- As published 2026-09-30 (no effective date): GitHub uses a unique-user licensing model. The GitHub Enterprise plan entitles the customer to both Enterprise Cloud and Enterprise Server, and each user consumes one license however many Enterprise Server instances they use or Enterprise Cloud organizations they belong to. The Enterprise Cloud allowance includes one deployment, on either github.com or GHE.com.
