SmartBear’s SaaS products include Swagger, for API design, documentation, portals and testing; the Zephyr test management apps for Jira; and BugSnag, for error and performance monitoring. They are sold under the same Master Solutions Agreement as SmartBear’s installed tools, with the SaaS licence types in the Solution Specific Terms.[1] They are not managed in SmartBear License Management. Swagger subscriptions are administered in SmartBear Admin, and Zephyr licences are bought and installed through the Atlassian Marketplace.[3][8]
Editions
Swagger
The Swagger pricing page lists four plans, each priced “per user per month”. Yearly billing is offered at 20% off.[2]

Add-ons are Portal Pro, Contract Testing Pro, Enterprise SSO and Test Pro, each priced per user per month. Swagger can be deployed as SaaS or on-premises; on-premises deployment is arranged through sales.[2] A test execution counts when a whole test runs. Each test in a suite counts separately, and single request executions do not count.[2]
Zephyr
Zephyr is sold as Zephyr Essential, Zephyr Standard and Zephyr Advanced, all Jira-native apps.[13] All Zephyr editions now run on Atlassian’s Forge remote architecture.[9] Zephyr licences are bought from the Atlassian Marketplace as new licences, renewals or tier upgrades.[8]
BugSnag
BugSnag has Free, Select, Preferred and Enterprise plans.[11] The Free plan covers 1 user, 7.5K events and 1M spans per month. Select and Preferred include unlimited users and are priced by chosen tiers of monthly events and spans. Enterprise is a custom plan that can be deployed on-premises or as SaaS.[11]
Metrics
The Solution Specific Terms define three SaaS licence types, plus Agent Compute Units and System Accounts.[1]

Counting / floors
Swagger Editor and Viewer seats. Modular Swagger plans distinguish Editor seats from Viewer seats. All Swagger products have Viewer access by default. When a user is given an Editor seat for one Swagger product, that user automatically gets Viewer access to all the others.[6] SmartBear Admin shows seats in use against seats purchased.[3]
Locked users. Seat limits are enforced by locking users. Users or resources over the limit are locked when a subscription expires, when seats are reduced, or after a downgrade that removes features they used. Locking follows Last In, First Out logic, so the users who joined the organization first keep their licences. Locked users keep their roles but have limited privileges until they are unlocked.[5] Catalog: Swagger users over the seat limit are locked Last In, First Out.
System Accounts. System Accounts are for machines, not people. They may not be “used, shared, or rotated among multiple human users”, and any human access must go through that person’s own User account.[1] Swagger includes 1 System Account on the Team and Enterprise plans and an unlimited number on Enterprise Plus.[2] Catalog: System Accounts may not be shared among human users.
Zephyr tier matching. A commercial Zephyr licence must match or exceed the Jira licence. For example, a 25-user Jira Software commercial licence needs a 25-user Zephyr licence. Trial licences do not need to match.[8] The Zephyr FAQ explains that Atlassian requires the same licence level for apps as for the base product, and that a lower app tier cannot be bought.[9] The cost therefore follows the Jira user count, not the number of testers. Catalog: Zephyr licence tier must match or exceed the Jira user tier.
Floors. BugSnag event tiers start at 50k monthly events on Select and 100k on Preferred.[11]
Virtualization & partitioning
Not applicable. These products are hosted services, or apps inside Atlassian Cloud and Data Center. No processor, host or virtual machine rules apply.
Cloud / BYOL
Data. The MSA generally allows only non-production, non-personal data in the Solutions. BugSnag is the exception. Its terms acknowledge that it processes production error logs, stack traces and device details, which may include personal information about end users, under the DPA.[1]
Marketplaces. Swagger and BugSnag can be bought through AWS Marketplace, with charges added to the AWS bill.[2][11] Zephyr is bought through the Atlassian Marketplace.[8] Under the MSA, marketplace purchases are Channel Partner purchases; see Purchases from Channel Partners.
Zephyr Data Center support. For Zephyr apps on Jira and Confluence Data Center, SmartBear supports only versions less than two years old that run on a Jira or Confluence version Atlassian still supports. A valid licence for both Jira or Confluence and the Zephyr app is also required.[10]
Programs
- Swagger self-service subscriptions. These are bought online, billed monthly by default or yearly at a discount, and renew automatically until cancelled. The country chosen at purchase cannot be changed. Upgrades take effect immediately with prorated credit. Downgrades take effect at the end of the billing period, and users above the new quota are then locked. A cancelled subscription stays active until the end of the period, and a failed card payment gets a grace period.[4]
- Sales-managed subscriptions. These are bought and changed through a SmartBear account manager, not in the SmartBear Admin UI. If not renewed, they become expired subscriptions.[6] An expired organization moves to the free, unpaid plan for the product and cannot start another self-service trial of it.[3]
- Trials. A Swagger trial can invite up to ten members and cannot be ended early.[7] Zephyr Cloud can be evaluated for 30 days, and customers with an annual Jira subscription can ask for an extension.[9] Trials follow the Trial Terms of Use.
- Support. The Support Manual offers Standard, Enterprise and Enterprise Plus support for Swagger, Swagger Contract Testing, Zephyr Standard, Zephyr Advanced and Zephyr Enterprise. Zephyr Essentials gets Standard support only. BugSnag’s support depends on its plan.[12]
Audits and compliance
The License Verification audit clause in the Solution Specific Terms covers Licensed Software, not SaaS.[1] For SaaS, compliance is enforced by the service. Swagger locks users above the seat count.[5] Usage-based plans are metered against the Order, and ACUs expire monthly.[1] The main contractual risks are shared Fixed Access logins, which the MSA prohibits, and System Accounts used by people.[1]
