HubSpot licensing is the set of terms under which HubSpot sells its cloud customer platform: Smart CRM and the Marketing Hub, Sales Hub, Service Hub, Content Hub, Data Hub and Revenue Hub products. Each product is sold in Starter, Professional and Enterprise editions, and select CRM functionality is also offered in free tools.[1] Access is licensed per user through seats. The Product & Services Catalog states that HubSpot products are generally available through the purchase of HubSpot Seats, which grant individual users access to specific features.[1] Marketing Hub adds a second meter, the marketing contact tier, and AI agents and automation consume HubSpot Credits, a monthly allowance that resets each month.[3]
All paid subscriptions are governed by the Customer Terms of Service. The Order Form and the Product & Services Catalog are incorporated into them, the Product Specific Terms form part of them, and customers must comply with the Acceptable Use Policy. The Terms and the Product Specific Terms were last modified on 2026-09-16.[2][3] Knowledge Base articles describe how the product applies these rules and are linked from the Terms, but the Terms state that they are for information only and not incorporated into the Agreement.[2]
Editions
HubSpot names its products “Hubs”. The Catalog lists six Hubs plus Smart CRM, each available in three paid editions.[1] Earlier names still appear in documents: Revenue Hub was previously Commerce Hub, and its seat is labelled “Revenue Seat (Previously Commerce Seat)”.[1]

Prices are “starts at” figures in US dollars from the Catalog, retrieved 2026-10-06. The Catalog marks the Enterprise editions of the six Hubs as billed annually.[1] Several Professional and Enterprise editions also carry a required one-time onboarding fee, covered in HubSpot seats and editions.
The Customer Platform bundles the Starter, Professional or Enterprise edition of HubSpot’s products together.[1] The free tools are a single free edition with up to two free users, and they are also included in every premium edition.[1]

Each Seat is dedicated to one User, and every HubSpot account must have at least one Seat.[3] The Terms define Users as employees, representatives, consultants, contractors or agents authorized to use the service for the customer’s benefit, each with unique user identifications and passwords.[2] The Acceptable Use Policy separately forbids reusing or sharing login credentials among multiple users, so one person per seat is a use condition as well as a billing rule.[4] Catalog proof: Each Seat is dedicated to one User; Login credentials may not be shared among users.
Counting / floors
Seats (Catalog and Product Specific Terms, 2026-09-16). A Core Seat grants core access to all purchased products. Where an account mixes Starter, Professional and Enterprise products, all Core Seats receive the highest level of access and are priced at the highest edition held.[1] Full Sales Hub, Service Hub and Revenue Hub functionality at Professional or Enterprise needs a Sales Seat, Service Seat or Revenue Seat respectively. Marketing contacts (Product Specific Terms, 2026-09-16). Under Marketing Contacts pricing, only contacts designated as marketing contacts count toward the contact tier. HubSpot Credits (Product Specific Terms, 2026-09-16). Shared feature limits. Where an account holds more than one paid product with a shared feature, the upper limit applies once per account and is not additive. The Catalog’s example is 3,000 calling minutes, not 6,000, for an account with both Sales Hub and Service Hub Professional.[1] Catalog proof: Feature limits are not additive across products.
Virtualization & partitioning
HubSpot is delivered only as a hosted service, and its meters count people, contacts and actions, not processors, hosts or devices. The retrieved documents contain no hardware, core, virtualization or partitioning rule of the kind described in virtualization and partitioning. The nearest equivalent is the account boundary: paid subscriptions are tied to the HubSpot account where they were purchased and cannot be transferred to another account.[8] Catalog proof: Paid subscriptions cannot be transferred to another HubSpot account.
Cloud / BYOL
There is no bring-your-own-licence path. The Subscription Service runs on HubSpot’s infrastructure, and the customer may give access to its Affiliates’ Users, for whom it remains liable.[2] Catalog proof: Affiliates' Users may use the subscription under the customer's liability.
Programs
- Free tools. A single free edition with up to two free users. When a paid subscription ends, HubSpot continues to provide the Free Services unless the Agreement was terminated for cause.[1][2]
- Free trial. Access lasts until the end of the trial period or the start of a paid subscription, whichever is earlier. In-app trials last 14 days and do not convert automatically.[2][8]
- Customer Platform. The bundle of all products in one edition. It receives the Data Hub credit allotment.[1]
- Seats-based pricing model and Legacy Access Model. Seats-based pricing applies to new accounts and subscriptions created after 2024-03-05. Legacy Sales Hub and Service Hub customers keep “Paid User” billing until HubSpot gives notice of a migration plan.[5][3]
- Marketing Contacts pricing. Customers pay only for contacts they want to market to. Subscriptions that stayed on the pre-October-2020 model follow the Marketing Hub Legacy Terms.[3][9]
- Onboarding services. Required for a one-time fee on Marketing Hub Professional and Enterprise, Sales Hub Professional and Enterprise and Service Hub Enterprise.[1]
Contract terms
The Subscription Service cannot be downgraded during the Current Term; a downgrade takes effect at the next renewal date on a new Order Form.[2] Unless the Order says otherwise, subscriptions renew automatically for the shorter of the prior term or one year. At renewal HubSpot may raise fees up to its then-current list price with at least 30 days’ notice. Audits and compliance
The Customer Terms of Service contain no customer-side licence audit clause with notice periods or cost shifting. Compliance is enforced through the product and through billing. HubSpot monitors or audits remotely the number of Marketing Contacts and emails sent and shows that information in the account.[3] HubSpot Credits are audited daily.[3] Seat assignment is enforced in the product, since every user in a paid subscription is assigned a seat type.[5] In practice, a software asset manager reconciles the seat counts, contact tier and credit limit on the Order Form against the Account & Billing page. Usage above a Limit generally appears as an immediate tier upgrade or as invoiced Overages rather than as an audit finding. Out of scope
- Signed Order Forms and negotiated discounts, which are not public. An Order controls over the Agreement for that Order.[2]
