Workday licensing

This article is an overview of how Workday licenses its cloud applications across all product lines. The metrics, Flex Credits and counting rules are covered in more depth in Workday subscription licensing; service levels, tenants and exit terms in Workday service levels, tenants and termination.

Workday licensing covers how Workday, Inc. sells its enterprise cloud applications for human capital management, finance, planning, spend, analytics and related areas. Workday sells no installed software. Every product is a subscription to the hosted Workday Service, bought on an Order Form under the Universal Main Subscription Agreement (UMSA) and the Product Terms for the relevant product line.[1][2] Workday states that its pricing is “based on the number of employees, users, other applicable size metrics, and, for certain Service applications, usage”, and that subscription fees may not be reduced during the Order Term.[2]

For a software asset manager, Workday is a contract-management problem more than a deployment-counting one. There are no installations, cores or virtual machines to count. The questions are which product lines are on the Order Form, how the size metric was set, what consumption layer (Flex Credits and API Request entitlements) sits on top, and which exit, renewal and service-level terms apply. Workday does not publish a subscription price list or its employee-counting formula; those live only in the executed Order Form.

Contract framework

Workday calls its contract model the universal framework. It has four parts: the Order Form, which lists the products purchased and their commercial terms; the Universal MSA, a baseline set of legal terms across all products; Exhibits, which apply to all products and cover areas such as security and data processing; and Product Terms, which hold product-specific terms, service level commitments and any Enhanced Features.[2] The UMSA is published in regional versions (Americas; Europe; Australia; UK, Ireland, Middle East, Africa and Asia Pacific), with translations and a US Public Sector Addendum.[3]

Product Terms are incorporated by reference and change over time: they “may be updated by Workday from time to time and take effect 30 days after publication”, and no update may materially decrease security or privacy commitments.[1] Each Product Terms PDF prints a “Last updated” date, which is the date to record against any rule taken from it.

Customers who buy through a reseller sign the End User Subscription Agreement (EUSA), which “will apply exclusively to Workday Service(s) that Customer is ordering through Reseller” and takes precedence over conflicting reseller terms.[9]

Product families

Workday organizes products into product lines that share Product Terms. The contract index lists Adaptive Planning, Analytics and Reporting, Contract Management and Document Intelligence, Financial Management, HiredScore, Human Capital Management, Paradox, Payroll, Peakon, Platform and Product Extensions, Spend Management, Student, Talent Management, VNDLY and Workforce Management.[3] Workday’s Product Name to Product Terms Mapping (last updated 2026-08-26) links the product names printed on Order Forms to these lines, and notes that LDP versions of a product map to the same line as the non-LDP version.[4]

The mapping also has a second table for agents bought by redeeming Flex Credits, such as the Payroll Agent, Planning Agent, Recruiting Agent and Contract Negotiation Agent, each tied to the Product Terms of its prerequisite line.[4] Some names hint at tiering (Essentials, Enterprise, Pro, Professional, Expert), but Workday publishes no edition comparison or price for them.

Metrics

Workday’s public documents name the pricing bases without defining how they are counted. The catalog holds six metric rows, each using Workday’s own term: Employees (the customer-size metric used in the FAQ and as Customer Segment bands in the Flex Credits policies), Full-Service Equivalent, Flex Credits, API Requests, Self-service Actions and Trip. The Workday subscription licensing article explains each one and what Workday does and does not publish about it.

Two principles frame all of them. First, the Service is licensed for access, not measured use: the EUSA says that, unless an Order Form says otherwise, “all fees are based on access rights acquired and not actual usage” (Fees based on access rights acquired, not actual usage).[9] Second, the size metric cannot go down during the Order Term. Workday “cannot accommodate requests to decrease payment obligations based on a reduction in employee or user counts, or applicable usage metrics”, including after downsizing, an acquisition by another entity or a divestiture (No reduction of subscription fees during the Order Term).[2]

Consumption layer: Flex Credits and Platform Entitlements

AI agents and some platform services are paid for with Workday Flex Credits (Workday Flex Credits). The Flex Credits and Platform Entitlement Policy (last updated 2026-07-09) defines Flex Credits as “Subscription-based credits” that can be used “across current and future Offers”. The Rate Card lists every Offer, its usage meter and its rate.[5] The main rules are:

  • Complimentary grants. HCM or FIN customers receive an annual grant by Customer Segment, from 15,000 credits (under 3,500 Employees) to 200,000 (100,000 Employees or more); Planning without HCM or FIN receives 10,000. For Policy Effective Dates from 2026-05-29, grants reset each January 1 and the first grant is prorated.[5]
  • Expiry and overage. Purchased credits expire at the end of the Flex Credit Order Form’s Subscription Period and cannot be rolled over. If use exceeds available credits, “Customer must pay for such overages”; otherwise the customer must stop using all Offers (Flex Credit overages must be paid or Offers stop, Flex Credits expire at end of Subscription Period; no rollover).[5]
  • Non-Production. Actions for testing and evaluation in non-Production environments do not use Flex Credits.[5] The UMSA defines Production so that it “does not include any non-production sandbox, preview, or implementation Instance” (Production excludes sandbox, preview and implementation Instances).[1]
  • API Requests. Production API Requests count toward an annual baseline from 2.5M to 6.5M calls by Customer Segment, increased for Student (+150%), Procurement and Accounting Center (+100%), Extend (+50%), and Prism or Data Cloud and Fins (+15%). Workday-built agents, unmodified pre-built integrations, Built on Workday applications and Workday Everywhere are excluded. Excess calls draw down Flex Credits.[5]

