UKG Pro Pay and UKG Pro People Center are the payroll and HR core of UKG Pro, the platform that UKG says was formerly sold as UltiPro. One Services Description, dated 2026-09-17, covers them together with a long list of related subscription services.[1] This article uses the shorthand “UKG Pro Pay / People Center” that the document itself adopts.
What the Services Description covers
Section 1.2 lists the subscription services that fall under the document when they appear on an Order. They include UKG Pro Pay, UKG Pro People Center, UKG Pro Payment Services, UKG Pro Employee Pay (US), UKG Pro ACA Services and its state filing option, UKG Pro Check Printing, UKG Pro Basic SSO, UKG Pro Employee Voice, UKG Pro HCM NPRD, UKG Pro Talent Acquisition (Onboarding and Recruiting), UKG Pro Talent, UKG Pro Performance and Coaching, UKG Pro Internal Marketplace, UKG Pro Compensation, UKG Pro Learning, UKG Pro Benefits Administration, UKG Pro Talk, UKG Pro Benefits Hub, Workforce Intelligence Hub dashboards and UKG Pro Model My Pay.[1] Where the Services Description conflicts with the Master Services Agreement, the Services Description prevails for these services.[1]
Managed services, such as payroll, garnishment and benefits outsourcing, are separate Statements of Work, and UKG lists them in a separate index.[6]
Employee types
The right to use is not a general tenant licence. Section 2.1 says it “is limited based on the following employee types, as set forth in the Order”.[1]

All five are taken from §2.1.[1] Two consequences follow.
First, the location of a person decides between HR Only and Global, and the way the person is paid decides between Compensated and the HR-only types. A change in either fact moves the person to a different billing category. UKG states that where a customer uses employee types other than those defined, the customer will “execute an amendment or updated Order provided by UKG in order to align the Employee Types with Customer’s actual use”, and that this “may include an increase in fees for the applicable Employee Type and/or use of Pro Pay / People Center, to align with then-current pricing”.[1] That sentence is the nearest thing in the document to a true-up clause.
Second, the terminated person who keeps portal access is not free. Limited Access Employees are a defined type on the Order, so retaining portal access for former employees is a licensing decision.[1]
Pay groups and component companies
If a customer has configured pay groups or component companies and makes changes or additions that affect the employee types, it must notify its UKG relationship manager “to ensure accurate billing setup and invoicing”. Before the Billing Start Date the customer also has to tell UKG which pay groups or component companies correspond to which employee type. If the customer does not notify UKG, UKG is not responsible for backdated credits arising from improper billing setup.[1] Acquisitions and new legal entities are the usual trigger.
Fees and invoicing
The services are priced as set forth on the Order, and “UKG will monitor Customer’s usage of UKG Pro Pay / People Center for purposes of calculating fees and verifying compliance with the Order”.[1] The model is variable usage with a floor.
- Monthly Minimum Quantity and Usage Overage. The customer pays for the Monthly Minimum Quantity and for any additional use, called Usage Overage. The monthly fee is the number of employees multiplied by the fee for the employee type, “but in no event will the monthly Subscription Services fee be less than the Monthly Minimum Quantity”. Fees may rise or fall with employee numbers and types.[1]
- Invoice timing. The minimum is invoiced from the Billing Start Date at the Billing Frequency on the Order. The overage is invoiced monthly in arrears from the earlier of the Billing Start Date or the first day the customer uses the production environment.[1] If the Billing Start Date is on or before the 15th, UKG invoices that month’s minimum. If it falls after the 15th, the first invoice is on the first day of the following month.[1]
- Launch Quantity. Launch services are priced on the Launch Quantity. If employees exceed 110% of the Launch Quantity at the live date, the customer pays the then-current rate for each additional employee launch, invoiced once.[1]
- Blended rate. If UKG Pro Pay / People Center is ordered with UKG Pro Workforce Management, the services are billed at a blended rate unless the Order says otherwise.[1][3]
The Master Services Agreement adds that minimum quantities cannot be decreased during a term and that required additional quantities must be purchased.[2] A headcount reduction therefore lowers the monthly fee only down to the floor. Under the MSA, fee reductions below the Order minimum are not available until renewal.
Test environment and data
If UKG Pro HCM NPRD is on the Order, UKG provides a non-production test environment for HR and payroll administration, with at most four restores from production in each twelve-month period starting on the Billing Start Date. UKG notes that the environment is not designed to replicate a fully operational production environment.[1] Customer data can be retrieved at no extra charge during the Order Term.[1]
Included integrations and add-on volumes
UKG Webhooks and UKG APIs are included with UKG Pro Pay / People Center, but only up to 10,000 Webhook Event Notifications and 1,000,000 API calls per calendar month for the tenant on the Order. Above that, UKG automatically invoices additional Webhooks Call Packs and API Call Packs at its then-current rate, and use is governed by the UKG Data Interface Terms, which bar redistribution to third parties, derivative analysis and scraping.[1] The pack mechanics are in UKG API, webhook, Compose and Dynamic Workforce Operations add-ons.[4]
Product-specific terms
- Employee Voice. Ordering UKG Pro Employee Voice grants UKG the right to sub-license de-identified customer data, including survey responses, to third parties, currently Mercer (US) Inc., to improve question sets and benchmarks. The service is available only in the United States and Canada, in English.[1]
- Candidate Match. In UKG Pro Recruiting, Candidate Match uses AI available only in English and in the United States. The customer must give privacy notices, obtain consents and offer opt-out, and must not rely on the output alone.[1]
- Workforce Intelligence Hub dashboards. These require certain Google Cloud Platform services including BigQuery and Storage, and work only with supported UKG modules.[1]
- Payment services. Regulated aspects of UKG Pro Payment Services are performed by Kronos SaaShr, Inc., a UKG subsidiary. The customer must provide funds on a schedule and authorise UKG to initiate wire and ACH transfers.[1] UKG’s compliance page describes Kronos SaaShr as a licensed money transmitter in various states.[7]
- Print services. Fees for check and advice printing are in a fee schedule on the UKG Community and are charged in addition to the Order fees as they are incurred.[1]
- UKG Pro Wallet. Earned wage access, paycard and tips and mileage services can be ordered with UKG Pro but are “provisioned exclusively by Payactiv, Inc.”; the Payactiv Terms prevail over the Services Description in a conflict, and UKG disclaims liability for Payactiv’s services.[5]
Service levels and support
The production environment targets 99.75% monthly availability. A customer that misses it receives a credit of 3% of monthly fees for each 1% of availability below the target, capped at 100% of monthly fees, and must request availability metrics within 60 days of the month. The credit is the sole and exclusive remedy.[1] Support is included, though configuration of new features may carry additional cost, and support is priority based with a 30-minute target for high-priority cases.[1]
Practical points
- Reconcile the headcount per employee type against the Order each month. The Order, not the HR system’s job titles, defines the categories.
- Record pay-group and legal-entity changes with the relationship manager before payroll runs on them.
- Treat former employees with portal access as a billing category.
- Keep API and webhook volumes below the included limits or buy packs deliberately, because overage is automatic.
