Unity Editor plan eligibility is the set of rules that decide which tier of the Unity Editor a customer may lawfully use. Unlike most commercial software, the plan is not only a purchasing choice: the Unity Editor Software Terms make the plan depend on the customer’s own revenue and funding, and a customer that outgrows a plan must move up immediately.[1] For a software asset manager this means the effective licence position has an input that sits outside the IT estate, namely the finances of the organization or of its clients.
Editions
Unity sells the Editor under five plans. The Software Terms define each one, and Unity’s pricing pages give the 2026 prices.

The thresholds in the first three rows come from section 1.1 of the Editor Software Terms, which states that the Financial Threshold for Unity Personal is USD 200,000, for Unity Pro runs from USD 200,001 to USD 24,999,999, and for Unity Enterprise is USD 25,000,000 and over.[1] Unity’s pricing page adds that a customer may buy Pro or Enterprise at any time, even below the thresholds, for the additional features.[4] The terms themselves say a customer need not be Tier Eligible to purchase or use a higher tier Offering.[1]
Industry Customers
The Software Terms and the Industry Terms define an Industry Customer as any individual or legal entity licensing Unity Software to develop Projects for industrial use, or for any use that is not solely for games or entertainment, and name automotive, architecture, engineering, construction, aerospace, manufacturing, oil and gas, healthcare, education technology and retail as examples.[1][2] Qualification as an Industry Customer is determined in Unity’s sole discretion.[2] For these customers the Financial Threshold for Pro or Enterprise is USD 1,000,000; above it, only Unity Industry may be used.[1][2] Unity states that Industry customers may not use Unity Personal and that customers delivering projects outside games and entertainment must use Unity Industry instead of Unity Enterprise.[4][6] A mixed organization, for example a games studio that also builds an automotive configurator, therefore needs to decide which of its activities fall under the Industry definition before choosing a plan.
Student plan and Education Grant License
The Unity Student Plan is a plan that includes the Unity Pro Editor for students who are at least 16 years old and enrolled at an accredited educational institution, with eligibility limited to ten cumulative years.[1] Student Plan Projects may be used commercially up to the USD 1,000,000 Student Plan threshold if the Project is solely and independently created by the student, is not developed in collaboration with others and is not distributed to a third party for commercial use; above the threshold only Unity Pro or Unity Enterprise Editor versions may be used.[1] The plan is valid for one year and renews while the student remains enrolled, and only one Unity ID can be associated with it.[8]
The Education Grant License is a separate programme for institutions. It gives qualifying institutions multi-seat access to the educational version for learning, teaching and training, may be used solely for educational purposes and not for commercial or research purposes, and carries a Grant Limit of USD 200,000 where an institution applies grant funds to non-educational Unity projects.[9] Unity states that Projects created with a Student plan can be accessed only with the Student plan account, not with Personal or Education Grant License accounts.[8]
Metrics
Two quantities matter. The first is the seat, covered in Unity seat assignment, activation and floating licensing. The second is Total Finances, the measure that determines the plan. Section 1.1 defines it by type of customer:[1]
- A legal entity providing services to a third party counts its customers’ or clients’ gross revenues and/or funding, no matter what the source.
- A legal entity not providing services counts its aggregate gross revenues and funding.
- A governmental entity, non-profit, educational or academic institution counts its budget for the entire entity or institution.
- An individual counts the clients’ gross revenues and funding when providing services, otherwise the amount generated in connection with the use of the Software.
The service-provider rule is the one most often overlooked: an agency or contractor building Unity applications for clients measures eligibility on the clients’ finances rather than its own.[1] The Unity Plans and Pricing page restates the same logic for Personal, saying that small businesses that provide services are eligible only if their clients in aggregate have less than USD 200,000 of revenue or funds raised in the prior twelve months.[4] The terms also state that the first-party licence grants are primarily for creators making their own content; service providers, platforms, agencies and resellers may need a separate grant of rights from Unity.[1]
Counting / floors
Measurement and timing
Tier Eligibility is measured each date the Unity Software is used, over the most recent twelve trailing months, and a customer must be Tier Eligible at all times.[1] Immediately upon Total Finances exceeding the threshold of the tier in use, the customer must upgrade its Unity Plan.[1] Unity staged the rollout of the current thresholds: the increased Personal threshold took effect when Unity 6 was released on 17 October 2024, and the Pro and Enterprise thresholds took effect on 1 January 2025 and apply to new and current subscriptions on purchase, renewal or upgrade.[3][11] Unity also stated that a Pro customer with USD 25 million or more in revenue and funding would be required to upgrade to Enterprise on renewal after 1 January 2025.[3]
Above the Personal threshold
If Total Finances exceed USD 200,000, Unity Personal may not be used at all, even for internal projects or prototyping.[1] That wording matters for audits: a team that stays on Personal for experiments while the company has crossed the threshold is outside the licence for those experiments too.
