Atlassian Marketplace app licensing covers the apps, plugins and extensions that customers buy through the Atlassian Marketplace to extend Atlassian cloud and self-managed products. The Marketplace sells apps built both by Atlassian and by third-party developers, called Marketplace Partners or Vendors.[1][2] Two principles govern most licences. First, an app is sold at the user tier of its host product and only works if its licence “matches or exceeds” that tier, even if only some users need it.[1] Second, third-party apps are licensed under their vendor’s terms rather than Atlassian’s: the Atlassian Customer Agreement treats Marketplace offerings as Third-Party Products whose use is subject to the provider’s terms.[8][2]
Editions
Marketplace apps exist for cloud and for Data Center, at the vendor’s discretion; each listing shows which platforms are available.[1] Some apps are free and others paid.[2] Data Center apps are separate “Data Center approved” versions that pass an Atlassian architectural review and vendor-run scale testing; they are annual subscriptions matching the user tiers of the Data Center host product and, like the host, expire rather than being perpetual.[7] Atlassian does not set Marketplace app prices; vendors control them and may price Data Center apps differently from server apps.[7]
The Marketplace Terms of Use, last revised on 1 December 2025, are an agreement between the Atlassian customer and Atlassian Pty Ltd. Each order identifies the vendor, the authorized scope of use (such as platform or number of seats) and the licence or subscription term.[2] By ordering a third-party app, the customer enters into the Vendor Terms directly with that vendor, and Atlassian is not a party to them; for apps built by Atlassian, the Vendor Terms are the Atlassian terms of the host app.[2]
Metrics
Marketplace apps reuse the host product’s User count rather than defining their own metric. Two Marketplace-specific counting units apply: Environment (self-managed Marketplace app) for Data Center and Unique user (multi-instance Marketplace app) for Cloud Enterprise. Vendors may add their own usage limits in their Vendor Terms.[2]
Counting / floors
Tier matching
A customer buys the app tier that matches the host product: a 25-user Confluence licence requires the 25-user tier of a Confluence app.[1] Atlassian’s Purchasing and Licensing FAQ states the same rule: all Marketplace apps must match or exceed the parent product’s tier.[6] Where a customer has both Jira and Jira Service Management, apps must be bought at the highest tier; a 500-user Jira licence and a 20-agent Jira Service Management licence require 500-user apps (rule).[1]
In the cloud, apps automatically match the host tier and cannot exceed it.[1] They are priced on the user count of the host app, and Jira-family apps are priced on the maximum number of users of Jira apps on the site: 100 Jira users and 80 Jira Service Management agents give a 100-user price, falling to 80 from the next cycle if the Jira subscription is removed.[3] Moving an app into a collection re-prices it on the site’s total: an app on a 25-user Confluence moved into a Teamwork Collection site with 100 Jira users is charged at 100 users.[3] The app’s billing cycle must match the parent app’s (rule),[3] and monthly Marketplace app subscriptions are among those moved to maximum quantity billing from July 2025.[10]
Data Center environments
Self-managed apps are licensed per environment: every unique environment needs its own app licence, but a Data Center product running on several servers counts as one environment (metric).[1] No licence per node is needed, only the total user count, and Jira Software and Confluence Data Center apps are licensed from 500 users.[1] Data Center apps must be bought at the same tier as the parent licence.[6]
Enterprise and multi-instance billing
On Cloud Enterprise, apps installed on Enterprise instances are billed separately, each on the user tier of the instance where it is installed. Atlassian’s example is an organization with 8,000 Jira Enterprise users split into instances of 5,000 and 3,000; an app on the 5,000-user instance is billed at 5,000 users (rule).[5] As an alternative, multi-instance billing for Cloud Enterprise Jira or Confluence charges an app on the number of unique users across several instances under one organization-level subscription, counting each user once; Atlassian states that all Marketplace apps offer it.[4]
Virtualization & partitioning
Partitioning for Marketplace apps is expressed in environments and instances rather than hardware. Clustered Data Center nodes are one environment;[1] staging and development installations are licensed under the host’s free developer licences.[7] In the cloud, apps are licensed per subscription.[1] Atlassian’s acceptable-use note for sandboxes prohibits production use cases such as load or performance testing in sandboxes, other than for testing changes or managing configuration between environments.[1]
Cloud / BYOL
A Data Center app licence does not carry over to the cloud. Vendors may offer discounts that mirror Atlassian’s dual licensing or cloud migration trials, but this is at the vendor’s discretion.[1] Atlassian suggests auditing apps before migration because some use cases are covered natively in cloud.[1]
The Data Center end of life has its own Marketplace dates (rule).[1]

Vendors are not obliged to keep selling Data Center apps until the final date, must honour maintenance already purchased, and must give 90 days’ notice before retiring a Data Center app.[1]
Programs
Trials. Any cloud or Data Center app can be trialled free for 30 days by a site or Data Center administrator. On monthly cloud subscriptions the app is added to the next bill unless deactivated; annual cloud subscriptions need a manual quote.[6]
Price changes. Vendors may change prices every 30 days. After an increase, existing customers have a 60-day price override to renew or buy at the lower price if they stay on the same edition and create the quote in time (program).[1] Atlassian’s own list-price changes do not directly change third-party app prices.[11]
Refunds. For third-party apps, the Terms of Use allow cancellation and refund within 30 days of the initial order, excluding renewals and upgrades; otherwise orders are non-cancelable and non-refundable (rule).[2] Paid-via-Vendor apps, paid through a vendor’s own website, follow the vendor’s terms instead.[2]
Discounts. The Academic discount covers Atlassian-built non-Confluence apps and Marketplace apps at 50% and Confluence Marketplace apps at 75%; Classroom licences take 75% off Atlassian-built and third-party Marketplace apps.[6] Community cloud pricing includes third-party Marketplace apps.[9]
Support. Vendors decide whether an app is supported; support for third-party apps comes from the vendor, not from Atlassian, and a vendor’s failure to support an app does not by itself entitle the customer to a refund.[1][2]
