Beyond the core employee-based subscriptions, UKG sells add-ons that are measured in other units. Most of them cannot be bought on their own: API Call Packs and Webhooks Premium “must be used in conjunction with UKG Pro Pay and/or UKG Pro People Center, or UKG Pro Workforce Management”, UKG Compose “is not provided for use on a standalone basis”, and UKG Dynamic Workforce Operations “requires an active UKG Pro Workforce Management subscription”.[1][2][3][4]
API Call Packs
UKG APIs let other systems read and write UKG data. They are described in the Developer Documentation for UKG Pro WFM and in UKG’s developer hub, which has sections for UKG Pro HCM, UKG Pro WFM and UKG Ready.[1][10]
Included volume. The Pro Pay and Pro WFM Services Descriptions include a maximum of one million API calls and 10,000 Webhook Event Notifications per calendar month for the tenant on the Order.[5]
Packs. An API Call Pack adds “a maximum of ten million (10,000,000) API calls (per API Call Pack) for the Customer tenant stated on the Order (in aggregate across all production and all non-production environments) per calendar month”.[1] Test traffic therefore counts. UKG invoices monthly for each pack at the Order rate, and UKG monitors API usage limits.[1]
Overage. If calls exceed the Order, UKG “will automatically invoice Customer for additional API Call Packs, as needed”, based on calls in the month. Unused calls “do not roll over to the following calendar month”.[1] There is no approval step before the invoice, so monitoring of integration traffic is a customer task.
Data Interface Terms
Any use of the APIs is subject to Exhibit A, the UKG Data Interface Terms. The licence is worldwide, non-exclusive, non-transferable and non-sublicensable, valid during the Order term, to use the interfaces to access data within a “Scope of Use” and for internal business purposes.[1] Restrictions include:
- no copying, renting, leasing, sublicensing, redistributing or syndicating the interfaces or data to any third party except as the Order permits;
- no use of data for derivative analysis, including through data brokers;
- no spiders, crawlers, robots, scrapers or other automated tools to download or archive data;
- no attempt to exceed or circumvent access limits. UKG may suspend or permanently block access on actual or suspected circumvention.[1]
The customer must submit each proposed Scope of Use to UKG for approval before first accessing the interfaces, implementing a new scope, increasing access, or launching or materially changing a customer application where the Order permits one.[1] Undocumented, preview or unsupported features are neither supported nor licensed unless UKG authorises them in writing.[1]
The MSA adds a general restriction since 2026-07-01 on programmatic or automated access to services or data, “including via any artificial intelligence (“AI”) program, system, tool, or related agentic access”, without UKG’s written authorisation.[9] The Data Interface Terms and that restriction are separate, so an AI agent that reads UKG data through an approved API still raises two questions.
Webhooks Premium
A webhook notifies one application when an event occurs in another. UKG Webhooks Premium is sold in Webhooks Call Packs of up to ten million Webhook Event Notifications per month, in aggregate across production environments.[2]
- Minimum commitment. “UKG Webhooks Premium requires a minimum one (1) year commitment”, invoiced monthly for the packs on the Order.[2]
- Billing. Fees are calculated at the end of each monthly cycle on notifications delivered. A customer can deactivate or delete notifications to stop additional billing.[2]
- Overage. Exceeding the purchased amount triggers automatic invoicing of additional packs at the then-current rate. “By purchasing UKG Webhooks Premium, Customer is opting-in for such automatic upgrades”. Unused notifications expire at month end.[2]
- API access. API access provided with Webhooks Premium is only for operating webhooks and “does not include general API access or any entitlement to API Call Packs”.[2]
UKG Compose
UKG Compose is a low-code workflow orchestration capability embedded within UKG Pro. Fees follow the quantity of Active Workflows and Concurrent Workflows.[3]

Additional bundles of ten Active Workflows (100 MB of storage) and 100 Concurrent Workflows are sold at UKG’s then-current list price.[3] An Active Workflow is any published workflow available to run in a month until it is unpublished. A Concurrent Workflow is a concurrent execution.[3]
The three limits behave differently. There is no system-enforced maximum on Active Workflows, but usage may be monitored and, “if Customer’s usage materially exceeds usage entitlements, Customer may be required to purchase additional capacity or applicable add-ons, including at renewal”. Concurrent Workflows are system-limited, and executions above the limit are queued. Data Storage is system-enforced, with an in-product warning at 80% and errors at or above 100%.[3] Third-party connectors, including AI models connected to Compose, are not UKG services, and the data processing agreement does not cover them or customer-built solutions.[3]
UKG Dynamic Workforce Operations
UKG Dynamic Workforce Operations (DWO) is an AI-powered capability embedded in UKG Pro Workforce Management. It is sold on a “capacity based usage entitlement model” in Enterprise Blocks and Action Packs (Starter, Growth and Scale).[4]
Capacity. “Each Enterprise Block includes capacity for 1,000 Employees and 190,000 annual Actions”, provisioned monthly at about one twelfth. One Enterprise Block must be ordered per 1,000 employees before any Action Pack, which adds Actions without adding employee capacity.[4]
Action. An Action is a system-initiated or user-initiated execution of a DWO recommendation or capability that changes workforce data, delivers a communication or provides an operational service. System test actions, actions caused by confirmed system errors, and actions during implementation or the customer’s ongoing testing after go-live are excluded.[4]
No metered overage. UKG “does not apply per-Action charges, usage based- overage fees, or retroactive billing” during the subscription term, and temporary or incidental excess alone does not cause fees, penalties or suspension.[4]
Annual review. UKG reviews use every twelve months, starting at the Billing Start Date, and notifies the customer at least 60 days before each period ends if employees exceed the provisioned capacity or sustained Action use exceeds 120% of it. The customer may add blocks or packs that co-terminate with the base contract. If it does not agree within 30 days, UKG invoices excess use at the then-current list price.[4] The mechanism resembles a true-up executed prospectively at renewal-year boundaries.
Other counted services
- UKG Shiftboard. Enterprise, Enterprise Pro and Communications are licensed per site, defined as each unique physical location where the customer uses the service, and may be used only at the site stated on the Order. Shiftboard Timesheets are limited by the number of employees on the Order.[6]
- UKG HR Service Delivery. HRSD Document Manager, People Assist and Employee Vault are priced on Active Employees, defined as individuals for whom the customer designates an account number and activates current-employee status. Annual fees use no fewer than the Order minimum, and the customer must create and deactivate accounts.[7]
- UKG One View. A multinational payroll and payments enablement platform, formerly One View Connect, billed on “Active One View Employees”, people with an active status on any day of the monthly billing period, with a Monthly Minimum Quantity and monthly Usage Overage. UKG may restrict access by certain third parties in its sole discretion.[8]
Practical points
- Count API calls from test and production tenants together.
- Estimate call and event volumes before enabling bulk integrations or event streams, since extra packs are invoiced automatically. Customers can track monthly webhook usage in UKG Webhooks.[2]
- Decide in advance who may publish Compose workflows, because published workflows count as Active until unpublished.
- Treat DWO’s annual review notice as a renewal event with a 30-day response window.
- Keep a record of UKG’s written approval of each API Scope of Use.
