- Definition
- Billing for GitHub Enterprise: "Each member of your enterprise uses a license (previously known as a seat)." Combined use: "GitHub uses a unique-user licensing model. With the GitHub Enterprise plan, you're entitled to use both GitHub Enterprise Cloud and GitHub Enterprise Server."
- Counting rules
- One license per unique user across all deployments, however many Enterprise Server instances or Enterprise Cloud organizations the user belongs to, provided license usage is synced so users can be deduplicated by email address. Consumers on Enterprise Cloud include organization members and owners, enterprise owners who belong to at least one organization, outside collaborators on private or internal repositories (counted once) and dormant members; on Enterprise Server, every active user who has authenticated and dormant users. Suspended users, billing managers and unaffiliated users do not consume a license. Usage-based billing: consumed licenses (in use now) versus billable licenses (distinct users in the cycle), with mid-cycle additions prorated.
- Floors / minimums
- Volume/subscription (GHE Unified): fixed number of purchased licenses for the term. Usage-based: no pre-set number; billed monthly for use.
