- Same Per-User allocation as Fulfiller User: groups with measured roles; daily job; 365-day / not-web-service / User-ID-present active-user filter for allocation totals. Business Stakeholder User is not the same as approver_user or Requester. There is no conversion to Fulfiller User or Subscription Units.
