Deltek Costpoint licensing

Deltek Costpoint is Deltek’s ERP product for government contractors and aerospace and defense organizations, connecting project execution, financial management, manufacturing and procurement.[1][2] It is delivered as installed software or as a cloud subscription. For licensing, the central unit is the Employee, and the product carries optional modules, a business intelligence bundle and, in the cloud, a hosting environment add-on. This article sits under the overview Deltek licensing and relies on the general mechanics in Deltek General Terms, SaaS Terms and Software License Terms.

Editions

Deltek Costpoint Enterprise Cloud customers are subscribed to either the Costpoint or the Costpoint Standard offerings.[3] Deltek Costpoint Enterprise is the name of the product solution or “package” a customer is licensed for in the cloud, and it is supported in the Deltek GovCon Cloud Moderate, where Deltek offers two levels of service, Standard and Enterprise.[4] Installed Costpoint is licensed under the Software License Terms with the Costpoint product-specific chart.[5][6]

Deltek publishes no price list or part numbers for these offerings.

Metrics

Employee

For Costpoint the Employee is defined as “any full-time, part-time, or seasonal employee who is accounted for in the employee master file contained in the Software”. The same wording appears in the SaaS Terms for Costpoint-related Services.[5][8] An Employee License allows use by all of the Customer’s Employees without User Limits, based on the Employee count at the Effective Date, as listed and verified on the Order Form.[5] The legal text refers to the employee master file, so the count follows how the Customer maintains that file; the product help confirms that the View License Information screen “displays the number of employees licensed to use Costpoint”, showing Maximum Licensed Employees, Active Employees and active employee licences by company.[9] See Maximum Licensed Employees.

The View License Information screen also lists licensed add-on modules with a product code, a product name and a termination date, the date on which that add-on licence expires.[9] A practitioner reconciling entitlements can compare the screen to the Order Form and track add-on termination dates alongside the employee total.

User roles for BI

The BI Advanced Business Intelligence Bundle, a third-party BI product, defines three role-based licence types: the Costpoint BI User (viewing and authoring dashboards, running, scheduling and viewing reports), the Advanced Costpoint BI User (also authoring reports and creating data modules) and the Costpoint BI Admin (adds framework manager models and administrative functions including security setup). Costpoint BI Developer and Costpoint Web Administrator are excluded from the bundle and may be purchased separately.[7] See Costpoint BI user types.

Web portal users

Personnel who use the Costpoint Supplier Portal only to submit, verify and report data are Web Portal Authorized Users, a user category separate from Employees under the Software License Terms.[5]

Counting and floors

Installed Costpoint follows the Employee License rule: when Employees exceed 110% of the Existing Employees, the licence is subject to expansion at Deltek’s then-current prices, and the new count resets the baseline.[5] Customers provide a verified Employee count on request and report counts each year within thirty days after the anniversary of the Effective Date.[5] See Employee License expansion threshold.

For Costpoint SaaS, the Order Form fixes the number of Authorized Users and the number cannot be reduced during a Subscription Period; additional users can be added and are prorated to the period end.[8] Authorized Users must be Employees of the Customer or of an Affiliate, Subcontractors, or third-party personnel contracted to operate the Services.[8]

Costpoint modules apply their own licence checks. Costpoint Planning compares the number of currently active users with the number allowed by the licence when a user record is saved, unless the Cloud version is used; non-Cloud customers see a warning within thirty days of the expiration date or after expiry at logon, and the Full licence type provides access to all modules within the Planning domain.[10] Costpoint Shop Floor Time exposes License Count and Audit Count per component: when the Audit Count exceeds the License Count, a red warning screen appears after login, and a Warning Threshold can email an administrator earlier.[11]

Virtualization, partitioning and non-production

The Costpoint terms define no processor or core metric. Installed deployments follow the general Software License Terms: one Instance of the server portion at the Licensed Location, relocation with Deltek’s consent, one non-production Instance for testing, development and training limited to the same number of licensed users, and disaster recovery copies that are not used for production.[5] In SaaS, a SaaS Instance is one production environment with its associated non-production environments as defined by the subscription.[8]

Cloud and BYOL

Costpoint SaaS and the service plan

Cloud customers receive support under a Cloud Customer Success Plan; the Uptime SLA of 99.5% (Professional and Premier) or 99.7% (Signature) applies only to customers subscribed to a plan.[8][12]

GovCon Cloud Moderate

The Costpoint GovCon Cloud Moderate add-on has its own terms. The Customer assigns one Administrator at contract signing, who must be a US Person as defined under 22 CFR 120.15 and located in the United States, and the Customer is responsible for granting access to Authorized Users in compliance with documentation including the Customer Responsibility Matrix. Activation may take up to 90 days from the Effective Date of the Order Form. The data handling and system requirements apply only to Customer data held exclusively within the GovCon Cloud Moderate service, and Deltek has no obligation to meet them for data moved to another Deltek product.[7] Deltek states that only US Persons access export-controlled International Traffic in Arms Regulations data in carrying out specific tasks. It also acknowledges possible Customer obligations under DFARS 252.204-7012 and will support them by retaining information, detecting malicious software and providing access and notifications related to the Customer’s relationship with Deltek, but will not directly notify the Department of Defense.[7]

BYOL and bring-your-own models

The terms do not provide a bring-your-own-licence mechanism for the core product. They do address AI. Costpoint may include AI Features such as data summarization, AI-powered chat or search and contractual analysis. In the SaaS version they are provided “as is” and Deltek may monitor, measure and log consumption and “establish, modify, throttle, suspend, or otherwise impose reasonable limits” per account, per Authorized User or per feature.[7] In installed Costpoint, “Customer is responsible for providing its own license and keys to access a large language model or other suitable AI technology” that powers the AI Features, and Deltek does not guarantee that they work with any specific provider.[6] See AI Features terms and Generative AI licensing.

Programs

The BI bundle is licensed on a Restricted Use basis: use is limited to reporting against data whose source is Deltek Software or independent software vendor supported services sold by Deltek, wherever the data resides, and the Customer may not copy the BI software; it may upload third-party files through the “Upload Files” capability.[7] Costpoint incorporates IBM Cognos Analytics role terms by reference (version 11.1.7 at the time of the terms), and the “Limited use right” sections and any PVU references in the IBM terms are replaced or inapplicable.[7][6] The Customer remains responsible for compliance with the applicable IBM Cognos Analytics version, since Deltek uses reasonable efforts to keep the hyperlinks current.[6]

Other Deltek programs apply to Costpoint customers in the same way as to other lines. Replicon users purchased with Costpoint, or by expansion through a Deltek Order Form, are governed by Deltek’s contract terms regardless of the method of expansion.[13] Maintenance on installed Costpoint is bundled: cancellation of maintenance on part of a product is not permitted, and maintenance fees reflect the product mix.[5]

Audit and compliance

Installed Costpoint is subject to the Software License Terms audit right (premises examination on reasonable notice, at Deltek’s cost unless a material breach is found) and the annual reporting duty.[5] SaaS customers keep Authorized User and user-type records and provide them on request.[8] Operationally, the Costpoint licence screen provides the employee total, and add-on module termination dates should be monitored, since an expired add-on may be a licence-scope question rather than only a renewal date.[9]
