NetScaler licensing is the set of editions, metrics and terms under which NetScaler, a business unit of Cloud Software Group, sells its application delivery controller (ADC), gateway and management software. The NetScaler documentation describes an ADC product line with three family editions, Standard, Advanced and Premium, offered as MPX and VPX licences “to meet your organization’s needs”, where every appliance must hold one of the edition licences to operate properly.[1] The Business Unit Terms state that the Citrix Business Unit Terms “apply to the Citrix and NetScaler Business Units”, so NetScaler is contracted under the same End User Agreement as Citrix products, with product-specific terms published on citrix.com.[7]
The practical difficulty for software asset managers is that NetScaler licensing has three layers that move at different speeds. The commercial packaging (what is bought) has shifted from per-appliance perpetual licences towards capacity pools inside Citrix subscriptions. The technical delivery (how a licence reaches a box) changed on 15 April 2026 when the License Activation Service (LAS) became the only activation method.[2] The contractual overlay (audit, deployment reports, telemetry) sits in the End User Agreement and in the NetScaler telemetry programme.[6][8]
Product lines and form factors
NetScaler ADC is delivered in five form factors, and the product terms list them together: MPX and SDX appliances, VPX virtual machines, BLX bare-metal software and CPX container instances, with Pooled Capacity and Self Managed variants.[4] The Flexed licence documentation groups the software instance pools as VPX/CPX/BLX, MPX, SDX and VPX FIPS.[3] The per-form-factor details, including maximum bandwidth per hypervisor and cloud, are in NetScaler ADC form factors licensing.
Two other product lines are licensed differently. NetScaler Gateway needs a Platform licence for unlimited ICA Proxy connections and, for VPN and SmartAccess use, a Universal licence that limits concurrent user sessions.[9] NetScaler Console, the management plane that also acts as the licence server for pooled and Flexed capacity, no longer licenses virtual servers: from release 14.1-21.x the concept of licensed VIPs is removed.[10]
Editions
The licensing overview says the ADC family has three editions and that the Standard edition “has reached End-of-Sale” and is available only for renewal.[1] The product terms list Advanced and Premium as the editions of the current NetScaler MPX, SDX, VPX, BLX and CPX product line.[4] Fixed bandwidth subscriptions support only the Advanced and Premium editions, and edition and bandwidth upgrades are not supported.[1] For Flexed licensing, the bandwidth licence typically contains only Premium bandwidth unless the customer previously held Pooled Standard or Advanced licences, in which case all three editions show in the Flexed dashboard.[3]
Editions also gate features of other NetScaler products. NetScaler Console features such as HDX Insight and Gateway Insight need an Advanced licence (reporting under one hour) or Premium (unlimited reporting), and web application firewall information in the Console dashboards needs Premium or Advanced with the App Firewall licence.[10] Optional features need their own licence on top of the edition; the file-based licensing guide gives the example that an Advanced edition customer must still buy the AppCache licence to enable Integrated Caching.[1]
Metrics
NetScaler uses several metrics, and the correct one depends on the licence family held.
| Metric | Where it applies | Catalog row |
|---|---|---|
| Software instance | Flexed and Pooled pools of VPX/CPX/BLX, MPX, SDX and VPX FIPS instances[3] | Software instance |
| Bandwidth capacity | Throughput checked out of a pool; unit 10 Mbps for VPX, CPX, BLX and 1 Gbps for MPX and SDX[2] | Bandwidth capacity |
| Fixed bandwidth | Fixed-term subscription fixing throughput of one deployment[1] | Fixed bandwidth licence |
| Virtual CPU | Legacy pooled vCPU for VPX and CPX; no longer sold[11] | Virtual CPU |
| Zero-capacity hardware | MPX-Z and SDX-Z appliances that cannot run until they check out capacity[3] | Zero-capacity platform licence |
| Concurrent Gateway user session | NetScaler Gateway Universal licence[9] | Concurrent session |
| User | Citrix UHMC and Citrix Platform packages that contain NetScaler[7] | User |
The Business Unit Terms define a User for the Citrix Platform and Universal Hybrid Multi-Cloud products as a unique individual, not necessarily named, designated to access the product whether or not actively using it.[7] The product terms add a footnote that architectures using hardware or software to reduce the number of Users or Devices that directly access the product (multiplexing or pooling) do not reduce the number of licences required.[4] That footnote is written for the Citrix User and Device models and is relevant when an ADC front-ends a Citrix deployment.
