Omnissa App Volumes, Dynamic Environment Manager (DEM) and ThinApp are Omnissa’s application delivery, application virtualization and user-environment products. Omnissa Monitor is its on-premises monitoring tool for Horizon. They are sold standalone, but most customers receive them inside a Horizon edition. The Product Guide grants them “for up to the number of” Named Users or Concurrent Users paid for in that edition.[1] The licence position for these products therefore usually follows the Horizon entitlement. The Horizon Term matrix shows which features each Term edition includes: App Volumes application delivery, ThinApp packaging, and DEM Standard or Enterprise.[2] Omnissa told partners that new DEM Term SKUs became available from 2025-02-10.[3]

The Horizon Universal Subscription entry in the Product Guide lists ThinApp but no App Volumes or DEM inclusion.[1] Readers should confirm its application management features against the SaaS matrix and their Order.
Metrics
All of these products use the Omnissa Named User and Concurrent User metrics defined in section 1.1 of the Product Guide. A Concurrent User counts while it maintains an Active Connection, whether the session is active or idle.[1] App Volumes has its own Terminal Services Session definition. It counts sessions run as part of a Citrix Virtual Apps and Desktops server under Microsoft Windows terminal services.[1] So App Volumes used on Citrix session hosts is in scope of the licence count. ThinApp uses its own Device definition: any client hardware that lets an end user run a ThinApp or the packager.[1]
Counting / floors
Bundled quantities follow the parent. In each Horizon edition, App Volumes and DEM are licensed for the same number and type of users as the Horizon edition.[1] An App Volumes entitlement received through Horizon may be used in connection with that Horizon environment, notwithstanding the usual App Volumes restriction.[1]
Virtual-only App Volumes. App Volumes Standard and Advanced “are only applicable for virtual desktop environments”. Apps Essentials is the Named User bundle that applies to both virtual and physical desktops.[1] Delivering App Volumes packages to physical PCs under a Standard or Advanced licence is outside the licence. Catalog: App Volumes Standard and Advanced only for virtual desktops.
DEM edition scope. DEM Standard allows only the profile management features. DEM Enterprise and Enterprise Term add policy management.[1] Horizon Standard and Advanced include DEM Standard, so turning on policy features in those estates needs DEM Enterprise. DEM may be used with Windows desktop and Windows Server operating systems, as described in the Documentation.[1] Catalog: DEM Standard is profile management only.
ThinApp packagers. Bundles that include ThinApp grant one ThinApp Packager per pack and as many ThinApp Client licences as the users paid for. Only the customer’s IT administrator may use the Packager.[1] Standalone ThinApp and the ThinApp Virtualization Packager need a separate licence for each Device or Named User, except in an authorized concurrent use environment.[1] Catalog: ThinApp Packager: one per pack, IT administrators only.
Omnissa Monitor. Every Term edition of Horizon includes Omnissa Monitor Standard for the same users. Monitor Advanced is a paid add-on and must match the number and type of users and the term of the Horizon Term entitlement.[1] Monitor is designed for term customers. Subscription customers use the cloud-connected Omnissa Intelligence instead. Perpetual customers may receive Monitor at Omnissa’s sole discretion.[1] Catalog: Horizon add-ons must match the Horizon quantity and term.
Floors. No minimum quantities are published for these products.
Use rights
ThinApp packaging is internal. Customers may package Customer Applications only to create ThinApps for end users within their own enterprise, or for designated employees of their designated customers. There are no further redistribution rights, and the packaged application’s own licence terms still apply.[1] Every ThinApp must display the notice “Powered by Omnissa. Portions of this software contain Omnissa, LLC technology.”[1] ThinApp does not license the third-party application inside the package. Each packaged application still needs its own licences.
General restrictions. The Software Exhibit applies to all of these products. It prohibits making the software available to third parties (except through Third-Party Agents), modifying it, and reverse engineering it except where law permits.[4]
Virtualization & partitioning
These products are licensed per user or per device, not per host. Virtualization still matters in two ways. App Volumes Standard and Advanced may be used only in virtual desktop environments.[1] The Concurrent User count includes users connected to Terminal Services Sessions and Powered-On Desktop Virtual Machines.[1]
Cloud / BYOL
Term editions of Horizon, together with their bundled App Volumes and DEM rights, may be deployed on-premises or in the customer’s designated cloud.[1] Omnissa Monitor is described as a tool for Horizon on-premises environments that are not connected to Omnissa Cloud Services.[1]
Programs
No program specific to these products is published. The general Migration Licenses and Migration from Perpetual to Term programs apply.[4][1]
Out of scope
- Licensing of the applications packaged or delivered with App Volumes or ThinApp, which their own publishers govern.
- Microsoft Windows and Remote Desktop Services client access licences for session hosts.
- Omnissa Intelligence for Horizon SaaS customers, which is part of the cloud service.
