HubSpot seats and editions describes how HubSpot licenses access to its paid products. The Product & Services Catalog states that HubSpot products are generally available through the purchase of HubSpot Seats, which “reflect the manner and level of access your users have to your subscription services”.[1] Each paid product is sold in a Starter, Professional or Enterprise edition, and the edition determines both the features a seat unlocks and the price of that seat.[1] The seats-based pricing model applies only to new accounts and subscriptions created after 2024-03-05. Older accounts that have not migrated stay on their previous pricing model.[3]
Editions
HubSpot sells Smart CRM and six Hubs: Marketing Hub, Sales Hub, Service Hub, Content Hub, Data Hub and Revenue Hub. Revenue Hub was formerly called Commerce Hub.[1] Each is available in three paid editions, and select functionality is also offered in the free tools. The free tools are a single free edition with up to two free users, and they are included in every premium edition.[1] The Customer Platform bundles the Starter, Professional or Enterprise edition of all products.[1]
Two pricing shapes coexist in the Catalog:
- Per seat at every edition. Smart CRM, Sales Hub, Service Hub and Revenue Hub are priced per seat. For new customers after 2024-03-05, Sales Hub “is priced per seat for the Starter, Professional, and Enterprise editions” with no additional seat minimums.[1] Catalog proof: Sales, Service and Revenue Hub have no additional seat minimums.
- Base price with included seats. Marketing Hub, Content Hub and Data Hub are per seat at Starter. At Professional and Enterprise they have a monthly base price that includes a fixed number of Core Seats, with additional Core Seats charged separately.[1] Catalog proof: Professional and Enterprise base prices include a fixed number of Core Seats.

All figures are from the Catalog retrieved on 2026-10-06.[1] Sales Hub, Service Hub, Content Hub and Data Hub Starter each start at USD 20 per month per seat.[1] The Catalog lists no Starter edition for Revenue Hub. The Knowledge Base article on seats lists Smart CRM Professional and Enterprise, but not Smart CRM Starter, among the subscriptions it applies to.[3]

The Knowledge Base adds a Developer Seat, “a free seat that provides access only to the developer platform”. It cannot be combined with another seat or with Super Admin permissions.[3] It has no catalog metric row because the Catalog’s seat table does not list it.
The two documents describe the Partner Seat differently. The Catalog’s table says it allows a user “to view the subscription services without making any changes”. The Knowledge Base describes it as a free seat that gives eligible Solutions Partner employees “access to all features in a client’s account”.[1][3] The Catalog is incorporated into the Agreement and the Knowledge Base is not.[4] In either reading, HubSpot will “confirm, deny, or remove Partner Seats in our sole, reasonable discretion”, and the customer may grant them only to partners actively performing services in the account.[1]
Counting / floors
One user per seat (Product Specific Terms s.2.1.1, 2026-09-16). Each Seat is dedicated to one User, and each HubSpot account must have at least one Seat. The customer may change the User assigned to a Seat at any time during the Subscription Term.[2] Users are the customer’s employees, representatives, consultants, contractors or agents who have unique user identifications and passwords.[4] The Acceptable Use Policy forbids reusing or sharing login credentials among multiple users.[5] Catalog proof: Each Seat is dedicated to one User; Login credentials may not be shared among users.
Highest edition wins (Catalog). If an account has a mix of Starter, Professional and Enterprise products, all Core Seats get the highest level of access across the purchased services “and will be priced based on the highest level of your subscription services”. The Catalog’s example is an account with Marketing Hub Professional and Sales Hub Enterprise, whose highest level is Enterprise.[1] In practice, adding one Enterprise product to a Professional estate moves every additional Core Seat to the Enterprise price. Catalog proof: Core Seats are priced at the highest edition held.
Specialist seats for full functionality. Full Sales Hub, Service Hub and Revenue Hub Professional or Enterprise functionality requires a Sales Seat, Service Seat or Revenue Seat respectively.[1] At Starter, a Core Seat gives access to Sales Hub Starter and Service Hub Starter features. Specialist seats apply only to Professional and Enterprise. On Revenue Hub, a user with only a Core Seat can view quotes but not create or edit them.[3] The Catalog’s technical limits add that messages from live chat, chatbots and team email can only be routed to users with a paid Sales Seat or Service Seat.[1] Catalog proof: Full Sales, Service and Revenue Hub functionality needs the matching seat.