Mixing tiers
Unity prohibits using tiers within different Financial Thresholds at the same time, having different Authorized Users or members of one Unity Organization use different tiers at the same time, and combining or integrating Projects developed with one tier with Projects developed simultaneously with another tier.[1] Unity’s FAQ applies the same idea to paid plans: mixing or co-mingling Pro and Enterprise is not permitted, and all seats for an entity must be on the same plan.[6][4]
Records and burden of proof
By using the Software, the customer represents and warrants that it is Tier Eligible for the tier in use and for those used on its behalf, must maintain complete records establishing Tier Eligibility, and bears the burden of proving eligibility if Unity asks.[1] The Terms of Service add that a customer may not circumvent Authorized User limits or interfere with Unity’s ability to audit or track licence restrictions.[10]
Commitment and floors
Tier Eligible also means that the customer has satisfied, and continues to satisfy, any minimum pricing or spending commitments associated with the tier; Unity states that such commitments may apply at the Enterprise tier and may change at renewal.[1] Unity says there is no cancellation policy or reimbursement for a subscription, that the monthly payments owing for a committed subscription remain due even if payment stops and the licence is shut down, that a plan cannot be downgraded within a commitment period, and that an upgrade within the period cannot reduce the number of seats.[4][6] The Terms of Service also provide for automatic renewal at the then-current price unless the customer cancels before the term ends, with a reminder from Unity before renewal.[10]
Virtualization & partitioning
Plan eligibility is organizational and does not depend on hardware. Virtualization matters only where the Editor runs: the Editor may not be offered to End Users or third parties through a cloud, hosting or SaaS arrangement without a separate grant, and third-party service providers may not run the Editor on a cloud or remote server except as the customer’s Authorized User.[1] Tier eligibility also covers those providing services to the customer, since the test is applied to the tier “you (or those providing services to you) are using”.[1]
Cloud / BYOL
The same tier logic applies whether or not the Software is used as part of a Unity Plan: the Software Terms state that the Financial Thresholds apply whether or not the customer uses the Unity Software as part of a Unity Plan.[1] A customer therefore cannot avoid the thresholds by installing a free download without buying a plan. Programs
- Console and closed-platform builds. Use with certain third-party Unity Supported Platforms may require a current Unity Pro subscription, and an active Pro subscription is required to access the console build modules through developer platform forums.[1][7]
- Industry trial. Unity offers a 30-day free trial of Unity Industry.[5]
- Prior terms. A customer can remain on the previously accepted Editor Software Terms while using the same named Editor version, but price changes still apply at purchase or renewal; see Unity Runtime Fee and Editor Software Terms history.[3]
- Price adjustment. Unity Pro and Enterprise rose by 5% from 12 January 2026, applied at the next renewal on or after that date.[3]
Practical checks for a licence manager
- Establish the Total Finances figure on the basis that applies (own, clients’, or institutional budget) for the trailing twelve months, and record the date and sources.
- Decide whether any Unity use is for something other than games or entertainment; if so, apply the Industry threshold of USD 1,000,000 and confirm classification with Unity.
- Compare the figure with the threshold of every tier in use, including Personal used for prototypes and Student accounts used by staff.
- Check that all paid seats in the organization are of one plan and that no Project mixes tiers.
- Keep evidence of the tier decision, because Unity places the burden of proof on the customer.[1]
Out of scope
This article does not cover seat activation, the Runtime Fee, source code access, Asset Store licences or the metering of cloud services. It also does not cover how a reseller or partner prices plans, or any agreement negotiated outside the published terms, which the Terms of Service allow to supplement or replace them.[10]
