The Xero Partner Program is the arrangement through which Xero supplies software, support and discounts to accountants, bookkeepers and other advisers who manage clients on Xero. The conditions are in a separate document, the Xero Partner Terms, which “outline what we expect from you and what you can expect from us as a Partner”. The terms were last updated on 16 June 2026, are effective immediately for new Partners and apply to current Partners from 16 August 2026.[1] The programme page states that it is free: “The Xero partner programme is free and there are no ongoing costs.”[2]
Editions
Partner-only plans are called Partner Edition subscriptions. The Partner Terms say that “as a Partner, you have access to Xero Partner Edition subscriptions, which may include Cashbook and Ledger plans, depending on your region”. Business subscriptions are called Business Edition subscriptions.[1]

Cashbook and Ledger can only be bought by programme members. The UK page states “The Xero Ledger plan is only available via accounting and bookkeeping practices who are members of the Xero partner programme”, and the Australian page adds that businesses “can’t subscribe to this plan themselves” for Cashbook.[3][4] See Partner Edition plans are available to partners only.
The UK programme page also says that partner discounts apply to business plan subscriptions and “don’t apply to Xero Simple or Xero Ledger plans”.[2]
Metrics
Partner Points. Partners “earn partner points based on the number of subscriptions and other activities set out on Xero Central”, and the points determine the tier. Points are calculated daily. To earn points for a client, the Partner has to own the subscription or “be invited in with an advisor role into your client’s active Xero subscription”, and has to have logged in to the client organisation within the last 120 days. Points are earned only for paid subscriptions, not trials, and only once per subscription however many staff are invited.[1] Xero may also offer bonus points, each worth one Partner Point, which expire as the offer states. Practice Management user. The paid Practice Management plan is £99 per month “for up to 10 users (excluding VAT)”.[5]
Subscription. Client subscriptions are the unit that earns points and, where the Partner is the subscriber, the unit that Xero bills to the Partner.
Counting / floors
Joining. A Partner must be an accountant, bookkeeper or other provider of professional advisory services “approved by Xero in its reasonable discretion”. To join, at least one staff member completes L1 Xero Associate Certification within 30 days of agreeing to the Partner Terms. Within 60 days the Partner needs at least one paid client subscription attached to its Partner account or an advisor invitation to one paid client subscription, not counting the free internal-use subscription. The Partner also sets up Xero Partner Hub, designates a Master Administrator and enters payment information for a Practice Billing Account.[1] See Partner joining requires certification and a paid client subscription.
Staying in. Ongoing obligations include renewing L1 certification every 12 months for a staff member who has logged in to client organisations in the past 60 days and who is listed as Practice Staff in Partner Hub; keeping at least one paid client subscription or advisor invitation; following the Xero Partner Code of Conduct and Brand Guidelines, including “not using or registering XERO in your trademarks, company names, business names or domain names”; and only using Partner badges for the current tier.[1] If obligations are not met Xero may reduce or remove benefits, points, status and discounts from the next billing cycle and may remove the Partner. Tiers. The programme page lists four tiers, Bronze, Silver, Gold and Platinum, and all include a free subscription to Xero to run the practice, 24/7 support, access to a Xero representative, Xero Partner Hub, an advisor directory listing and Syft Analytics. Xero Tax and Partner Hub with Practice Management are included from Silver and excluded from Bronze.[2] The point thresholds for each tier are on Xero Central and are not stated in the Partner Terms.[1]
Discounts. “Xero Bronze partners and above are eligible for Xero business edition subscription discounts”.[2] The discount percentages are not published on the page.
Billing accounts. Where the Partner is the subscriber for client subscriptions, all Business Edition subscriptions must be on one billing account, all Partner Edition subscriptions on a different one, and each billing account must be paid by the Partner or its business “not an individual client”.[1] If a client does not want to manage and pay for a Business Edition subscription, the Partner may do so on the client’s behalf, and the Terms of use subscription terms apply.[1] See Business Edition and Partner Edition use separate billing accounts.
Subscriber disputes. A Partner acting as subscriber for a client must meet the requirements of the Partner Code of Conduct, including during a dispute, and Xero may “reasonably direct” the Partner to give the client read-only access to the subscription, with reductions in benefits if the Partner does not comply.[1][6]
Virtualization & partitioning
Not applicable. Partner access is account-based and hosted. The Partner Hub tools are accessed through the Xero services, and Partner Edition organisations can be connected to the Xero API only by practice staff: “managed client or cashbook client roles cannot authorize an API connection”.[7]
Cloud / BYOL
Not applicable. There is no bring-your-own-licence concept. Some Partner benefits are supplied by third parties; the Partner Terms say that such benefits “may be provided by third parties, and not Xero”, that access is by link, and that Xero is not liable for the availability or performance of those services.[1]
Programs
The programme itself is the program: see Xero Partner Program, Partner Edition subscriptions and Xero Partner Hub + Practice Management. Further terms:
- Term and termination. The Partner Terms continue until terminated; either party can end them on one month’s notice, or immediately for a breach not remedied within 14 days or an irremediable breach.[1]
- Effect of termination. The Partner “will no longer be able to participate in, or receive the Benefits of, the Program”, including Partner Edition subscriptions and access to Xero Central, Partner Hub, Xero Tax, Workpapers and Practice Management. The Terms of use continue to apply to services used.[1] See Ending the Partner Terms removes program access.
- Precedence and change. The Terms of use take priority in a conflict. Xero can change the Partner Terms and benefits in its sole discretion, reasonably endeavouring to give 60 days’ notice of material changes.[1] See Terms of use prevail over the Partner Terms.
- Tax. The Partner is solely responsible for taxes arising from rewards or benefits.[1]
- Australian Partners. Clause 17 requires verifying each client entity (ABN and current name) from a reliable independent source, keeping valid contact details and not setting up businesses reasonably believed not to be legitimate, in support of ATO Digital Service Provider requirements.[1]
Out of scope
This article does not cover tier thresholds, partner discount percentages or partner benefits other than those published on the public pages, all of which Xero publishes on Xero Central. It also does not cover how an advisor user role is configured inside a client organisation, the Syft Terms of Use, Xero Tax or Workpapers product terms, or the Xero Partner Code of Conduct and Brand Guidelines as separate documents.
