Deltek project portfolio, PIM and specialist products licensing

This article is about licensing Deltek products outside the main ERP lines: Acumen, TIP, Project Information Management, PPM Administrator and PM Compass, WorkBook, Replicon and Talent Management. ERP products are covered in the Costpoint and Vantagepoint articles. It is not legal advice.

Beyond Costpoint, Vantagepoint, Vision, Maconomy and Ajera, Deltek sells schedule analytics, project information management, time tracking, talent and workbook products. Their licence rules are not uniform: some products count concurrent logons, some count named users, some tie to employees, and PPM Administrator reads the licence type from a licence key. The framework for all of them is in Deltek General Terms, SaaS Terms and Software License Terms. The overview is Deltek licensing.

Metrics

Acumen

The Acumen terms define four licence types and are specific about how each is counted. A Concurrent Pool User is “the maximum number of users (x) out of the total License pool (y) who may be logged on to the Software at the same time”, so an x:y licence of 5:10 allows five users to be logged on at once out of a pool of ten users. An Employee is the Customer’s employees and contractors who use a common domain, and an Employee License follows the 110% growth rule. A Named User is anyone authorized by issuing an access code, and a Server Named User is a person authorized to access the Software solely through the Customer’s server. Both require unique usernames and passwords, and a Named User or Server Named User licence may be internally transferred once per quarter during each Maintenance and Support Period. A Server Named User licence may not be issued in violation of Trade Controls and Deltek’s Export Regulations.[1] See Concurrent Pool User and Server Named User. The Software License Terms add a “Web Portal Authorized User” category for staff who use Acumen Touchstone and other portals only to submit and report data.[9]

TIP

TIP counts Concurrent Users: “the number of simultaneous Software users logged on to one or more Software modules at any given time”, where each unique combination of logged-on user ID and workstation ID constitutes a concurrent user within the logged-on database use key, regardless of the number of modules executing for the user ID.[2] The Access Control Module has a Concurrent User count function. Customers may use training and test databases on site, with a limit of twenty Concurrent Users per database.[2] See TIP Concurrent Users.

Project Information Management

Project Information Management (PIM), formerly Union Square, has Employee licences for internal use only, “Subcontractor” or “External” licences for non-employee third parties authorized to use PIM exclusively for the Customer’s benefit, and Invited Access User permission to the PIM team portal. The Customer may allocate Employee licences to an External user, subject to the limitations of External licences.[3] Invited Access Users can upload their own files to the team portal, accept separate terms governing the files shared with them, and the Customer must set terms with them that do not conflict with or expand the Agreement; the use restrictions and indemnity clauses are extended to cover them.[4] PIM BI is licensed on a restricted basis for PIM data sources and may not be used stand-alone or with other software.[3] See PIM Employee, External and Invited Access licences.

PIM installed software also carries a third-party database licence: the Microsoft SQL Server 2012 Standard Run-time sold with PIM is a core-based licence sold in packs of two, for exclusive use with PIM, supported while maintenance is active, and “subject to hardware on which it is intended to be used at the time of licensing”, with the possibility of additional fees if a hardware upgrade requires more core licences.[3] This is the only core-based metric found in the Deltek terms reviewed. PIM also has source-code access provisions: the Customer is responsible for modifications made to source code that Deltek exposes, and those changes are not covered by maintenance or warranty.[3]

PPM Administrator, Acumen Touchstone, Cobra, Open Plan and PM Compass

PPM Administrator manages licences for these products. The licence type is read from the licence key and can be Concurrent (any user may use the application as long as the maximum is not exceeded; only one concurrent licence can be entered for the same product), Named (a licence for each individual’s exclusive use), Submitter (a limited licence that only provides access to the Submittals hub in Acumen Touchstone) or Evaluation (applies only to Open Plan; a concurrent licence with a pre-defined expiration date).[5] PM Compass help describes Concurrent and Named licences for Deltek EPM products in the same terms.[10] For Cobra, MPM, wInsight Analytics, wInsight and Open Plan, the Employee definition in the Software License Terms includes independent contractors paid directly by the Customer or its staffing providers.[9] See PPM Administrator licence types.

WorkBook and Replicon

WorkBook’s License Management screen shows licence status, subscription expiration and the total number of available Basic User and Advanced User licences, and lets an authorized user renew the licence and mark the system for production.[6] Replicon’s SaaS Terms define an Authorized User as an individual authorized to use or access the Services and for whom a subscription has been procured, which may include employees, contractors and agents. Expansion users purchased with Costpoint or through a Deltek Order Form follow the Deltek Contracts terms.[7] The Deltek Uptime SLAs do not apply to Replicon, which has a separate service level agreement.[11][7]

Talent Management

For Talent Acquisition, non-employee applicants are limited Authorized Users solely for entering their own data, and the Customer is responsible for all use of the product by applicants.[8]

Counting and floors

The floors differ by product. TIP limits training and test databases to twenty Concurrent Users each. Acumen uses the Employee License 110% rule. PPM Administrator permits a single concurrent licence per product. For SaaS products the number of Authorized Users cannot be reduced during a Subscription Period.[2][1][5][11]

A TIP audit has an unusually explicit remedy: if the Customer exceeds the allowable Concurrent User limit, Deltek may, at its sole discretion, require the Customer to purchase licences for additional Concurrent Users at its then-current fees and to reimburse back maintenance fees, audit costs and other applicable fees. Deltek may request the unaltered contents of data files relating to Concurrent User counts not more than quarterly.[2]

Virtualization and non-production

Only PIM’s SQL Server Run-time is documented as core-based. TIP training and test use is limited to its own databases on servers at the Customer’s site.[2][3] Other products follow the general non-production rules in the Software License Terms: one non-production Instance for testing, development and training, limited to the same number of licensed users.[9]

Cloud and AI terms

Several SaaS products add AI Feature terms stating that AI features may include data summarization, AI-powered chat or search and contractual analysis, are provided “as is” and “as available”, and that content generated by artificial intelligence may contain inaccuracies the Customer must verify. These appear in the terms for PPM, Replicon, Acumen, TIP, Cobra, PM Compass and ProPricer, with different version labels.[12][7][1][2][13][14][15] Replicon’s terms also grant Deltek rights in Use Data and Aggregated Anonymous Data derived from the Customer’s use.[7] See AI Features terms and Generative AI licensing.

Programs

Maintenance and Support, Term License and Subscription Period rules from the framework apply. Maintenance cannot be reduced on part of a product.[9] PIM mobile applications are exceptionally covered by the Limited Warranties and an active Maintenance and Support plan, whereas the Software License Terms otherwise disclaim warranties for mobile applications and software downloads, provided “as-is”.[3][9]

Audit

The Software License Terms audit and annual reporting rights apply to installed products.[9] TIP and Acumen add product-level counting mechanisms (Access Control Module counts, transfer once per quarter).[2][1] SaaS products rely on the Authorized User record audit.[11]

Out of scope

This article does not cover GovWin, ProPricer pricing, Dela or Delivery Assurance products other than those named, because the catalog holds no counting rows for them. Evaluation licences outside Open Plan, and the Deltek Partner terms, are not covered.
