Enterprise Vault licensing covers Arctera’s on-premises archiving, discovery and supervision software and the information governance products sold with it: Data Insight, Merge1 (now called Enterprise Vault Capture), Classification and the eDiscovery Platform. The Product Use Rights Document for Enterprise Vault (v2.7, Enterprise Vault 15.1, GA 10 December 2024) supplements the Arctera Software License Agreement and prevails where they conflict.[1] Inside Cloud Software Group, Enterprise Vault is its own business unit. Its terms point to enterprisevault.com/license-agreements for the PURs and maintenance documentation.[5][6]

Two subscriptions sit outside this table. Enterprise Vault Complete has its own PUR, version 1.0 dated 2026-06-30. It permits an “Unlimited Number of Units of User licenses and/or Unlimited Number of Units of Terabytes” during the Order term. It bundles Enterprise Vault (mailbox, journaling, file system and SharePoint archiving), Discovery Accelerator, Surveillance, Capture (formerly Merge1), Classification, the eDiscovery Platform and Data Insight.[2] EV Collector gives read access to existing archives during a move to the Arctera Insight Platform, as described below.[1]
Metrics
- Enterprise Vault User. “an individual person and/or device authorized by You to use and/or benefit from the use of the software”. The PUR distinguishes three kinds:[1]
- Active User: creates new data.
- Legacy User: creates no new data, but the archive is still searched or accessed.
- Inactive User: “has no content in their personal archives. No license is required for Inactive Users.”
- Front End Terabyte. “the total aggregate amount of data archived from a source, for example a File Server or SharePoint Server”. Partial terabytes round up, and 1 TB is 1,024 GB.[1] The Business Unit Terms widen this to data scanned or monitored by the product.[5]
- Data Insight User. For Data Insight, the number of Users “shall be equal to the number of individual persons, devices and/or individual user directory accounts that are managed, monitored and/or protected by the Product”.[5]
- Merge1 Connector Suite User. One licence lets a User use all Eligible Connectors.[4]
- “Multimeter” is defined in the Business Unit Terms for suites whose modules count differently. For example, it means Users for the Legal Hold module and gigabytes for the Processing module.[5]
Counting / floors
Users
Email Management needs one licence for each Active and Legacy User with access to an Exchange, Domino, Internet Mail or shared-mailbox archive. Archive Discovery, Supervision and the Complete suites follow the same rule. In each case “Only one license is required per Active and Legacy User regardless of the number of content sources”.[1] A generic device such as a printer account or a conference-room mailbox needs no licence of its own. Instead, “A license is just required for each individual User who has access to the data from this generic device.”[1] Enterprise Vault Product Suite Complete includes File System Archiving capacity of 5 GB per user in aggregate, from version 14.3.[1] Catalog: Enterprise Vault: one licence per Active and Legacy User.
Terabytes
File Governance and Enterprise Vault Ingest are licensed on the total FETB of historical data archived. Data Insight Information Governance counts more broadly: the customer licenses “the total number of FETBs processed by both Data Insight and Enterprise Vault”. That total covers data under Data Insight management plus everything Enterprise Vault archives, whether archived directly, via Data Insight or ingested via Merge1.[1] Data Insight is included in File Governance subscription licences, but “it is not included when File Governance Product Suite is licensed on a Perpetual basis”.[1] Catalog: Data Insight Information Governance counts combined FETB; Data Insight is in File Governance subscriptions only.
Over-use
The PUR forbids use “in excess of the applicable Use Levels unless You purchase the additional requisite number of licenses”. It also forbids using other Arctera products found on the same media without an entitlement.[1]
Data Insight
The Data Insight PUR sets four licensing levels:[3]

Amazon S3 data sources and the Self Service Portal are subscription-only features. Unless Arctera authorizes otherwise, the Portal add-on must be licensed for at least as many Users or FETB as Data Insight itself.[3] Where Data Insight comes inside a bundle, each product in the bundle is used at the quantity and meter on the Order.[3] Catalog: Data Insight Self Service Portal must match Data Insight quantity.
Merge1 (Enterprise Vault Capture)
Merge1 uses Connectors that read and retrieve data from specified third-party technologies. A per-User Merge1 Connector Suite licence covers “all Eligible Connectors”. “each User may use as many Eligible Connectors as required on a concurrent basis”.[4] The list of Eligible Connectors can be updated “at its sole discretion at any time”. Some connectors, such as YouTube, carry the platform’s own terms.[4] Merge1 is included in the Data Insight Information Governance, eDiscovery and Surveillance suites, under the Merge1 PUR for the version licensed.[1] Catalog: Merge1 Connector Suite User.
Virtualization & partitioning
The Enterprise Vault PURs set no host or core meter, so licensing follows users or archived terabytes wherever the servers run. The amended licence grant includes cold disaster recovery rights while maintenance is current: up to 30 Testing Days of failover testing in 12 months, and up to 90 consecutive days of production after a Disaster on the same version. Consultants and outsourcers may also exercise the customer’s rights on its behalf.[1] Catalog: Cold DR copies require current support.
Cloud / BYOL
Data Insight and Merge1 may run in the cloud environments for which they have been pre-configured. That use accumulates with on-premises use, and the customer must secure the cloud provider’s cooperation with audits.[3][4] The Enterprise Vault Complete PUR allows use in Cloud Service Provider environments on the same audit-cooperation condition.[2]
Customers moving to SaaS have a bridge product. EV Collector is licensed per Active and Legacy User and may only access previously archived items, not ingest new content. It is valid only while the customer holds “a current Arctera Insight Platform subscription”.[1] The Insight Platform sells the matching Enterprise Vault Read Only Collector per on-premises User.[8] Catalog: EV Collector is read-only and needs an Insight Platform subscription.
Programs and reporting
The Enterprise Vault Business Unit Terms set two obligations. Maintenance must be active on 100% of licences, with no partial coverage. Customers must share product usage analytics reports periodically, either by automated upload or by manual report. Manual reports are due once a year, no later than 90 days before the anniversary of the subscription or maintenance renewal date, and within 30 days of a request.[5] Enterprise Vault Complete requires usage reports at regular intervals, by automated transmission or by upload to the licensing portal.[2] Subscription terms end at the end of the licence term.[1] Audits follow the EULA: once a year, with costs shifted to the customer above a 5% shortfall.[7] Catalog: Enterprise Vault Complete: unlimited units with mandatory usage reports; Maintenance must cover 100% of licences.
Out of scope
This article does not cover the eDiscovery Platform PUR in detail, the Arctera Insight SaaS suites (see Arctera licensing), or third-party offerings resold with Enterprise Vault, such as Smarsh and Nuclei, which follow their own terms.[6]
