- Commercial rules
- Cloud-first: users must first be added to an organization on GitHub Enterprise Cloud, and all Cloud users receive a right to use GitHub Enterprise Server. Enterprise Server license files generated under this model cover the consumed Cloud licenses at generation and expire after 12 months (requires GitHub Enterprise 3.13+ with GitHub Connect). Server-only users are billed as metered users. Pending invitations do not consume a license. Default for Enterprise Cloud trials created on or after 2024-08-01.
