- As published 2026-09-30: on GitHub Enterprise Server any active user who has successfully authenticated to the instance consumes a license, as do dormant users (administrators can suspend dormant users to free licenses). Suspended users, the SCIM setup user named scim-admin, and users already consuming a Cloud license when license usage is synced do not.
