- As published 2026-09-30: on GitHub Enterprise Cloud GitHub bills enterprise owners who belong to at least one organization, organization members and owners, outside collaborators on private or internal repositories (excluding forks, counted once), and dormant users who belong to an organization. Without Enterprise Managed Users or usage-based billing, pending invitations to become a member or outside collaborator also consume a license; under usage-based billing they do not. Suspended managed users, billing managers, guest collaborators and unaffiliated users do not consume a license.
