- Licensing Policy (2026-05-27): agent licenses are not bound to specific agents; they limit the number of authorized agents regardless of origin (local or remote, bare-metal or cloud). If the maximum is exceeded, TeamCity warns in the UI and prevents new builds from starting. TeamCity License Agreement §2: the number of Build Agents in the Confirmation sets the maximum number of concurrent builds and of agents authorized simultaneously on all Servers.