Rate Card v262.3 (2026-09-02) prices each generally available capability in Flex Credits, and those rates “are locked for Customer’s Order Term”.[6] The catalog records ten generally available Offers as SKU rows with their Flex Credit rates, for example Recruiting Agent: Candidate Grading & Insights at 6 credits per resume, Contract Negotiation Agent: Agentic Contracting at 500 per document and Core Platform APIs: API Requests at 60 per 10,000 calls. Offers marked with an asterisk on the Rate Card are not generally available and their pricing may change, so the catalog does not list them.[6]

Product Terms can pull customers into this layer. Under the Adaptive Planning Product Terms (last updated 2026-07-23), “By enabling the Planning Agent in the Planning Console, Customer agrees to be subject to these terms and the Complimentary Flex Credit Policy” (Enabling the Planning Agent accepts the Complimentary Flex Credits Policy).[10]

Purchasing programs and agreements

Workday publishes no enterprise agreement, unlimited-deployment or site-license program. The purchasing routes in its public documents are:

Order Forms are non-cancellable and payments non-refundable except under the indemnification and termination clauses, and fees are due within 30 days of invoice with no withholding or set-off (Order Forms non-cancellable, payments non-refundable, Fees due within 30 days of invoice; no withholding or set-off).[1]

Some Product Terms bundle limited rights to other products. The Analytics and Reporting Product Terms grant a limited Prism Analytics license only for People Analytics Sentiment AI Data Insights; any other Prism use “shall require Customer to enter into a separate Order Form for the purchase of a subscription to the Prism Analytics SKU” (People Analytics includes only a limited Prism Analytics license).[11]

Support and service levels

Support is included in the subscription and governed by the Universal Service Level Availability and Support Policy (last updated 2026-09-17). It commits to 99.9% monthly uptime for all product lines except HiredScore at 99.5%, caps scheduled maintenance, and sets response times from 1 hour (Severity 1, seven days a week) to 48 hours (Severity 5).[7] Remedies for missed commitments are Service Credits of 10%, 20% and 30% for the second, third and fourth Failure in a rolling six-month period (SLA Service Credits of 10, 20 and 30 percent for repeated Failures).[1] Details, including disaster recovery objectives and tenant terms, are in Workday service levels, tenants and termination.

Audit and compliance

The UMSA Americas retrieved for this article gives Workday no right to audit a customer’s use of the Service. Its audit language runs the other way: Workday makes its Audit Reports available so the customer can “verify Workday’s compliance with its obligations”.[1] Customers who need their own review may join “the fee-based Workday customer audit program” (Customer audits of Workday only through the fee-based customer audit program).[2]

Compliance exposure comes instead from the commercial terms:

  • Scope of use. The Service is for Customer, its Affiliates and Authorized Parties “solely for the internal business purposes of Customer and its Affiliates”. Customer may not resell, time-share or offer it as a service bureau (Service for internal business purposes of Customer and Affiliates).[1]
  • Consumption overages on Flex Credits and API Requests, visible to both parties in the Platform Consumption Console.[5]
  • Suspension for non-payment once a payment is more than 90 days past due and 30 days’ written notice has been given (Suspension for non-payment after 90 days past due plus 30 days notice).[1]
  • System limits. Workday “may enforce reasonable and documented system limits” where custom reports and integrations exceed Community limits and hurt Service Response.[7]

The public documents contain no true-up or annual headcount review clause for employee-based subscriptions. Growth terms are negotiated in the Order Form.

Cloud and virtualization

Neither applies in the usual sense. Workday describes a one-to-many cloud model in which “All customers operate on the same release version” on a single code line, and contrasts it with hosted installed software.[2] There is no bring-your-own-license path, no processor or core metric and no partitioning rule. Non-Production environments are additional tenants, licensed separately and for non-Production use only.[8]

Recent licensing changes

  • 2026-05-29. Complimentary Flex Credits for new Policy Effective Dates reset on January 1 instead of on the policy anniversary, with a prorated first grant.[5]
  • 2026-07-09. Current Flex Credits and Platform Entitlement Policy published, including the API Request baselines and the exclusion of calls between Workday and Paradox, HiredScore, VNDLY, Evisort, Sana, Peakon, Workday Strategic Sourcing and Adaptive Planning.[5]
  • 2026-08-26. Product mapping lists agents bought with Flex Credits alongside Order Form products, and maps Sana and Evisort legacy products to Product Terms.[4] Paradox has its own Product Terms on the contract index.[3]
  • 2026-09-02. Rate Card v262.3, with several Offers (the Revenue Contract Agent, most Frontline Agent skills, the Contingent Sourcing Agent and the Workday Data Cloud meters) marked as not generally available.[6]
  • 2026-09-17. Universal SLA and Support Policy updated, with separate figures for HiredScore, Contract Intelligence and Contract Lifecycle Management, and Workday Learning, powered by Sana.[7]
