SurveyMonkey is a hosted survey, form and feedback service. It is licensed as a subscription to an online service rather than as installed software: the customer pays for access for a billing cycle or a contract term, and the quantities that matter for licence management are the number of user accounts (seats) and the number of survey responses collected in the period. The company operated under the name Momentive for part of the period after its 2023 acquisition by an investor consortium led by Symphony Technology Group, and announced on 2023-06-13 that it would return to the SurveyMonkey brand name.[13] Products are sold under the names SurveyMonkey, Wufoo and GetFeedback, and the Terms of Use apply to the services that a customer purchases or signs up for on SurveyMonkey’s websites.[1]
SurveyMonkey publishes a public price list for self-serve plans, so a software asset manager can see the entitlement model without a quote, but the Enterprise plan and the Audience research panel are priced through sales or order flows. Which contract governs depends on how the service was bought: the Terms of Use cover self-serve customers and the Governing Services Agreement together with an order document covers enterprise customers.[4]
Editions
SurveyMonkey’s help centre describes the current individual paid plans as Standard, Advantage, Premier, Starter and Forms, with a free Basic plan beneath them.[14] The public pricing page, fetched on 2026-10-08 and served in euros, showed Basic (free, one user, 10 questions per survey), Standard Monthly (EUR 39 per month, 1,000 responses per month), Advantage Annual (EUR 36 per month billed as EUR 432 annually, 15,000 responses per year) and Premier Annual (EUR 99 per month billed as EUR 1,188 annually, 40,000 responses per year).[16] Amounts and currency are shown for the visitor’s region, so figures should be read as an example rather than a global price.
Team plans bundle several accounts under one primary admin. The pricing page listed Team Advantage at EUR 30 per user per month and Team Premier at EUR 75 per user per month, both starting at three users and billed annually, with 50,000 and 100,000 responses per year respectively.[3] The Enterprise plan has no public price; it is sold to teams of five or more users through a sales conversation.[8] These editions are covered in more depth in SurveyMonkey individual and Team plans and SurveyMonkey Enterprise licensing.
Outside the core survey platform, SurveyMonkey sells Audience (purchased respondents), LaunchPad (per-study market research), Wufoo (online forms with plans measured in forms, entries and users) and GetFeedback (website feedback with monthly response limits).[9] [10] [11] [12]
Metrics
Three families of measure appear across the documents.
Seats. In the Team Survey Service each end user account that belongs to the subscription is called a “seat” or “user”, and the seats together form the Team.[5] Team plans distinguish Full Access seats from Contributor (Analyst) seats, and Enterprise teams distinguish Power seats from Casual seats. Responses. The Help Center defines a response as one survey taker’s submission to a survey, with any status, including incomplete or deleted.[7] Paid plans carry a response limit per billing cycle; the metric row is Response, and responses above the limit are the Billable response (overage).
Units sold by order. For enterprise customers the Governing Services Agreement speaks of “subscription units”, given as seats, responses, programs, websites, apps or packages, whose quantities are set on the Order Form.[2] Some Enterprise seat types are sold in bundles that cannot be bought one by one.[6]
Other products use their own measures: completed survey responses for Audience, entries and users for Wufoo, and studies for LaunchPad. Each has a metric row in the catalog.
Counting and floors
The key counting rules are these.
- Accounts may not be shared and may be used by only one individual per account, so a seat is a named person rather than a pool of access.[1]
- Team plans require a minimum of three users.[3]
- On paid plans, response limits are counted across all surveys and users, and the charge for each response above the limit is stated as EUR 0.10 on the pricing page; the Help Center states USD 0.15, so the rate follows the billing currency.[3] [7]
- Unused responses do not roll over to the next billing cycle.[1]
- If the number of end users exceeds the units purchased on a Team plan, the extra units are charged at the per-unit price, prorated for the rest of the term, and units cannot be reduced during a term.[5]
Virtualization and partitioning
Not applicable. SurveyMonkey is a hosted service; there is no installation to partition and no processor or core metric. Access is by user account, and accounts cannot be pooled by sharing credentials.[1]
Cloud and hosting
The pricing page lists a choice of a US, Canada or EU data centre as an Enterprise feature, and the Enterprise page refers to regional data residency.[3] [8] The Help Center notes that SurveyMonkey Audience is not available when account data is stored in the European data centre.[17] These are hosting choices of the vendor rather than bring-your-own-licence rights.
Programs
- Self-serve auto-renewing subscription. Paid Subscriptions bill in advance on a monthly or annual billing cycle and renew automatically until auto-renewal is turned off, after which the account becomes a Basic (free) plan.[1] See Self-serve subscription (auto-renew).
- Governing Services Agreement and Order Form. Enterprise subscriptions renew for one year unless either party gives at least 30 days’ written notice of non-renewal, and payment obligations are non-cancelable.[2] See Governing Services Agreement and Order Form.
- Trial Services. Services identified as trial or evaluation run for the period on the order form, not exceeding 30 days.[15] See Trial Services.
- Basic (free) plan. Responses over the Basic limit are not viewable and are deleted unless the customer upgrades.[1] See Basic (free) plan.
Practical points for asset managers
The licence position for SurveyMonkey is mostly a question of governance rather than audit. The documents reviewed for this article do not contain an audit clause of the kind found in installed-software agreements; entitlement is enforced by the service itself through seat counts and response counters. The useful records are therefore the account summary and billing details in each account, the Team Summary page showing seats used and available, the Order Forms for enterprise customers, and invoices that show overage charges. Because paid features are tied to the plan, a move between plans (for example a downgrade to Basic after non-renewal) can also remove access to responses that were already collected, which is a data-retention concern as much as a cost one.[1]
Shadow purchasing is a common source of sprawl: individual plans are bought on a payment card, and the Terms of Use treat paid services as intended for business and professional purposes, so personal accounts used for work may sit outside central records.[1] The consolidation of individual and team accounts into an Enterprise account exists for this reason, but it is described in the vendor’s help documentation rather than the contract and is covered in SurveyMonkey Enterprise licensing.
Out of scope
