UiPath Flex is the older of UiPath’s two commercial licensing plans. Where Unified Pricing uses one consumable, Flex “Uses several consumables, including AI Units, Apps Units, Robot Units, API Calls, and Agent Units”, and “Each consumable under the Flex model serves a specific role, and these roles are independent of each other.”[3] Flex SKUs “provide entitlements to deploy and license the product in any of Automation Cloud, Automation Suite, or as standalone-installed products”, and the plan includes access to 100 Express User licences.[1] UiPath now provisions new Community sign-ups on Unified Pricing, so Flex mainly concerns existing Enterprise customers and legacy Flex Community organizations.[2] Catalog: Flex plan.
Editions
Flex has two plans in Automation Cloud.[2]
- Community (Flex). “It is aimed at non-commercial use only.” It includes a fixed set of licences that cannot be increased: 2 Attended and 2 Automation Developer named users, 1 Tester, 1 Unattended Robot, 1 Testing Robot, 300 Robot Units per month for serverless robots, a maximum of 10 user accounts, one tenant in the EU and no UiPath Support. Existing Flex Community organizations are not automatically migrated to the Unified Pricing Community plan and keep their licences.[2][8]
- Enterprise (Flex). “a yearly plan which includes custom license types and license counts”, sold through UiPath sales, with trials on request. Customers can buy as many licences of each type as they want, plus bundles called Platform SKUs in two tiers, Standard and Advanced. Support is Standard Support, upgradable to Premium Support.[2]
Platform SKUs
| SKU | Notable inclusions | Instances |
|---|---|---|
| UiPath - Flex Platform - Standard | Orchestrator, Automation Hub, Insights (2 years retention), Integration Service, Maestro, Test Manager, Customer Managed Keys; 25,000 Semantic Selectors and 10,000 Maestro Automate executions per month | 1 production platform instance (Automation Cloud, Automation Suite or standalone); Automation Hub and Insights include up to 3 non-production licences on premises |

Metrics
Named User types
All Flex user licences are Named User licences.[1]
| SKU | Main capabilities | Agentic Usage Pool | Other rules |
|---|---|---|---|
| Flex - Attended - Named User | Attended Robot, Apps, Action Center, Autopilot, Orchestrator | 7.5 times Basic | Integration Service 3K API calls per month |
| Flex - Citizen Developer - Named User | StudioX, Attended Robot, Agents, Apps | 7.5 times Basic | 3K API calls per month |
| Flex - Automation Developer - Named User | Studio, StudioX, Attended Robot, Agents, Process Mining Developer, Test Manager User | 20 times Basic | 5K API calls per month; testing requires version 2021.4 or later |
| Flex - Action Center - Named User | Action Center, Apps, Orchestrator | Basic pool | Minimum purchase of 5 |
| Flex - Tester - Named User | Test Manager User, Autopilot | 5 times Basic | Test Manager is a separate platform SKU |
| Flex - Process Mining Business User | Process Mining for Business User | 5 times Basic | Minimum purchase of 5 |
| Cloud - Basic - Named User | StudioX, Attended Robot, personal automations | Basic pool | Automation Cloud only; minimum 5 per transaction |

Robot runtimes
Flex sells Unattended Robot, NonProduction Robot and Unattended Robot - Test runtimes, each “Orchestrated through Automation Cloud, Automation Suite, or Individual Products ( Windows Installer )”. The Test robot needs Platform Standard or UiPath Test Management for test automation.[1] How runtimes are consumed is described in UiPath robots, Orchestrator and on-premises licensing.
Consumption units
- AI Units license AI Center, Context Grounding, GenAI Activities, IXP (Document Understanding, Communications Mining, generative extraction), Process Mining and Task Mining. Bundles are 60K, 1M, 10M and 50M. Process Mining needs at least “120K AI Units + 1UiPath - Flex - Automation Developer - Named User + 5UiPath - Flex - Process Mining Business User - Named User”.[1] Catalog: AI Unit Bundle - 60K.
