Toad for Oracle licensing

Toad for Oracle is Quest Software’s desktop tool for developing and administering Oracle databases. Quest sells it on its online store as an “Annual subscription”, “Sold per seat”, in editions that each add modules to the one below.[1] The licence metric is the Quest Seat License Type, defined in the Quest Product Guide.[3] The contract terms that sit around it, such as maintenance, audit and assignment, are those of the Software Transaction Agreement and are summarised in Quest Software licensing.

Editions

The store lists two parallel ladders: AI Enabled editions and non-AI editions, with a link from each page to the other (“Not ready for AI? Find your non-AI editions here.”).[1][2] Every edition is described as supporting both Windows and Mac OS.[2]

Descriptions and prices are from the non-AI page; each edition shows two unit price figures, and the table gives the first.[2] The AI Enabled equivalents are priced higher (for example €1,410.86 for Professional AI Enabled against €1,235.41 for Professional).[1][2] Both ladders are catalogued as SKU rows. The non-AI rows are Toad for Oracle Base - Annual Subscription (non-AI), Toad for Oracle Professional - Annual Subscription (non-AI), Toad for Oracle Professional DB Admin - Annual Subscription (non-AI), Toad for Oracle Xpert Plus - Annual Subscription (non-AI), Toad for Oracle Dev Plus - Annual Subscription (non-AI), Toad for Oracle DBA Plus - Annual Subscription (non-AI) and Toad for Oracle DBA Plus RAC Exadata - Annual Subscription (non-AI). The AI Enabled rows are listed on Quest Software licensing.

The higher editions bundle products that Quest also sells and licenses on their own, such as Spotlight on Oracle, Benchmark Factory and Toad Data Modeler.[2] For an inventory, this means that an installed Spotlight or Benchmark Factory client may be covered by a Toad for Oracle DBA Plus or Dev Plus Seat rather than a separate licence. The Benchmark Factory entitlement in those editions is capped at 100 or 500 virtual users.[2]

Metrics

The store says the subscriptions are “Sold per seat”.[1] The governing definition is the Product Guide’s Seat License Type (Product Guide dated 2026-06-03).[3] Catalog: Toad for Oracle eStore subscriptions are annual and sold per seat. General background is in Named-user licensing.

Counting / floors

Seat (Product Guide, 2026-06-03). A licence is required for each User who can access or interact with the Software on a shared device or in a virtualized or cloud environment, and for every single-user device on which the Software is installed. No User needs more than one licence. Licences of departed staff, or of users whose access has been permanently terminated and documented, may be re-allocated.[3] Catalog: Seat: license every User with access in shared, virtualized or cloud environments and every single-user device.

In practice this gives two counts to reconcile for Toad for Oracle: named Users on shared hosts (terminal servers, virtual desktops, cloud workspaces) and installations on single-user workstations. A User with Toad on a laptop and access through a virtual desktop still needs only one Seat.[3]

Edition is per Seat. Each store offer is a single edition at a per-unit price, so the edition is a property of the Seat, not of the site.[1] An inventory has to record which edition each User holds, because the bundled modules differ.

Non-Production licences (2026-06-03). Where Quest sells a Non-Production licence, it may be used only in internal development and test environments: testing, performance tuning, quality assurance, benchmarking, staging and development.[3] Catalog: Non-Production licences: development and test environments only.

Which terms apply (2026-06-03). All of a customer’s licences for a product follow the Product Terms in force on the date of the most recent purchase of that product.[3] A renewal or top-up of Toad for Oracle therefore moves every existing Toad for Oracle Seat onto the current Product Guide. Catalog: The Product Guide in effect at the most recent purchase governs all licences for that Software.

Virtualization & partitioning

The Seat definition names shared devices, virtualized environments and cloud environments as places where each User with access needs a licence.[3] There is no host, core or processor count for Toad for Oracle; the number of virtual desktops or terminal servers matters only through the Users who can reach the Software.

Cloud / BYOL

The store states that Toad for Oracle can be used whether the Oracle database is “on premises or in the cloud”.[2] The licence counts the person using the client, not the database it connects to, so a cloud-hosted Oracle database does not change the Toad count. Running the Toad client itself in a cloud workspace falls under the Seat rule for virtualized and cloud environments.[3]

Programs

Online subscription

The store lists three features of an online subscription: “online license management, automatic feature updates and automatic renewals”. It also states that the subscription “Requires internet connectivity for initial registration and once every 30-days thereafter.”[1] Workstations without regular internet access therefore need the separately priced offline subscription, which the store refers to Quest for “volume or offline subscription”.[1] Catalog: Toad for Oracle annual subscription, Toad for Oracle subscription: internet connection at registration and every 30 days, Toad for Oracle subscription includes online license management and automatic renewal.

The online order process “is conducted by our online reseller Cleverbridge GmbH”, which handles payment and order fulfilment.[1] Proof of purchase for store orders therefore comes from Cleverbridge. The store also states that it is not intended for US Federal Government customers, who are directed to the Quest public sector site.[1] Catalog: Quest eStore orders are processed by the online reseller Cleverbridge GmbH, Quest eStore is not intended for US Federal Government customers.

Maintenance and evaluation

Licences bought under the Software Transaction Agreement carry Maintenance Services that must be ordered for all copies of each licensed product, not for a subset. Maintenance on perpetual licences renews for 12-month terms unless cancelled with 60 days’ written notice.[4] Catalog: Maintenance must cover all copies of each licensed Product, Maintenance Services.
