ServiceNow product tiers and packages are the commercial bundles in which ServiceNow sells its workflow products on the ServiceNow AI Platform. In the current scheme, each supported product line is offered in up to three tiers, Foundation, Advanced and Prime, each of which “builds progressively on the previous one with additional AI capabilities, agents, and governance tools”.[1] A package decides which applications and capabilities a customer may use. It does not by itself set how many users or resources are licensed. Quantities are measured by the meters described in ServiceNow user and subscription-unit licensing, such as the Fulfiller User for ITSM or the Subscription Unit for ITOM, and are fixed on the Order Form.[12]
ServiceNow does not publish list prices for any tier. Each package page offers a custom quote only.[2] Availability and entitlement details for a given organization come from the ServiceNow account team, and “the rollout of new product tiers is independent of your organization’s upgrade cycle”.[1]
Editions
The three-tier model
ServiceNow’s product documentation describes the three tiers by the kind of AI they include. Foundation “delivers AI-assisted insights and routine automation”, Advanced “adds agentic workflows capable of synthesizing context across complex processes”, and Prime “unlocks a fully autonomous workforce that executes multi-step tasks end to end”.[1] The documentation states that all supported product lines offer the three tiers. The published feature comparison is:

Several platform capabilities are embedded at every tier. AI Control Tower “is included in every tier (Foundation, Advanced, and Prime) with the same capabilities at each”, but full management of external AI assets needs a separate AI Control Tower for Enterprise AI license. Workflow Data Fabric Foundation, which includes Integration Hub, RPA Hub, Automation Center and Data Catalog, is embedded in every tier edition, while Workflow Data Fabric Advanced is a paid upgrade. RaptorDB Standard underpins every tier edition, and RaptorDB Professional is the upgrade for analytics-heavy workloads.[1]
Packages by product line
The package pages on servicenow.com list what each tier includes. Not every product line is sold at every tier: the Customer Service Management and IT Operations Management pages show only Advanced and Prime, and the App Engine page shows only Foundation and Prime.[4][5][6]

Each tier also carries a matching generative AI allowance, named on the ITSM page as “Now Assist and Platform AI Foundation”, “Advanced” and “Prime”, and a matching Moveworks capability.[2] Footnotes on the package pages add that the HR packages include unlimited Virtual Agent conversations and Predictive Intelligence, annual credits for Workflow Data Fabric Foundation and “a limited number App Engine tables”.[3] The CSM and ITOM pages state that their App Engine Starter tables “are for configuring packaged applications”.[4][5]
Earlier package names
Package names from before the tier model, Professional (often shortened to Pro) and Enterprise, with “Plus” variants, still appear in current product documentation. The AI Skill Kit field-of-use table ties the Plus names to a customer’s ServiceNow Otto (generative AI) purchases. The AI Skill Kit field-of-use table refers to customers with “ITSM Pro/Enterprise Plus” and “HRSD Pro/Enterprise Plus”.[8] ServiceNow Otto for Finance and Procurement “requires the Source-to-Pay Operations Pro Plus SKU”.[9] Creator Studio requires “an App Engine Enterprise license”.[10] Performance Analytics documentation grants use rights to customers who bought it “through a Professional or Enterprise offering”.[7]
ServiceNow publishes no table that maps a Professional or Enterprise package to Foundation, Advanced or Prime. The documents above do not show which tier a legacy package converts to at renewal. A customer’s entitlement is whatever the executed Order Form names: the Subscription form in the instance shows the product SKU from the order form as the Product Code.[12]
Metrics
A package names applications. The meter that counts them depends on the product line and is recorded on each subscription in Subscription Management.
- ITSM, HR Service Delivery and CSM packages are sold per user. Most are measured by the Fulfiller User or Business Stakeholder User meters, and a few by the instance-wide Unrestricted User. See ServiceNow user roles and per-user subscriptions.
- ITOM products are billed in Subscription Units derived from CI counts.[13] See ServiceNow ITOM subscription units.
- Generative AI usage included in a tier is tracked as Assists. See ServiceNow Now Assist licensing.
- App Engine packages carry Custom Table entitlements, and some tiers are unlimited. See ServiceNow App Engine and custom table licensing.
- Workflow Data Fabric consumption is metered in Workflow Data Fabric Credits. Each credit “represents a unit of consumption under a unified meter”, and the number of credits a feature uses “is determined by the terms of the Workflow Data Fabric license”.[11]
Counting / floors
The tier documents set no user or unit minimums, and neither do the package pages. Three tier-level rules are stated in dated documentation (effective 2026-09-10):
- Prime-only agent building. Administrators “can configure out-of-the-box agents at Foundation and Advanced tiers, or build net-new agents from natural language instructions at the Prime tier” (Only the Prime tier allows net-new custom AI agents).[1]
- External AI governance is separate. Managing non-ServiceNow AI assets in AI Control Tower requires the AI Control Tower for Enterprise AI license at any tier (External AI management needs a separate AI Control Tower for Enterprise AI license).[1]
- Performance Analytics scope. Performance Analytics bought through a Professional or Enterprise offering may be used without restriction on the tables of the associated subscription, on platform and common apps such as Knowledge Management, CMDB or Catalog, and on paid Partner store apps (Performance Analytics bought in a Professional or Enterprise offering covers the associated subscription tables and common apps). Without a paid subscription, use is limited to 180 days of data collection (Without a paid Performance Analytics subscription, data collection is limited to 180 days).[7]
Virtualization & partitioning
Tiers are sold for the ServiceNow-hosted AI Platform. They carry no processor, core or hypervisor metric, and no partitioning rule is published for them.
Cloud / BYOL
ServiceNow tiers are subscriptions to a hosted service. ServiceNow publishes no bring-your-own-license path onto a third-party cloud for them. Package contents are the same regardless of where the instance is hosted.
Programs
The tier structure itself, Product tiers (Foundation, Advanced, Prime), is the commercial wrapper ServiceNow documents for these packages. No volume discount program, enterprise agreement or price book is published for the tiers.
Out of scope
- List prices and discounts. ServiceNow offers custom quotes only.[2]
- A crosswalk from Professional or Enterprise packages to Foundation, Advanced or Prime (not published). The contents of a legacy Standard package are not described in the documents cited here.
- Tier contents for product lines other than the five above, such as Security Operations, Strategic Portfolio Management or industry solutions.
- Assist quantities included in each tier. The package pages name the AI allowance but do not state a number.