- Agent Units license Agents, Conversational Agents and Maestro, sold as the Agent Unit Bundle - 60K for Automation Cloud.[1] An agent’s LLM call costs 1 Agent Unit on a standard model, 2 on a premium model and 0.8 on a basic model; with a customer-managed model, consumption is “charged once per agent run”. By default each tenant is allocated 0 Agent Units and consumption draws on the organization pool.[5]
- Robot Units license UiPath-hosted robots: “VM Automation Cloud Robots consumes RUs yearly and Serverless Automation Cloud Robots consumes RUs per min usage.”[1] VM and serverless robots “do not require unattended runtimes”.[4] Each user gets 300 Robot Units per month for running personal automations in Personal Workspaces on serverless robots.[2] Catalog: Robot Units Bundle - 72K.
- Apps Units let unlicensed users open Apps. The 60K bundle is an annual term with monthly issuance of 5K units, “with no rollovers to the next month or subsequent term”.[1]
- Integration Service API calls are included with user and robot licences (3K or 5K per month) or bought as 3M and 6M bundles; bundled calls renew monthly with the licence, while dedicated bundles last until used.[1][4]
Counting / floors
AI and Agent Unit entitlements “expire at the end of the respective license term and they are proratable”, and on multi-year terms are delivered and expire yearly, in the same way as Platform Units.[1] Robot Units always require tenant allocation, whereas other units can draw from the organization pool.[4] Under the AI and Agentic usage pool, a Flex top-up “is a fixed pack of 500 Agent Units”, and Agent Units are the paid fallback once a user’s monthly limit and top-ups are spent.[6] Administrators may enable a Robot Units fallback so that a Studio Web user who runs out of personal Robot Units draws from the tenant pool.[2] Catalog proof: Consumption units expire at term end and are issued yearly on multi-year terms; Enterprise organizations may overconsume units at org level; trial and Community may not.
Each purchased user or robot licence brings one Data Fabric unit (1 GB data, 5 GB attachments, 10,000 API calls per day).[2] Catalog: Data Service Unit.
Virtualization & partitioning
As in Unified Pricing, robots are counted by runtimes allocated to physical or virtual machines connected to Orchestrator, not by processors.[4] The High Availability Add-On is “per deployed instance on a single multi-node Orchestrator instance”; a second HAA cluster needs a second licence.[1] Catalog proof: High Availability Add-On is licensed per multi-node Orchestrator instance.
Cloud / BYOL
A Flex product managed by Orchestrator must sit in one deployment environment. “Customers are not allowed to use the same Product license on Automation Cloud, Automation Suite, and Individual Products ( Windows Installer ) at the same time.” The environment may be changed during the term, with a three-month period in which the licence may run in both, once per licence term.[1] Catalog proof: Flex: one deployment environment per product licence, three-month migration once per term.
Moving to Unified Pricing
A Flex customer “can switch from the Flex licensing plan to Unified Pricing either when reaching your license renewal period or at any point before that”. The switch requires enabling User License Management, reassigning user licences, replacing Agent, AI and Robot Units allocated to tenants with Platform Units, and upgrading Studio to version 2025.10 or later; on older Studio versions the Plus licence grants only StudioX.[3]
| Flex user licence | Unified Pricing equivalent |
|---|---|
| Automation Express, Express User | Express User |
| Cloud Basic User, Action Center - Named User | Basic User |
| Attended, Citizen Developer, Tester, Process Mining Business User | Plus User |
| Automation Developer | Pro User (App Test Developer when moving to Test Cloud) |
| Tester (moving to Test Cloud) | App Test User, sold in packs of five |
All mappings are 1:1, but because App Test User licences come in five-packs, “migrating one Tester – Named User requires purchasing four extra App Test User licenses”.[3] If users stay assigned to Flex licences after the switch, administrators receive a one-time notice to review assignments.[3] Catalog proof: Switching from Flex to Unified Pricing remaps user licences and replaces consumables with Platform Units.
Programs
Flex is a single program; add-ons include Insights (10 Designer Users), Automation Hub (unlimited user access and Task Capture), Test Management, SAP Change Impact Analysis transport units (minimum 10 bundles of 100) and Healing Agent and ScreenPlay add-ons.[1]
