Redgate Monitor and SQL Toolbelt licensing

Redgate Software uses three licence types for its SQL Server tooling. Redgate Monitor and SQL Backup are licensed per server. The developer tools, sold alone (SQL Prompt, SQL Compare, SQL Data Compare) or in the SQL Toolbelt bundles, are licensed per user. The test data products (Redgate Test Data Manager, SQL Clone, Data Masker, SQL Provision) are licensed by data capacity.[4][6] All are Subscription Software under the Redgate Master Subscription EULA. Redgate Monitor is also available as a Redgate-hosted SaaS service under the Master SaaS Subscription Agreement.[7][10]

Editions

Redgate Monitor

Redgate Monitor Standard and Redgate Monitor Enterprise are each sold self-hosted or as SaaS, and through the AWS and Azure Marketplaces. The price is “per server / year” in bands of 1-4, 5-9 and 10-19 servers, with 20 or more by quote.[7] “You are only permitted to use the same Redgate Monitor edition for each Monitor Installation.” A Monitor Installation is a web service with its base monitors and repository databases.[1] Catalog proof: One Redgate Monitor edition per Monitor Installation.

SQL Toolbelt Essentials is priced per user licence per year, in the same volume bands as Monitor.[8] SQL Prompt Professional and SQL Compare Professional can also be bought on their own, per user.[6] Catalog proof: SQL Toolbelt Essentials is priced per user per year in volume bands.

Capacity products

Capacity licensing covers Data Masker for SQL Server and Oracle, SQL Clone, Redgate Clone, Redgate Test Data Manager, SQL Provision and SQL Data Catalog.[9] The editions page lists Redgate Clone as Per Capacity “where licensed before 21st May 2026” and Redgate Test Data Manager Standard “where licensed before 24th July 2026”.[6]

Metrics

  • Redgate Monitor server license. “Redgate Monitor is licensed per Windows server (either physical or virtual).”[2] The contract wording is a single Server “for each Per Server Software entitlement”.[1]
  • Per Server for SQL Backup Professional, SQL Data Catalog and SmartAssembly.[6]
  • Per User for the desktop tools: “licensed for use by a specific user only”.[1]
  • Per Capacity for the test data products.[9]

Counting / floors

Redgate Monitor

Monitor counts servers, not SQL Server instances. “Redgate Monitor licensing does not check the number of SQL Instances installed on an individual server.” Redgate’s examples: three standalone servers with 15 instances each need 3 licences, and twelve servers with one instance each need 12.[2] Catalog proof: Redgate Monitor: one Server monitored per entitlement; Redgate Monitor does not count SQL Server instances on a server.

From version 14, licences for both subscription and legacy perpetual keys are allocated through the Redgate website. Monitor “detects the number of servers currently being monitored and allocates available licenses to them automatically”. Servers added beyond the available licences go to an “Awaiting” state and are not monitored. When licences are deactivated, the oldest servers keep their licences. Expired licences “become unavailable”, and if no server is licensed, data collection and alerting stop.[3] Catalog proof: Servers beyond the allocated Monitor licences are not monitored.

Commentary: because Monitor will not monitor unlicensed servers, an over-deployed installation shows up as unmonitored servers rather than as a compliance gap. The licensing page of each installation is the usage record.

Desktop tools

A per-user licence belongs to one person, who may activate it on as many devices as needed by signing in with a Redgate ID. “If more than one individual needs to use the license, additional licenses will need to be purchased and assigned to each user.”[4] Users are assigned in the Customer Portal, either by invitation or by entering the licence key at first sign-in.[5] Catalog proof: A per-user licence may be activated on as many devices as the user needs.

Toolbelt: users and servers

In the SQL Toolbelt, “Redgate Monitor (as part of the Toolbelt) is still licensed per server”. The bundle gives one Monitor licence per user: “a 30 user SQL Toolbelt license - this entitles you to 30 Redgate Monitor licenses”.[2] If there are more servers than users, extra server licences must be bought.[5] In the Customer Portal the bundle is split into desktop tools, assigned to users, and backup and monitoring licences, assigned to servers.[4] Catalog proof: SQL Toolbelt user licences entitle the same number of Redgate Monitor server licences.

Capacity products

Capacity is the total volume of all production databases that are provisioned, masked, subset or synthesised from, including log files and FILESTREAM data. It is measured at production size even when the source is a warehouse or backup. Tiers are 1, 3, 5, 10, 20, 50 and 100 TB, and “if you are between capacity tiers, you must purchase the higher tier”. For example, five production databases of 1.5 TB each need the 10 TB tier. Redgate Test Data Manager is sold in 1 TB increments, so a 6.5 TB database needs a 7 TB licence.[9] Each year the customer must True Up within 10 days of the end of the Subscription Period. Redgate invoices a higher tier from the next Renewal Period, or for the rest of a multi-year term, and may suspend the licence until the True Up is received.[1] Catalog proof: Capacity licences: buy the tier covering total production data; Redgate may suspend capacity or schema licences until the True Up is received.

Virtualization & partitioning

A Server is “all or part of an operating system instance, or all or part of virtual (or other emulated) operating system instance which enables separate machine identity … or separate administrative rights”. A physical host can have one physical Server and one or more virtual Servers.[1] Each monitored VM therefore needs a Monitor licence, and host-level licensing does not exist. Clustering is counted node by node. For Redgate Monitor, “You will need an entitlement to monitor every Server in the cluster”, and passive nodes are detected automatically, so part of a cluster cannot be monitored.[1][2] A six-node cluster with five instances per node needs six licences.[2] SQL Backup Professional follows the same rule for backups.[1] Catalog proof: A Server is a physical or virtual operating system instance; Redgate Monitor: every cluster node needs a licence, including passive nodes; SQL Backup Pro needs an entitlement for every Server in a cluster.

Redgate’s worked examples follow these ratios. Five standalone servers plus 12 Azure SQL Databases need 8 licences, and five servers plus 3 Managed Instances need 8.[2] SQL Data Catalog uses similar ratios: 1 managed instance or up to 5 Azure SQL Databases, or 1 RDS database, per entitlement.[1] Licences for Redgate Monitor SaaS are linked to the provisioned environment, and the self-hosted licence allocation process does not apply to them.[3] Catalog proof: Redgate Monitor on Azure: one Managed Instance, one Flexible Server or five Azure SQL Databases per entitlement; Redgate Monitor on AWS: one RDS or Aurora DB instance per entitlement; Redgate Monitor on Google Cloud SQL: one instance per entitlement.
