- As published 2026-09-30: under metered billing GitHub measures consumed licenses (in use now) and billable licenses (distinct users who consumed a license at some point in the cycle). A user who starts mid-cycle is charged pro rata; a user who stops consuming a license is reflected in the next month's bill. In the worked example, adding 10 then 20 users and removing 5 gives 25 consumed and 30 billable licenses.
