Cisco software subscription and Flex Plan licensing is how Cisco Systems, Inc. sells term software and cloud services across DNA/Catalyst Center, Collaboration Flex Plan, Webex Calling/Meetings/Contact Center, CUCM, ISE, Meraki, Duo, Umbrella, ThousandEyes, Secure Client, Secure Access/Connect, User Protection Suite, Breach Protection Suite, and COP/AppDynamics/Splunk. Current packaging / Smart Licensing as activation

Cisco Software Licensing Guide (Copyright 2024): licensing models are subscription (right-to-use for the subscription term) and perpetual (indefinite, typically locked to the device).[4] Purchasing options are Software Buying Programs (EA, MSLA, SPNA) or transactional a la carte.[4] License deployment is Smart Software Licensing or PAK.[4] Smart Licensing Using Policy is an evolved Smart Licensing; starting with Cisco IOS XE 17.3.2/17.4.1, IOS XR 24.1.1 and NX-OS 10.2(1), products running those versions support only SLP.[4] ISE Licensing Guide (7 July 2026): Smart Licensing “simplifies the way you can activate and manage licenses” via a Smart Account pool instead of PAKs.[19] Treat Smart Licensing / SLP / CSSM / PAK / License Central / SLR as activation, not a catalog kind.

Catalyst Center OD (EDCS-23944409 Ver 3.1, 12 Mar 2026): Catalyst Subscriptions are per device; Essentials vs Advantage are feature tiers.[16] Catalyst SD-WAN OD (EDCS-17192073 Ver 8.4, 5 Jun 2025) names WAN Essentials, WAN Advantage, DNA Essentials, DNA Advantage, and DNA Premier as subscription options.[17] DNA Premier is no longer available for new contracts from 19 August 2025; active contracts may renew or add until 19 August 2026.[17] HA DNA licenses are optional companion licenses, not an extra UoM.[17][18]

Collaboration Flex Plan OD (EDCS-13324740 Ver 6.0, 5 Nov 2019) still names buying models named user, active user, enterprise agreement, and shared meetings.[12] The 2025 Collaboration Flex Plan Buying Program OD (EDCS-25591030 Ver 1.0, 14 Feb 2025) prints the EA meter as Deployed Knowledge Worker.[11] Cisco publishes no conversion between the two meters. Webex Calling (7 July 2026) names Professional, Standard, and Workspace.[34] CUCM 15: Flex Plan 3.0 offers EA and Named User buying models; perpetual UCL is End-of-Sale; Enhanced and Enhanced Plus are no longer valid under Flex Plan 3.0.[14]

ISE has three license types: Subscription (Essentials/Advantage/Premier on active endpoints), Device Admin (TACACS+ per PSN), and Virtual Appliance.[19] Meraki offers Subscription, Co-Termination, and Per-Device Licensing as models (PDL not for new customers; cannot mix).[30] Covered User is reused across Umbrella, Secure Access, Secure Connect, UPS, and BPS with different Offer limits, so the Offers are not interchangeable.[22][24][25][26][27]

Virtualization

ISE Virtual Machine License: one license per virtual machine or cloud-deployed ISE node. Classic Small/Medium/Large convert to VM Common 1:1.[19] Physical SNS appliances are HAM.

Secure Firewall Portfolio OD names FTDv, FTDc, ASAv, and ASAc as public/private cloud-enabled Software and includes Cisco Support Basic with those purchases.[28] That OD does not name a user, Gbps, or vCPU purchase meter for those form factors.[28] Physical Firepower / ISA3000 appliances are HAM. Meraki vMX maps to the same MX product class (Small/Medium/Large/X-Large) as the corresponding hardware.[31] MX warm spare/HA: one license for two devices. MS HA: two licenses.[31]

CUCM max-device counts (1 / 1 / 1 / 2 / 10) are OwnerUserID association caps, not hypervisor socket or vCPU meters.[14] No VDI density conversion is published.

Cloud / BYOL

Cloud-delivered Catalyst SD-WAN OD (EDCS-24006057 Ver 3.0, 10 Sep 2025) uses the same subscription names and HA DNA rules as the on-premises Catalyst SD-WAN OD.[18][17] Catalyst Advantage includes access to cloud-based features such as Cisco AI Network Analytics and Endpoint Analytics.[16]

ISE cloud-deployed nodes require the Virtual Machine License.[19] Secure Access and Secure Connect Covered User subscriptions include the right to use Cisco Secure Client; using Secure Client with other products requires a separate Secure Client license.[24][25] Covered User SIA/SPA includes ThousandEyes Embedded Endpoint Agent; Covered Site does not.[24]
