- Units of Measurement: a "Seat" means "an employee, agent, contractor, or other third party, in each case, authorized by you to use a Cloudflare Service, as applicable." Cloudflare Zero Trust is made available on a Seat licensing basis unless the Order Form specifies another unit.
- Counting rules
- A user consumes a seat on the first authentication event (an Access login, or a Gateway device connection within the expiration window) and holds it until removed; one seat per user regardless of the number of applications or logins. Revoking sessions does not free a seat; removing the user does. Access service tokens and bypass policies do not consume seats. An End User may be substituted on termination or reassignment without an additional Fee.

- Free plan: up to 50 users. Gateway DNS-only: Average Monthly DNS Queries above 150,000 per Seat may require additional Seats, rounded up to the next whole Seat.
