JetBrains licensing covers the three commercial models that JetBrains s.r.o. uses for its software. Its IDEs, .NET tools and the All Products Pack are sold as monthly or yearly subscriptions assigned to individual users, with a perpetual fallback licence once a subscriber has paid for 12 consecutive months.[1][6] Some on-premises team tools, such as TeamCity On-Premises, use a hybrid model: a perpetual licence plus an upgrade subscription that can be renewed.[6] JetBrains AI, the service behind AI Assistant and Junie, is licensed in subscription tiers whose usage is measured in AI Credits.[13] JetBrains no longer sells the legacy perpetual licences it offered before 2 November 2015.[6]
For a software asset manager, the practical questions differ by family. For the IDEs they are who holds a subscription, whether it is commercial or personal, and which fallback version each person keeps. For TeamCity they are how many servers and authorized build agents run, and whether each licence’s maintenance period covers the installed version. For JetBrains AI they are which tier each user holds and how AI Credits are pooled and topped up.

The Toolbox agreements define “Product” as JetBrains software designated as part of the JetBrains Toolbox. They exclude the Team Tools, among them YouTrack, TeamCity, Datalore, Hub and Code With Me, which fall under their own terms.[1] A JetBrains estate can therefore be governed by several agreements at once.
IDEs and .NET tools
Subscriptions and licence types
JetBrains sells two kinds of paid subscription for its IDEs. A commercial licence is bought by an organization. It can be used by any one employee, contractor or other individual it is assigned to, and it can be reassigned within the company. A personal licence is bought by an individual with their own funds and cannot be shared, transferred or reassigned.[7] Under the Individual Customers agreement the grant is void if a third party pays for the subscription or reimburses the individual.[2] JetBrains says it does not offer company-wide licences, or single licences that allow several users. Companies must buy a separate commercial subscription for each user, and they cannot buy or reimburse personal licences.[8]
The Organizations agreement provides the product “on a ‘per user’ basis”. The customer assigns a subscription to a specific User, who may deploy the product on several Machines. When the product is reached through a Floating License Server, it is provided “on a ‘per machine’ basis” instead, and the server allocates the subscription to one Machine used by one User at a time.[1] The catalog records these as the User and Machine metrics, with the counting rule Commercial subscription assigned per user; no concurrent use.
Perpetual fallback
A yearly subscription, or 12 consecutive monthly renewals, earns a perpetual fallback licence. This is the right to keep using the version that was current 12 months before the subscription ends.[9][1] While the subscription continues, the fallback version moves forward every month.[9] From PyCharm 2025.1 and IntelliJ IDEA 2025.2, users whose trial or subscription ends can also switch to a free core feature set, which can be updated, unlike a fallback version.[6] Fallback dates and forfeiture are covered in JetBrains subscription licensing.
Free and discounted licences
Three free agreements sit beside the paid ones. The non-commercial subscription covers individuals using certain IDEs for non-commercial purposes.[3] The open source agreement licenses Authorized Users of non-commercial open source projects.[4] The educational agreement grants students and teachers one year of non-commercial educational use.[5] Personal subscriptions receive a continuity discount of up to 40% on renewal.[6] All three free agreements are limited to non-commercial use, so they cannot cover an organization’s commercial development. The free programs are catalogued as Non-commercial use subscription, Open source development license and Student and Teacher Packs, and the discounted Startup Program for young companies is catalogued separately.
TeamCity On-Premises
TeamCity On-Premises is licensed per server and per build agent, not per user. The TeamCity License Agreement grants a perpetual, non-transferable licence. Under a free Professional Server License the customer may run any number of servers, each with up to 100 build configurations and three free build agents. Under an Enterprise Server License each License Key runs one server instance with unlimited build configurations.[12] Each licence has a maintenance period, generally one year, and remains valid for every version released before the purchase or during that period.[11]
Build agent licences are not bound to particular machines. They limit the number of authorized agents, local or remote, bare-metal or cloud.[11] The Enterprise Plus edition adds a true-up licence: agent slots above the licensed number are charged monthly and billed quarterly on each month’s peak overuse.[11] Server counting, upgrade validity, renewal pricing and the open-source licence are covered in JetBrains TeamCity licensing.
