- On the Flexible Licensing Program the number of Collaborate (and Full (legacy)) licenses is not capped: Free licenses upgrade automatically on board creation or editing and the count is trued up at the agreed frequency. On non-FLP subscriptions it is a fixed contractual quantity. One license covers a user across all teams of one Enterprise subscription.
