The WinZip Business User License Agreement (BULA) is the Corel agreement for business customers. The BULA defines these as a business, government agency, nonprofit organization, academic institution or other entity, together with its Users.[1] A User is an agent, employee, contractor or temporary worker of the business customer, and the customer is responsible for its Users’ compliance.[1] The BULA’s WinZip Specific Terms cover WinZip Standard, WinZip Pro, WinZip Enterprise (including Courier), WinZip Courier, WinZip Self Extractor and WinZip SafeMedia Enterprise.[1] The retail EULA sends customers here once they need more than a hundred licences, virtualization or network use, or several versions under perpetual licences.[9] The overview is in WinZip licensing.
Editions
WinZip Enterprise is the IT-managed edition. The product page lists FIPS 140-3 compliant AES-256-GCM encryption, an IT-controlled encryption recovery key, enterprise-wide policy enforcement, WinZip Courier for Outlook and webmail, and customisable installation packages.[4] The WinZip 31 Enterprise guide names two editions. WinZip Enterprise (unrestricted) has most features turned on. The WinZip Enterprise Government and Regulated edition is restricted.[5] WinZip Enterprise 31 builds for x64 and ARM64 were released on 2026-09-16. They followed 30.1 on 2026-08-21 and 30 on 2025-09-16.[7] Enterprise downloads are obtained through WinZip Support.[7]

WinZip Enterprise is sold by quote. The pricing page shows “Get a quote” with special pricing available, and lists volume licensing, specialized support and customizable deployments as enterprise benefits.[6] The Enterprise page describes a licensing programme with step-by-step setup, specialized support and “version flexibility”.[4] The contractual source of that version flexibility is CorelSure (see Programs). Perpetual licences are offered in Standard, Pro and Enterprise feature sets.[8]
Metrics
The BULA metric for WinZip is the Managed Device. A Managed Device is “any physical or virtual device that is under Your control or possession that is capable of running the Software and on which You directly control one or more operating system environments”. Per Managed Device means each licensed copy “may be installed on or accessed from a single Managed Device”.[2] The License Certificate states the number of Licenses and Managed Devices, and fees are charged Per Managed Device.[2] The License Certificate also records the licence type, versions and editions, term, permitted Users and devices, support level and licence keys.[1] Catalog: Business licences are charged Per Managed Device.
Counting / floors
Each physical or virtual machine on which WinZip is installed, or from which it is accessed, counts once. A virtual desktop with its own operating system environment is a Managed Device in its own right. This follows from the definition, which includes virtual devices.[2] No minimum quantity is published. Online volume bands require the minimum quantity for each row, and 100 or more licences are quoted.[6]
The BULA forbids running separate parts of the software on more than one device, and forbids upgrading, downgrading or transferring parts separately. It also forbids bypassing licence-key limits.[1] Under a Perpetual License the customer may use only the version on the License Certificate, unless a Support Agreement grants downgrade or upgrade rights.[1] Catalog: A perpetual licence covers only the licensed version.
Virtualization & partitioning
Unlike the EULA, the BULA permits WinZip in a Virtualization Environment. This means a hardware partition, blade or terminal server on the customer’s network or VPN, or a remote or cloud server (third-party owned or otherwise) that Managed Devices connect to.[2] The conditions are:

Read literally, a terminal server with 50 users connecting from 50 Managed Devices needs 50 Licenses for the accessing devices, plus one for the server itself as an installed Managed Device. That arithmetic is an editorial reading of s.8.2. If a User runs the software on two Managed Devices at once, the software may disable access from all of them.[2] Catalog: Virtualization is allowed with one licence per accessing Managed Device; Perpetual licences need maintenance on all licences for virtualization use; No virtualization installs in listed Asian countries; Virtualized use requires individual credentials and no concurrent sessions.
Cloud / BYOL
There is no separate cloud programme. A remote or cloud server that Managed Devices connect to is part of the Virtualization Environment definition, so the rules above apply to cloud-hosted desktops. The Asian territory exclusion also applies.[2]
Programs
CorelSure maintenance
CorelSure Maintenance is Corel’s maintenance and support programme. It supplements the BULA or a Master Enterprise Software License Agreement, and its Software list includes WinZip Standard, WinZip Pro, WinZip Enterprise (including Courier), WinZip Courier, WinZip Self Extractor and WinZip SafeMedia Enterprise.[3] The WinZip BULA terms make it mandatory for perpetual licences. A Perpetual License must be bought together with fixed-term Maintenance Services, renewable for an equal or longer term. Subscription Licenses include Maintenance Services automatically.[2] Catalog: Perpetual business licences must be bought with CorelSure maintenance.

When maintenance ends, a perpetual customer that used Downgrade Rights must revert to the Version current at that time and destroy the downgraded copies.[3] A customer that wants maintenance again must buy a new Subscription License, or buy new maintenance and upgrade to a Supported Version.[3] Catalog: CorelSure downgrade rights cover the current and two prior versions; Lapsed maintenance is restored only by a new subscription or new maintenance plus upgrade; CorelSure allows Windows or macOS and any supported language for one User.
Updates and sunsetting
Updates are free for customers who are current in payment. Mandatory Updates, issued for legal, security or intellectual-property reasons, must be installed within ten business days. Otherwise the affected licences may be suspended or terminated.[1] The Enterprise auto-update feature installs only minor versions, and major versions must be installed by the administrator.[5] If Corel sunsets a product, prepaid subscriptions are moved to substantially similar software where commercially reasonable. Perpetual licensees may keep using the then-current version but lose support.[1] Catalog: Mandatory Updates must be installed within ten business days; Enterprise auto-update installs minor versions only.
Transfer
Subscription Licenses cannot be assigned. Fully paid Perpetual Licenses with paid Support Services may be assigned only together with the transfer of hardware or employees, as part of a sale, merger, reorganisation, privatisation or consolidation. Corel must first receive a license transfer form and the transferee’s written agreement to the BULA.[1] Business customers in the EEA that obtained perpetual licences there may resell the original copy under exhaustion conditions like those in the EULA.[1] Catalog: BULA perpetual licences transfer only with paid support in a corporate transaction.
Compliance and audit
The BULA lets Corel monitor usage through a reporting function in the software, and the customer must keep firewall ports open for this Verification.[1] Under s.37 the customer must keep records of all use, installation and deployment, including through a Virtualization Environment. Corel may audit at its own expense during the licence term and for two years after, at most once a year unless unlicensed use is found.[1] The customer has 30 days to provide installation data and purchase documentation, and on-site audits require 30 days’ notice. Shortfalls are invoiced with maintenance fees, interest of 1.0% a month and recovery costs. Unlicensed use above 5% also shifts the audit costs to the customer.[1] Catalog: Audits under the BULA include Virtualization Environments; Software may report usage to Corel for compliance Verification. The Enterprise edition can write file activity to the Windows event log. This is a security audit feature, not a licence-usage report.[4]
Out of scope
This page does not cover the Master Enterprise Software License Agreement, which CorelSure recognises but which is not published.[3] It also does not cover WinZip Enterprise feature configuration beyond licensing-related MSI properties (see WinZip activation, registration and lifecycle), or prices, which are quoted.