Commercial packages
NetScaler describes three subscription families on its pricing page. The Citrix Universal Hybrid Multi-Cloud licence and the Citrix Platform licence both include NetScaler software entitlements and all instance types, with unlimited NetScaler software instances; the first is described with 1,000 Gbps throughput capacity and the second with unlimited throughput capacity. A NetScaler Fixed-Capacity licence provides “a defined number of NetScaler software instances” for stand-alone purchases, and does not require NetScaler Console.[5] The product terms turn “unlimited” into a number: each of UHMC and Citrix Platform provides 999 NetScaler software instances of each of the VPX/CPX/BLX, MPX, SDX, VPX FIPS, MPX-Z and SDX-Z types, with extra instances available from a sales representative; UHMC restricts NetScaler throughput to 1000 Gbps and both restrict usage to the licensed customer.[4] NetScaler states that its software entitlements are now included in a Citrix subscription, so a Citrix customer need not buy NetScaler separately.[5]
NetScaler hardware (MPX and SDX) is bought separately from software subscriptions.[5] Software maintenance is included with NetScaler fixed-term software, Pooled Capacity and Self-Managed subscriptions, but hardware maintenance must still be purchased for MPX, SDX and zero-capacity hardware.[4] Add-on subscriptions for appliances may be bought only after the starter pool and after or with the corresponding appliances.[4] The Business Unit Terms add the “All-in Rule”: to receive maintenance benefits a customer must have active maintenance for 100% of its licences.[7] See Citrix Customer Success Services for programme detail.
Details of each package are in NetScaler Flexed and Pooled capacity licensing.
Activation and expiry
Until April 2026 licences were “file-based”: entitlement files downloaded from the licensing portal were uploaded to the appliance or to NetScaler Console. NetScaler states that from 15 April 2026 “file-based licensing will no longer function” and LAS is the only way to activate and license NetScaler instances; NetScaler and Console must run LAS-compatible versions.[2] LAS supports Flexed (UHMC and CPL) licences, legacy Pooled bandwidth licences and fixed-term bandwidth subscriptions; Pooled vCPU, CICO and perpetual licences are not supported.[11] The mechanism, grace behaviour and unsupported licence types are covered in NetScaler License Activation Service.
Expiry is severe. If a term licence is not renewed, the NetScaler instance stops normal operations after expiry, including configuration loss and complete shutdown of traffic processing, as the fixed-bandwidth notes state.[1] Perpetual licences carry a separate trap: from the 14.1-51.x and 13.1-60.x builds an instance becomes unlicensed after an upgrade if the build’s Burn-In Date is later than the Subscription Advantage date in the perpetual licence file.[1]
Compliance and audit
The End User Agreement allows Cloud Software Group or its independent auditors, on 10 days’ notice, to audit compliance during the term of an Order and for one year afterwards, and shifts audit costs to the customer if material noncompliance is found. It also lets the company demand a Deployment Report certifying the Number of Units deployed.[6] On top of contractual audit rights, NetScaler Console customers are in a required telemetry programme: data upload must not be more than 90 days old to stay compliant, and Citrix “may suspend or terminate” support for non-compliance.[8] Clause detail and the telemetry modes are in NetScaler Console, telemetry and contract terms.
Cloud and BYOL
NetScaler VPX runs on public clouds. For AWS the documentation distinguishes a customer-licensed (BYOL) instance, which needs a licence generated from the licensing portal and uploaded, from a paid marketplace instance that needs no licence because the correct feature set and performance activate automatically.[12] LAS works only with licences provided by NetScaler and does not support marketplace licences, so customers must migrate pay-as-you-go VPX instances to BYOL to avoid service impact.[2]
What an asset manager should collect
A defensible effective licence position for NetScaler needs the following evidence: the Order and SKU names (to identify Flexed, Pooled “Starter Pool”, fixed-term or perpetual), the NetScaler Console host ID and the Citrix Cloud Org ID that hold the entitlements, the edition and bandwidth checked out for each instance, hardware serial numbers for MPX and SDX with their zero-capacity licences, the NetScaler build versions (for perpetual SA date checks) and the telemetry upload status. Each of these maps to a catalog row or rule linked from the articles in this series.