View-Only Seats are free and unlimited. They are available on Starter, Professional and Enterprise. Holders can view records, dashboards, customer data and reports, filter reports, and be given billing admin permissions. They cannot save reports, edit records, change settings, manage tools, create or edit content or activities, log emails, or be assigned Super Admin access.[3] They also cannot use HubSpot Credits.[6] Catalog proof: View-Only Seats are free and unlimited but cannot edit.
Seat counts ratchet within the term. Additional seats can be bought at any time at the subscription tier’s current rate, but “once seats are purchased, the total count can’t be reduced until your next renewal date”. Seats cannot be reduced below the subscription’s minimum commitment. The Knowledge Base example is that a subscription including five seats cannot go down to four.[3] Removing a seat from a user unassigns it, “but you’ll continue to be billed for it”. Removing unassigned seats schedules the change for the next billing period and does not adjust the current invoice.[3] The Product Specific Terms describe the same process: added Seats (those not included with another subscription) are removed by unassigning the User and removing the Seat from the renewal. The change takes effect at the next renewal date if a new Order Form is signed. Partner Seats can be removed at any time with no impact on the renewal.[2] Catalog proof: Seat counts cannot be reduced until renewal; Added seats are removed from the renewal, not mid-term.
Account-level user ceiling. The Catalog lists a technical limit of 2,500 users per account. A Users Limit Increase add-on raises the included users limit by 500 users for USD 200 per month on Professional or Enterprise editions.[1] Catalog row: Users Limit Increase.
Free to paid. When an account upgrades from the free tools to a Starter subscription, the free seats are removed. HubSpot advises selecting the total number of seats needed at checkout.[3]
Worked example
This is a commentary example using Catalog list prices. Take an account with Marketing Hub Professional (base USD 890 per month with 3 Core Seats) and Sales Hub Enterprise for eight sellers. Because the highest edition held is Enterprise, every Core Seat beyond the three included is priced at the Enterprise rate of USD 75, not the Professional USD 50.[1] The eight sellers need Sales Enterprise Seats at USD 150 each. Managers who only read dashboards can hold free View-Only Seats. The one-time onboarding fees for Marketing Hub Professional (USD 3,000) and Sales Hub Enterprise (USD 3,500) apply on top.[1]
Onboarding and minimum commitments
The Catalog makes paid onboarding mandatory for five editions: “Onboarding is required for a one-time fee” of USD 3,000 (Marketing Hub Professional), USD 7,000 (Marketing Hub Enterprise), USD 1,500 (Sales Hub Professional), USD 3,500 (Sales Hub Enterprise) and USD 3,500 (Service Hub Enterprise).[1] Onboarding consists of access to a customer onboarding specialist or equivalent HubSpot expert to help set up the subscription. It is delivered remotely, and the Catalog gives a 90-day delivery period from purchase.[1] Catalog rows: onboarding services; Onboarding is required for a one-time fee on several Professional and Enterprise editions.
The included Core Seats in Marketing Hub, Content Hub and Data Hub Professional and Enterprise act as a floor. The base price is charged whether or not all included seats are assigned. Sales Hub, Service Hub and Revenue Hub have “no additional seat minimums” for new customers after 2024-03-05.[1]
Legacy pricing
Accounts created before 2024-03-05 that have not migrated have access only to purchased Sales or Service paid seats on legacy Sales Hub and Service Hub subscriptions.[3] Under the Legacy Access Model, billing “will remain unchanged until we send you advance notice of your migration plan”. Legacy Sales Hub and Service Hub customers continue to be charged for Paid Users as set out in their Order Form.[2] Separately, HubSpot may move a customer on a legacy product to its then-current products at any time.[4] Catalog proof: Legacy Sales and Service Hub customers keep Paid User billing until migrated; HubSpot may move legacy products to current products at any time.
Virtualization & partitioning
Not applicable. Seats count named people with unique credentials, not devices or processors.[4]
