Figma licensing is the set of terms under which Figma, Inc. sells access to its browser-based design and collaboration platform. The platform includes Figma Design, Dev Mode, FigJam, Figma Slides, Figma Make and Figma Draw, with Figma Sites, Figma Buzz and Figma Motion in beta. The platform is sold only as a subscription. The subscription cost depends on two things: the plan, and “the number of Full, Dev, and Collab seats in your plan”.[5] “Every member or guest on a paid Figma plan has one seat.” The seat type, Full, Dev, Collab or the free View seat, decides which products the person can use.[6] Catalog proof: Every member or guest on a paid plan has one seat.
This seat model dates from Figma’s updated billing model, introduced on 2025-03-11. Before it, SCIM assigned access per product through separate Figma Design, Dev Mode and FigJam permission attributes.[16] The help center notes that some customers on older multi-year agreements remain on the previous model.[8][7] Two contracts carry the grant. The Terms of Service, effective 2026-03-11, cover the Starter and Professional plans. The Software Services Agreement (SSA), effective 2026-05-26, covers the Organization and Enterprise plans.[2][3] The Figma AI Terms, effective 2026-06-24, are incorporated into both and govern AI credits.[4]

Prices are per seat per month as shown on the pricing page with annual billing selected. The Professional plan also has a monthly price that was not captured.[1] View seats are free on every paid plan. On a paid plan, others can view and comment on files “without purchasing extra seats”.[1] Organization adds shared libraries and fonts, branching, SSO and centralised administration. Enterprise adds workspaces, SCIM seat management, billing groups and design-system theming.[1] Governance+ is an Enterprise-only add-on.[1] See Figma seat types and plans.
Figma also offers free access through Figma for Education. K-12 students and educators get the Enterprise plan through their school; higher-education, approved bootcamp and secondary students and educators get the Professional plan.[12] Figma for Government provides Enterprise capabilities in a FedRAMP Moderate environment.[13]

Source: Guide to billing at Figma.[5] Figma Design cannot be bought on its own; it comes only in the Full seat.[11] Seat type and file permissions are separate. “File permissions separately determine which files they can access and what they can do in those files.”[6]
Counting / floors
Every purchased seat is billed. “You are billed for all seats on your plan, whether they are available (unassigned) or unavailable (assigned to a user).”[6] Moving a user to a View seat frees their paid seat for someone else, but Figma does not refund it pro rata. The seat stays on the bill until renewal.[7] Both contracts say that “quantities purchased cannot be decreased” during the term.[2][3] Catalog proof: All purchased seats are billed whether assigned or not; No prorated refund when a user moves to View; Purchased quantities cannot be decreased during the term.
Seats grow through requests. Users request seats when they try to create or edit in a product their seat does not cover. Admins choose for each seat type whether requests are approved manually, approved automatically when a seat is available (the default), or always approved. Under auto-approve, “If there are no seats available, a new seat will be purchased.”[10] Customers on an Enterprise License Agreement (ELA) default to auto-approve.[10] Catalog proof: Auto-approve purchases a seat when none is available; ELA customers default to auto-approve.
Proration and true-up. On Organization and Enterprise, a new paid seat is billed pro rata from assignment to the end of the annual term and invoiced on the next quarterly invoice.[7] On older multi-year agreements still on the previous billing model, “seat changes may be handled through a quarterly true-up process instead of prorated billing”.[7] On an annual Professional plan, added seats run on a separate monthly subscription.[8] See Figma billing, seat requests and true-ups. Personal accounts. “Account credentials may not be shared or used by anyone other than the individual to whom they were provisioned.”[2][3] Catalog proof: Accounts are personal; credentials may not be shared.
Virtualization & partitioning
Not applicable. Figma is a hosted service counted per person. Desktop and mobile apps are “licensed (not sold)”. Authorized Users may install them on devices they own or control, in support of their use of the platform during the Order Term.[14] Device counts play no part in licensing. Cloud / BYOL
Not applicable; the service is hosted by Figma only. Figma for Government runs as a separate FedRAMP Moderate environment with SAML SSO required.[13]

AI credits
Every seat includes AI credits. On the Full seat this is 3,000 a month on Professional, 3,500 on Organization and 4,250 on Enterprise. Dev, Collab and View seats and Starter users get 500 a month.[11] Unlike pooled credit schemes, seat credits “can’t be shared or transferred to other users”.[9] Additional credits come from a pooled AI Credits Subscription or from pay-as-you-go billing. They are consumed in a fixed order: seat credits, then subscription credits, then pay-as-you-go.[4] See Figma AI credits. Audits and compliance
Neither the Terms of Service nor the SSA contains a licence audit clause. Figma may collect and use “Usage Data”, meaning technical logs, telemetry and usage information. It may suspend or limit access for non-payment.[2][3] Compliance is enforced in the product, because seat type controls what each user can do. The licence position is the seat count in the admin dashboard, and it grows with every approved request. Both contracts forbid reselling or sublicensing the service or letting others use it, and forbid reverse engineering.[2][3] Figma enforced the reverse-engineering restriction in court in Figma v. Motiff, which ended in a stipulated consent judgment in 2025.[15] Catalog proof: No resale, sublicensing or third-party access.
