Personio’s public documents describe a short plan structure. A customer chooses a plan (Core or Core Pro), sizes it to its number of employees, and then adds optional apps. The pricing page calls the apps “extra features” that complement the Core offering.[1]
Editions
Core. Included: employee profiles, documents and eSignatures with limits, analytics and reporting, workflow automation, time tracking and preliminary payroll. The plan comparison shows one legal entity, 600 standard work schedules, unlimited absence management and eSignature workflows for 8 percent of employees. The page states: “Starts from €7.60 per month/employee”.[1]
Core Pro. Everything in Core plus position management, unlimited documents and eSignatures, unlimited legal entity management, API access for custom integrations, unlimited access and permissions and workforce planning. The plan comparison shows unlimited eSignature workflows and unlimited legal entities.[1] The pricing page shows no price for Core Pro.
Apps and services. The pricing page lists these under “Tailor your subscription”: Recruiting app, Surveys app, Performance & development app, Compensation management app, Whistleblowing app, Employer of Record, Premium Support (additional account owners and a sandbox environment) and Xero Integration. No app price is public.[1] Fees of job-advertisement portals can be paid through Personio at special rates.[1] Personio EOR is described as powered by Remote and covers hiring in over 100 countries; the client company keeps day-to-day management of the employees.[5] Personio Payroll has its own plans and is described in Payroll and AI features terms.[6]
Metrics
Active users. The comparison table carries the note “License model: All active users of the software count towards the number of licenses.” The FAQ explains that former employees are not calculated in: “Only currently active employees influence the price and the size category necessary for your Personio plan.”[1][2] The catalog row Employee seat records both. The GTC state that the customer chooses plans and corresponding apps “for a predefined maximum number of users”, which ties the plan to the seat count.[4]
Plan limits. Legal entity counts the legal entities one account can manage; eSignature workflows (share of employees) limits eSignature workflows in Core to 8 percent of employees.[1] The GTC separately provide that components without a user or usage limit, such as e-signature or AI features, may be subject to acceptable use, meaning use as agreed in the offer and predominantly for HR purposes.[4]
User Commitment. The Order Form fixes a minimum user number for the term; users added between billing periods are charged pro rata at the Order Form rate.[4]
Counting / floors
Seats in self-service. The help article explains how to change a plan on one’s own:[3]
| Action | Effect | Condition |
|---|---|---|
| Add seats | Effective immediately; price updates instantly; additional cost prorated to the billing cycle; existing discount stays | Administrator or subscription-management edit rights |
| Upgrade plan or add apps | Effective immediately; prorated | Same; not for accounts using Personio Payroll or DATEV, which must contact Personio to add apps |
| Downgrade plan or apps, remove seats | Scheduled for the next renewal date | Only monthly customers with fewer than 50 employee seats; the minimum number of seats is 25 |
Customers with more than 50 seats ask their Contract Owner to contact Personio for reductions.[3] The GTC add that for downgrades and removing apps the notice periods of Ziffer 7.2 and 7.3 apply, and that there is no pro rata refund.[4]
Price level. At the published starting price, 100 active employees would be EUR 760 per month, but that figure is only arithmetic on the “starts from” price. The pricing page says the price depends on the number of employees and the chosen apps and refers customers to a demo for a custom quote.[1]
Other charges. A one-time set-up fee depends on company size, and there are no other monthly costs on top of the basic fee.[1][2]
Company size. The pricing page says Personio suits companies with 10 to 10,000 employees, the contract FAQ says 1 to 5,000. The documents do not reconcile these figures, and the self-service minimum of 25 seats applies to reductions.[1][2][3]
Virtualization & partitioning
Plans are not tied to any infrastructure unit. A customer with several legal entities needs Core Pro for unlimited legal entity management, while Core manages one.[1] The GTC extend the usage right to affiliates only if the plan provides for it.[4]
Cloud / BYOL
Personio is delivered as a web-based service with a mobile app, and the pricing page cites over 200 integrations through the Personio Marketplace.[1] Integration availability may depend on the plan and apps, and Partner Integrations are the responsibility of the third-party provider.[4] Access and integration features differ by plan: Core Pro adds unlimited access and permissions and API access, and the comparison table shows open authorisation (OAuth), the Okta and Microsoft Entra ID integration and custom integrations with a dash in the Core column, which indicates they are not part of Core.[1]
Programs
- Annual prepayment discount: “Discounts apply to the specific contract term. Annual subscription with annual upfront payment benefit from a 10% discount on software services.”[1]
- Monthly subscription and Annual subscription: the pricing page states a minimum run-time of 12 months for the yearly subscription, with renewal under Ziffer 7 of the GTC.[1]
- 14-day trial: 14-day trial under the GTC.[4]
- Renewal price increase of up to 5 percent: renewal increases are capped at five percent compared with the preceding term.[4]
Audits and compliance
Seat compliance rests on the customer’s own administration: only active users count, shared accounts are prohibited and users must not share login data.[4] The retrieved documents contain no audit procedure. A practical check is to compare the active user list in the account with the seat count in the Order Form, and to remember that additions are billed pro rata immediately while reductions wait for renewal.[3][4]
Out of scope
Prices of individual apps, the contents of the Order Form, Partner Integrations and the Voyager community content are not covered. The help-center overview of plans and apps renders its content inside embedded media that could not be read as text, so the pricing page and the self-service article are the sources used here.