JetBrains AI
Tiers and prices
JetBrains AI offers AI Free, AI Pro and AI Ultimate to individuals and organizations. AI Enterprise is available only to organizations, as part of JetBrains IDE Services, and there is also an AI Trial tier for evaluation.[13] Each licence provides a quota measured in AI Credits, which are consumed by AI features that use cloud models, and each AI Credit equals USD 1 charged in local currency.[13] The catalog records the tier prices as SKUs:

All figures are as published on 2026-07-22.[13] The AI Pro tier is included with All Products Pack and dotUltimate subscriptions and is free with DataSpell. That bundled AI Pro, and AI Free, cannot be activated when the IDE licence comes from the License Server.[13]
Counting AI Credits
Under the per-user model, a licence’s quota resets every 30 days from the date the user first used it. When the quota runs out, users on the Trial, AI Pro or AI Ultimate tiers can buy Top-up AI Credits. These are valid for 12 months and are used only after the monthly quota is exhausted.[13] JetBrains is moving organizations to JetBrains Central. There, an administrator grants AI access separately from licences. Included credits from every licence, with the All Products Pack and dotUltimate contributing 20 a month each, go into one pool shared across the organization. The pool accumulates monthly.[13] The JetBrains AI Terms of Service require a free or paid subscription plan for any use. JetBrains may limit use through quotas, rate limits and fair-use limits.[14] The catalog rules are JetBrains AI quota measured in AI Credits; 1 AI Credit equals USD 1, Top-up AI Credits valid 12 months and used only after the monthly quota, JetBrains Central: organization AI Credits pooled, not assigned per user, AI Pro bundled with All Products Pack or dotUltimate cannot be activated via License Server and AI Enterprise available only to organizations through JetBrains IDE Services.
Purchasing, renewal and support
Subscription fees are paid under the JetBrains Terms and Conditions of Purchase, or under the terms of an authorized reseller.[1] Orders placed with a reseller follow that reseller’s terms. JetBrains sets prices in USD, EUR, CNY, GBP, JPY or CZK depending on the customer’s country.[15] A recurring payment cancelled after its cutoff takes effect only from the following due date, and no refund or partial refund is issued. Other refunds are at JetBrains’ discretion unless the law says otherwise.[15] Toolbox subscriptions renew automatically at the end of each subscription period. A customer that cancels mid-period stays bound until the end of that period.[1]
For IDEs, updates and support come with an active subscription. For TeamCity they come from the maintenance period of each server and agent licence. TeamCity renewals are generally priced at about 50% of the new licence price if made before expiry, and email support is limited to Enterprise customers under active maintenance.[11]
Audit and compliance
The retrieved Toolbox and TeamCity agreements contain no clause giving JetBrains a right to audit a customer’s installations. Compliance is enforced through licence activation and contractual restrictions instead. When a subscription is distributed through JetBrains Account, the product periodically connects to JetBrains servers to confirm the user’s right to use it.[1] The TeamCity agreement forbids exceeding the licensed number of build agents or build configurations, using one License Key for several servers, and tampering with user records. The customer must also make its users comply.[12] Both agreements require customers to cooperate with JetBrains in verifying compliance with sanctions and export control laws.[1][12] For how these commitments are tested in practice, see license compliance.
Cloud, virtualization and licence servers
The Toolbox agreements publish no bring-your-own-licence or virtual machine mapping. Per-user subscriptions follow the user across machines, and floating licences are counted per machine.[1] The legacy License Server (FLS) was discontinued on 1 January 2026 and is being phased out. License Vault, part of JetBrains IDE Services, is now the default. Educational institutions can keep using License Server for free classroom licences.[10] License Vault’s Floating mode frees a licence for another user within 20 minutes after its holder stops using the product. It is available only to companies with 50 or more active subscriptions.[8] TeamCity build agent licences count cloud agents the same way as local ones.[11]
