Bentley Systems licenses MicroStation, OpenRoads, STAAD, ProjectWise and its other infrastructure software perpetually per Device under a EULA, and layers three commercial models on top: Virtuoso named-user subscriptions bought online, the SELECT Program with pooled licensing and quarterly term licences for peak overuse, and usage-based Enterprise 365 funded through a Cloud Services Subscription. All three are metered through the Subscription Entitlement Service.
