer Agreement defines it as “an individual (including those of Customer’s Affiliates) a Customer has authorized to use the Services through Customer’s Account”.[1] Usage-based units sit alongside the seat.

Counting / floors
Seats. Any agent, the account owner and admins use a seat, and so do suspended agents.[6] The Contributor and Light Agent roles in Support do not consume a seat. A user who holds a seat-counted role in another product, such as Knowledge admin or Explore editor, does consume one.[7] The agreement prohibits circumventing pricing or scope restrictions, “including that no more than one individual may use each purchased Agent login”.[1] Catalog proof: One individual per Agent login; Suspended agents still consume an agent seat; Light agents and contributors are free unless they hold a seat-counted role elsewhere.
Light agents. Light agents are included up to a plan limit: none on Suite Team (add-on only), 50 on Growth, 100 on Professional, 1,000 on Enterprise and 5,000 on Enterprise Plus.[8] Catalog proof: Included light agent limits by Suite plan.
No mid-term reduction. The customer “cannot downgrade its Service Plan or reduce the applicable pricing metric (such as the number of Agents) during a Subscription Term”. Additional fees apply when usage exceeds the pricing metrics on the Order Form or the storage limits.[1] Seats therefore act as a floor for the whole term and can only be raised. Usage allowances. Plans include an allowance of AI agent resolutions. On the resolution allowance model introduced on 2026-05-18, this is a currency amount per agent seat per month, capped at USD 5,000 a year, with overage billed monthly.[9][10] Storage is a base of 10 GB of data and 10 GB of files per account, plus a per-agent amount that rises with the plan.[16] Usage metering is covered in Zendesk AI agents and automated resolutions.
Virtualization & partitioning
Zendesk counts people and usage events, not processors or hosts, so virtualization and hardware partitioning do not affect the licence position. The equivalent questions are about accounts and instances. The agreement defines an Account as “any accounts or instances created by, or on behalf of, Customer or its Affiliates within the Zendesk Services”.[1] The Agent Months usage report aggregates seat usage across all of a customer’s instances.[12]
Cloud / BYOL
All current plans are Zendesk-hosted services. There is no on-premises edition and no bring-your-own-licence right in the retrieved documents. Some add-ons rely on third-party clouds. The Contact Center add-on is “Built on Amazon Connect”, and the Service-Specific Terms treat its telecommunication services as Third-Party Products.[11][2]
Programs
- Subscription Term and automatic renewal. Subscriptions are month to month, annual or multi-year.[3] They renew for an equivalent term at then-current rates unless notice is given at least 30 days before the end of the term.[1]
- Agent Months. On Enterprise plans, a pool of seat-months for seasonal agents. Each month’s highest agent count is deducted from the pool.[12]
- Resolution allowance and pay-as-you-go overage. An included allowance plus committed allowance, with overage at list price.[9]
- Suite + Copilot bundle, Zendesk for Startups, Promotional credits and Free trial. These are covered in Zendesk add-ons: Copilot, WFM and QA and Zendesk Customer Agreement and subscription terms.
- Reseller purchase. Customers who buy through a Reseller accept the Reseller Zendesk Customer Agreement instead. Zendesk is an express beneficiary of that agreement.[14]
Account types and seat changes
How a customer changes its seat count depends on the account type. Managed accounts make changes through Zendesk sales. Online-assisted accounts can add seats, products and upgrades in Admin Center but cannot remove seats. Self-service accounts can also remove seats, downgrade and change the billing cycle.[15] Seat reductions and downgrades take effect at the next billing cycle. Audits and compliance
The Customer Agreement contains no general audit clause of the kind found in on-premises licence agreements. Compliance is enforced through the service itself. Seats are provisioned in Admin Center. When a seat-counting error once let some accounts add more team members than they had bought, Zendesk did not remove the extra users, but it blocked those accounts from adding users or managing roles until they returned to the purchased seat count or bought more seats.[7] Usage above the Order Form metrics attracts additional fees.[1] For Voice, the Service-Specific Terms do reserve the right to “monitor and periodically audit” use and to charge for non-compliant usage.[2] Catalog proof: Zendesk may audit Voice use and charge for non-compliant usage.
