WinZip licensing is the set of terms under which Corel Corporation licenses the WinZip file compression, encryption and file-management products: WinZip for Windows and Mac, the WinZip Suite subscriptions, WinZip Enterprise, WinZip Courier, WinZip Self-Extractor, WinZip SafeMedia and related utilities. The WinZip legal page lists one licence for each of these products, and every “WinZip License” link points to the Corel End User License Agreement. The same page also links a separate Business User License Agreement (BULA).[6] Both agreements are contracts with Corel Corporation, and both say the software “is licensed, not sold”.[1][3] Which agreement applies depends on what was bought. The EULA says that if a version is licensed under the BULA, the BULA governs instead, and that the licence certificate or licence key details show which one applies.[1] For the general models behind the two agreements, see concurrent and device licensing and software maintenance and support.
Each agreement has General Terms that apply to every Corel, MindManager and WinZip product, and product-specific “Specific Terms”. The Specific Terms govern if the two conflict.[1][3] The WinZip EULA Specific Terms cover WinZip Standard, WinZip Pro, WinZip Mac Edition, System Utilities Suite, Registry Optimizer, Driver Update, WinZip PDF Pro, WinZip Courier, WinZip Self Extractor and ZipShare.[2] The WinZip BULA Specific Terms cover WinZip Standard, WinZip Pro, WinZip Enterprise (including Courier), WinZip Courier, WinZip Self Extractor and WinZip SafeMedia Enterprise.[3]
Editions
WinZip sells three subscription plans for individuals and small teams, plus WinZip Enterprise for IT-managed deployments. The pricing page lists Standard, Pro and Ultimate, billed annually, and WinZip Enterprise by quote.[7] Standard includes WinZip Standard for Windows and Mac and WinZip Courier. Pro adds WinZip Pro and ZipShare. Ultimate adds WinZip System Utilities and PDF Fusion.[7] Perpetual (“one-time”) licences for the PC are offered in Standard, Pro and Enterprise feature sets.[10]

WinZip Enterprise comes in two editions: WinZip Enterprise (unrestricted) and the WinZip Enterprise Government and Regulated edition (restricted). Their default settings differ.[9] The Enterprise page lists the features that justify the separate offer: FIPS 140-3 compliant encryption, IT-controlled encryption recovery keys, enterprise-wide policy enforcement and customisable deployments.[8] The EULA lists the editions that are sold only as subscriptions: System Utilities Suite, Registry Optimizer, Driver Updater, the Standard, Pro and Ultimate Suites, WinZip PDF Pro and ZipShare Pro.[2] Catalog: WinZip Suites, PDF Pro, System Utilities and ZipShare Pro are subscription-only. The two contractual metrics count different things. A retail EULA licence covers one person’s copy on up to three devices. A BULA licence covers one Managed Device. In a Virtualization Environment it also covers each device that accesses the software.[2][4] The multi-user registration file is a delivery mechanism, not a metric. The licensed quantity is the number on the order, not the number of places the file has been copied to.[12]
Counting / floors
Retail ceiling. The EULA lets a licensee hold up to a hundred Licenses. For an entity, the limit applies across the whole organisation. An entity that needs more must buy the equivalent edition or the business or enterprise edition under the BULA, where one exists.[2] Catalog: Entities may hold at most 100 EULA licences.
Purpose of use. The EULA grant is “solely for Your private, personal, individual work-related and non-commercial purposes”.[2] Catalog: EULA grant is limited to private, personal, individual work-related and non-commercial purposes. The BULA defines “You” as a business, government agency, nonprofit, academic institution or other entity, together with its Users.[3]
Business counting. Under the BULA the License Certificate states the number of Licenses and Managed Devices, and fees are charged Per Managed Device.[4] Catalog: Business licences are charged Per Managed Device.
Volume bands. On the pricing page, discounted prices apply only when the minimum quantity shown for a row is bought, and orders of 100 licences or more go to a quote.[7] WinZip Mac multi-user licences are sold online for 2 to 999 users. Versions. Under both agreements a perpetual licence covers only the version that was licensed, unless a support agreement grants upgrade or downgrade rights.[1][3] Upgrades are included in a Suite subscription but are not free for perpetual licences.[10] Catalog: A perpetual licence covers only the licensed version; Upgrades are free with a Suite subscription, not with perpetual licences.
