Deltek Vantagepoint and its sibling products are the project-based ERP lines Deltek aims at professional services firms. Deltek’s ERP page positions Vantagepoint for architecture, engineering and consulting firms, Maconomy for professional services firms, and Ajera for small architecture and engineering firms.[1][2] Deltek Vision is covered by the same Employee and Subcontractor definitions as Vantagepoint and Maconomy in the SaaS and Software License Terms.[3][4] All of these products sit beneath the contract framework in Deltek General Terms, SaaS Terms and Software License Terms and the overview in Deltek licensing.

Metrics
Employee and Subcontractor
For Vision, Vantagepoint and Maconomy an Employee is a natural person who is directly engaged by the Customer under a contract of employment or similar engagement creating an employer-worker relationship (including part-time, temporary or seasonal persons, with W-2 or equivalent given as the example) and who is recorded in the employee table within the Software or Services. A Subcontractor is a natural person engaged by the Customer, directly or through a third party, under a services, consulting or independent contractor arrangement (1099 or equivalent) who is not part of the internal workforce and who is recorded in the employee table.[3][4] See Employee and Subcontractor.
Subcontractor pricing is a pricing tier, not a general right to add outside people. It applies solely to users classified as Subcontractors, who are limited to time and expense functionality; the number of Subcontractor users may “at no time” exceed twenty percent of the number of Employees, so a customer with 500 Employees can have at most 100 Subcontractors. Personnel can be designated as Employees for functionality beyond time and expense, in which case the Customer gives notice to Deltek and buys the applicable number of Employee subscriptions (or Employee Term Licenses for installed software).[7][12] The identical clause appears in the Vision and Maconomy terms.[8][10][13]
Vantagepoint licence models
Deltek’s Vantagepoint help names three licensing models. Employee-based licensing, also called enterprise or series licensing, licenses Vantagepoint on the number of employees to be set up and tracked. User-based licensing, also called named user licensing, licenses on a module-by-module basis according to the number of users who will have access to key components in each module. Mixed licensing combines them: for example Accounting and other core modules for 500 employees, with CRM and Resource Planning for 5 named users each.[5]
A variation of user-based licensing is the Full and Time & Expense option. The customer buys a set of Time & Expense user licences and a second set of Full licences that apply to all modules. A user whose security role provides access only to the Timesheets application, the Expense Reports application or both counts as one Time & Expense licence; a user whose role provides access to one or more key components of any other module counts as one Full licence. Deltek provides, at no cost, additional Time & Expense licences equal to the number of Full licences purchased: 450 Time & Expense plus 50 Full gives 500 Time & Expense licences available. If the Time & Expense licences are exhausted but Full licences remain unused, Vantagepoint applies an unused Full licence automatically to an additional Time & Expense-only user.[6] See Full user and Time & Expense user.
Counting and floors
What counts in Vantagepoint
In employee-based or mixed licensing, terminated employees and vendor firms for which an employee record is created are not counted as employees. In user-based or mixed licensing, the DELTEKCLOUDOPS user and users assigned to a security role designated as a Setup role are not counted.[5] Counting is by access to key components, not by login activity: if a role has access to one or more of the key components of a module, all users assigned that role are counted as named users of the module. The Review User Licenses dialog box shows the total number of licences, the number in use and the roles using them, and it is not available if the only named-user modules are ODBC and Intelligence.[14] The ODBC module has a five-user limit that is enforced when saving a user.[5]
Some counts are triggered indirectly. For Resource Planning, access granted on the Access Rights tab must be removed, not just removed from the Overview tab, if the customer wants to exclude a role’s users from the Resource Planning named user count. Sharing a dashboard containing the Upcoming Generic Assignments dashpart also takes up a licence slot for each employee the dashboard was shared with, if the employee’s role did not have Resource Planning access rights.[15] See Vantagepoint module named user.
Enforcement
Vantagepoint enforces its licences in the product. If the number of employees or named users set up exceeds the licensed number, then for a user-based licence the Navigation pane options for the key components of the affected modules are disabled for all users who would otherwise have access, and for an employee-based licence the options for key components of all modules are disabled. Non-administrators see a message at login; administrators with access to the Roles and Users forms see a message describing how to resolve the violation, and users can still log in while the key components remain disabled until it is resolved.[5] The remedies are to mark departed employees as Terminated, to upgrade the licence, to move users to roles without key component access, to modify roles, or to contact Deltek to buy more licences.[5] A practitioner should treat the in-product count as an operational control and not as a substitute for the Order Form entitlement.
Installed and SaaS floors
For installed Vantagepoint, Vision and Maconomy under an Employee License, the 110% expansion rule in the Software License Terms applies to growth in the Employee count.[4] For SaaS, the number of Authorized Users cannot be reduced during a Subscription Period.[3]
Virtualization and non-production
The terms for these products contain no processor, core or hypervisor metric. The installed-software rules on Licensed Location, one non-production Instance and disaster recovery copies apply, and the Software License Terms state that support for non-production instances under a maintenance plan is limited to set up.[4]
Cloud and subscription terms
Vantagepoint, Vision and Maconomy SaaS
The SaaS Terms apply: twelve-month renewals with thirty days’ notice, internal-use right and no shared user IDs.[3] Vantagepoint SaaS terms add provisions for the Smart Summaries feature and AI Features, provided “as is” and “as available”; Deltek may monitor and log AI Feature use and may throttle, suspend or limit availability per account, per Authorized User or per feature.[7]
Maconomy specifics
Deltek Maconomy Front Office use is limited so that the customer “may not use the general ledger functionality in Deltek Maconomy to manage its statutory account, nor may Customer use the fixed assets or banking modules.”[10] Analysis or reporting functionality may be used only with Maconomy data, but the customer may access Non-Deltek Data read-only to the extent required to augment reports on Maconomy data; product-specific use rights are in a Software Use Rights Schedule titled “PE Build (Formerly OEM) Software Use Rights_v.7-2021”, including any address directories licensed.[10][13] In Maconomy Enterprise Cloud, the standard users provisioned for operations (Background Task, SysAdmin, PeoplePlanner and USync) “will not require a Maconomy license, and therefore not count against your licensed user count”, and are maintained by Deltek Cloud Operations after go-live.[9]
Ajera
Ajera’s help states that the Ajera Registration Code, delivered in a welcome email, “identifies your firm, your version of Ajera, and your firm’s employee limit”.[11] The web terms reviewed list no Ajera-specific chart, so the Registration Code and Order Form carry the quantity. Practitioners should record the employee limit and the version together, since the code encodes both.[11]
Programs
The relevant catalog programs are Subcontractor subscription pricing, Subscription Period and renewal and Term License. Installed software on a Term License includes maintenance in the annual fee and renews for twelve months unless notice is given thirty days before the renewal term.[4]
Audit
Installed products are subject to the annual report of Employees, User IDs, Concurrent Users and Named Users, and to Deltek’s on-premises audit right, at Deltek’s expense unless a material breach is found.[4] SaaS customers keep records of Authorized Users and user type and provide them on request.[3] In Vantagepoint the product itself reports the licence position through the Review User Licenses dialog.[5]
