- Unrestricted User provides entitlements for an organization's number of active users regardless of their role assignments. An active user is any user whose record in the Users [sys_user] table has a value in the User ID field and has the Active field set to true. Associated meter: Unrestricted user, instance-wide measure of all active users.

- Automatically allocated by the instance. Instance-wide measure of all active users regardless of role assignments. Active user (this meter): any user whose record in Users [sys_user] has a value in the User ID field and has the Active field set to true. The Per-User 365-day last-login filter does not apply to Unrestricted User. There is no conversion from Unrestricted User to Fulfiller User or to Subscription Units.
