- Entitlements for users with fulfiller-type access are tracked through a per-user subscription with a Fulfiller User meter type. Per-User subscriptions provide entitlements to users according to their assigned roles and associated access rights.
- Counting rules
- Subscriptions are measured and audited using roles. Roles that require a subscription are measured roles. Allocate by adding groups with measured roles to a product subscription; all group members are allocated subscriptions. Subscribed users are updated during a daily scheduled job. Per-user allocation totals: the count of active users excludes users who have not logged in in the last 365 days, users assigned Web service access only, or users with an empty User ID. Only active users count toward the subscription allocation totals. Base system roles: the bare user role has no functionality and is counted as licensed fulfillers. Fulfillers may approve within the product to which they are subscribed with no additional entitlement; cross-product approval needs an additional approval entitlement. Over-allocation = more users with entitlement than purchased subscriptions. There is no conversion from Fulfiller User to Requester, Business Stakeholder User, Unrestricted User, or Subscription Units.
