Removing users mid-cycle does not reduce the current bill

- As published 2026-09-30: licenses added mid-cycle for products such as Copilot, GitHub Enterprise or Advanced Security are billed pro rata for the days remaining. When users or seats are removed, access is revoked immediately but the full billing cycle is still billed. Metered products have a calendar-month billing period in UTC; volume-based licenses may bill on the subscription anniversary.