Activation. Perpetual copies are registered with a registration code, a reseller activation code or a multi-user registration file. From WinZip 76.5, Suite subscriptions are activated by signing in to the WinZip account.[12][13] See WinZip activation, registration and lifecycle.
Virtualization & partitioning
The EULA does not allow installation on a hardware partition, blade, terminal server, internal network or virtual private network, or a remote or cloud server. Together these make up a “Virtualization Environment”. The EULA also does not allow the software to be reached from other computers over a network. A separate licence agreement is required for virtualization, network connections or volume purchases.[2] Catalog: EULA excludes terminal servers, virtualization and network access.
The BULA permits a Virtualization Environment. The customer dedicates one Subscription License to each Managed Device that uses, runs or accesses the software through it, and one to each Managed Device the software is installed on.[4] A customer with only Perpetual Licenses must first buy maintenance for all of them.[4] Installation on a Virtualization Environment is not permitted in twelve listed Asian countries and territories, including China, India and Singapore.[4] Users must sign in with credentials assigned to one individual, and no User may use the software on two or more Managed Devices at the same time.[4] Catalog: Virtualization is allowed with one licence per accessing Managed Device; Perpetual licences need maintenance on all licences for virtualization use; No virtualization installs in listed Asian countries; Virtualized use requires individual credentials and no concurrent sessions. Cloud / BYOL
Corel publishes no bring-your-own-licence programme for public clouds. Under the EULA, any remote or cloud server falls within the excluded Virtualization Environment.[2] Under the BULA, the definition of Virtualization Environment includes a remote or cloud server, owned by a third party or otherwise, that Managed Devices connect to. Cloud desktops therefore follow the BULA virtualization rule above.[4] ZipShare is a hosted service. The EULA lets a ZipShare free or ZipShare Pro licence be used from multiple devices at the same time once an account is registered.[2]
Programs
CorelSure maintenance. CorelSure Maintenance is included with every Subscription License. For Perpetual Licenses it is bought separately.[5] The WinZip BULA terms make it mandatory at the time a perpetual licence is bought.[4] During the Maintenance Period the customer receives Upgrades up to the number of Licenses bought, and may downgrade to any Supported Version, defined as the current Version and up to two prior Versions.[5] Catalog: Perpetual business licences must be bought with CorelSure maintenance; CorelSure downgrade rights cover the current and two prior versions.
Evaluation. Trial versions may be used only for evaluation or demonstration, for the stated Trial Period or 30 days if none is stated.[1] Catalog: Evaluation version.
Upgrades and transitions. Registered WinZip Standard users are offered an upgrade to WinZip Pro at a special price.[16] Catalog: WinZip Standard to Pro upgrade offer. A customer that accepts Corel’s offer to convert perpetual licences to a subscription must de-install all perpetual copies and certify in writing that it has done so.[1] Catalog: Perpetual to subscription Transition.
Compliance and audit
Both agreements let Corel monitor usage remotely through a reporting function in the software to verify compliance. The licensee must not block this, for example by closing firewall ports.[1][3] Entities under the EULA, and all BULA customers, must keep records of deployment, installation and use. The BULA records explicitly include use through a Virtualization Environment.[1][3]

Lifecycle
Corel retires older WinZip versions on a published schedule. Technical support for retired versions ends, and the knowledge base remains available for self-service.[11] For the Windows perpetual product, WinZip 30 became generally available on 2025-09-16. Support for WinZip 29 ends on 2027-10-10, and support for WinZip 28 ended on 2026-08-12.[11] The subscription versions are numbered separately: WinZip 77 became available on 2025-09-16.[11] WinZip Enterprise 31 is covered by an installation guide dated September 2026.[9] Catalog: Support for each WinZip perpetual version ends on a published date.
Out of scope
This page does not cover Corel’s graphics, office and video products or MindManager. Those products share the General Terms but have their own Specific Terms.[1] It also does not cover OEM bundles beyond the EULA OEM clause, the WinZip mobile apps, or regional prices. The pricing page renders prices by region, so the catalog records no list prices for the Suites.[7] Corel’s Master Enterprise Software License Agreement, which CorelSure also recognises, is negotiated separately and is not published.[5]
