- TeamCity License Agreement v2.0 §2: "Build Agent" means "an auxiliary part of TeamCity that performs functions requested by a Server as specified in the Documentation." "Build Agent License" means "a license to use additional Build Agents whose number included in the Confirmation determines the maximum number of builds that You can run concurrently and the maximum number of Build Agents authorized to be used simultaneously on all Servers."

- Counted as the number of simultaneously authorized agents across all servers, not as named agent installations: agent licenses "are not bound to specific agents" and limit authorized agents "regardless of their origin (local or remote, bare-metal or cloud)" (Licensing Policy). Professional and Enterprise each include 3 Free Build Agents per Server. Each Paid Build Agent is perpetual for server versions released within its 12-month Maintenance Period. Enterprise Plus allows agents above the licensed number, billed quarterly on each month's peak overuse.
