Atlassian Cloud and Data Center licensing meters is how Atlassian sells Jira, Confluence, Bitbucket, Jira Service Management, Guard, Collections, and adjacent Cloud and Software products. The Atlassian Customer Agreement (ACA, effective starting 17 August 2026) defines User and Scope of Use.[1] Purchasing and Licensing FAQ: licenses are named users, not concurrent users.[5] Cloud monthly bills Maximum Quantity Billing.[11] Cloud annual and Data Center sell user tiers.[12][7] Product-specific paid units sit beside User as separate catalog rows.

Editions

Cloud plans named on Cloud Licensing: Free, Standard, Premium, Enterprise.[6] Free is monthly-only.[6] Cloud Enterprise is annual only and includes Guard Standard.[39][6] Cloud site caps printed on the Purchasing and Licensing FAQ: Jira Cloud up to 100,000 users per site; Confluence Cloud up to 150,000 users per site; Jira Service Management up to 10,000 agents per site.[5] Cloud Enterprise allows multiple instances (FAQ: up to 150).[6][34]

Collections (How billing works for Atlassian Collections, modified 24 March 2026): Teamwork Collection (Jira, Confluence, Loom; Rovo agents and Guard Standard on Premium/Enterprise) bills unique users across included apps.[13] Service Collection is sold as agents (JSM, Customer Service Management, Assets, Rovo).[18][13] Strategy Collection is purchased as seat counts for the whole Collection (Focus, Talent, Align plus platform apps); Jira Cloud Premium is a minimum requirement; annual only.[33] Strategy Collection Enterprise is on the Academic list at 50% off.[5]

Atlassian Guard Standard (formerly Access) is billed per organization.[14] It is included in Cloud Enterprise and in Teamwork Collection Premium/Enterprise.[39][13] Guard Premium is an add-on; it is not included with Enterprise.[15]

Data Center is an annual (not perpetual) Software Product subscription.[7] User-tier products: Jira Software, Jira Service Management, Confluence, Crowd, Bitbucket.[7] Bamboo is agent-tier.[7][25] Expired DC subscriptions go read-only.[7] Jira Software / JSM / Confluence / Crowd DC are printed as “unlimited” users; Bitbucket Data Center is capped at 30,000 users.[5] Jira Software Data Center storefront for new customers starts at the 500 users tier.[10] New-customer DC sales end 30 March 2026 23:59 PST; most DC products EOL 28 March 2029 23:59 PST (Bitbucket Data Center and Jira Align Data Center are not in that EOL).[8]

Server perpetual licenses are a retired model (end of support 15 February 2024 PT).[9] Not a current purchase path.

Metrics

The catalog has twenty-four rows for Atlassian, each under Atlassian’s own name. Cloud user-tier breakpoints, Data Center user-tier breakpoints, Integrated User, concurrent user (explicitly not offered), and Marketplace host-tier matching are counting or packaging commentary, not separate metrics. Rovo platform credits, which become billable for extra usage from 3 December 2026, and automation steps are recorded as separate metric rows (Rovo credit, Automation step).[31] The Guard Standard, Guard Premium, and Collections unique-user rows are distinct from one another, as are Jira Service Management Agent and Bamboo Agent, Jira Product Discovery Creator and Loom Creator/Member, and Compass Full user and Align Full User.

Counting / floors

Named users, not concurrent. Atlassian licenses are based on named users, not concurrent users. A user is an account with permission to log into the app; each named user with that permission counts toward the user limit whether logged in or not. One named person per login; logins are not shared. Concurrent user licensing is not offered.[5] Catalog proof: Named users, not concurrent (backs User = named user, not concurrent).

Unique billable user (Guard / Collections). Guard Standard bills the total number of unique users accessing any supported app (Jira, Confluence, Bitbucket, Jira Service Management Agents, Trello); one person once across apps and sites.[14][16] Collections bill unique users across apps in the collection (one person once).[13] Jira Service Management: only agents handling tickets are billable; portal-only customers are not.[14] Catalog proof: Unique billable user (Guard / Collections) (backs Unique billable user across products (Guard / Collections)).

Agent (JSM) vs User — customers free. Agents are licensed users who work on customer requests. Customers are unlicensed users who send requests through the portal, email, or widget.[17] Guard bills agents, not portal-only customers.[14] Distinct from Bamboo Agent. Social Impact 100% ≤25 seats; 26+ all seats discounted. Nonprofit Discount Eligibility: selected Cloud products 100% off list up to 25 seats billed annually; above 25 seats, all seats at the relevant Social Impact discount (example: US pays for all 26 at 75% off). Global Access: World Bank low / lower-middle income countries get 85% off instead of 75% on applicable lines. Social Impact vs older Community exclusions (dated conflict). Social Impact License previously named Community License (blog 25 Feb 2026).[35] Older Cloud Licensing Community copy (retrieved 31 Aug 2026) still says 75% off with exclusions for Bitbucket, Statuspage, Trello, Opsgenie, and Jira Align.[6] The current Nonprofit table includes Bitbucket Cloud Standard at 100% and Statuspage/Trello on the discounted list.[35] Where the two disagree, the current Nonprofit table applies. Data Center EOL timeline. New customers: no new Data Center subscriptions or Marketplace Data Center apps after 30 March 2026 23:59 PST. Existing customers may continue purchases/expansions until 30 March 2028 23:59 PST. End of life 28 March 2029 23:59 PST (read-only thereafter). Renewals after 30 Mar 2026 cannot extend beyond 28 Mar 2029 (prorated). Dual licensing + step-up credits (migration). Qualified customers receive a credit equal to the pro-rated value of unused Data Center subscriptions (step-up credits).[5][8] Dual licensing extends Data Center up to 1 year at 100% discount so Cloud and Data Center can run in parallel during transition.[5][8] Migration incentives, not purchase meters. Virtualization

ACA §5.3: unless the Order or Product-Specific Terms say otherwise, Customer may install up to one production instance of each Software Product included in an Order on systems owned or operated by Customer or its Users.[1] Importing a backup into an authorized staging environment does not itself violate Number of Instances; developer licenses may be used for non-production.[2] Marketplace: a Data Center product running on multiple servers counts as one environment.[10] Developer licenses are free, synced to maintenance expiry, for non-production / cold standby.[7] The cited terms state no hypervisor packing, clustering, or vCPU-to-user conversions. Bamboo counts online agents, not hosts: offline agents do not consume a license; disabled-but-connected agents still do.[25]

Cloud / BYOL

Cloud Products are SaaS under the Atlassian Customer Agreement and Product-Specific Terms.[1][2] There is no general BYOL of Data Center user-tier licenses onto Atlassian Cloud as a published conversion. Dual licensing, step-up credits, and Cloud migration trials are migration incentives, not meters[5][8] — Catalog proof: Dual licensing + step-up credits (backs Dual licensing (DC 100% up to 1 year) + step-up credits). Bitbucket Hybrid License is a license model (Data Center + Cloud under one license), not a unit of measure.[8] Atlassian Government Cloud is a standalone FedRAMP Moderate offering.[37] Cloud Developer Bundle: free non-production Cloud sites.[6] Cloud Enterprise includes Guard Standard; Guard Premium is still billed (price difference).[39][16]

The main catalog lists two Atlassian programs: Academic and Social Impact; Classroom, Open Source, developer licences, cloud migration trials and the Bitbucket Hybrid License have their own program rows. Cloud Enterprise and Government Cloud are described below but are not separate catalog programs.
