Personio offers, in the words of its General Terms and Conditions (GTC), “a web-based HR software-as-a-service (SaaS) (‘Software’) for small and medium-sized companies and associated services”.[1] The GTC and an Order Form together form the Agreement, and supplemental terms for payroll and AI features sit beside them.[1] Customers do not buy a perpetual licence. They subscribe monthly or yearly to a plan, add apps, and are counted by the number of users.[1][2]
Personio’s public pages show two plans, Core and Core Pro, a set of apps, a payroll product with four plans, and an employer-of-record service. Price disclosure is limited: the pricing page names a starting price of EUR 7.60 per month and employee and otherwise refers to a demo.[2] The contract documents are more detailed than the price information, so most of what a licence manager can verify comes from the GTC and the supplemental terms.

Metrics
The metric is the active user. The pricing page states: “License model: All active users of the software count towards the number of licenses.”[2] The contract FAQ confirms that former employees are not calculated in; only currently active employees influence the price and the size category of the plan.[3] The catalog row Employee seat records this. The GTC add the User Commitment: a minimum user number set in the Order Form that applies for the Subscription Term.[1] Personio Payroll is billed as Personio Payroll user (employee per month), and AI Features as AI Credit.[5][7] Two plan limits behave like metrics as well: Legal entity (one in Core, unlimited in Core Pro) and eSignature workflows (share of employees) (8 percent of employees in Core, unlimited in Core Pro).[2]
Contract documents
The Legal Hub on Personio’s website carries the GTC (Version 08-2026), a variant for the United Kingdom and Ireland, the Data Processing Addendum (Version 09-2024), the terms for supporting Professional Services (Version 01-2025), and supplemental terms for Personio Payroll (Version 12-2024) and AI Features (Version 08-2026).[1][6][7][9] The order of precedence is the Order Form, then supplemental terms, then the DPA, then the GTC.[1] Under the German-law GTC, German law applies and the exclusive place of jurisdiction is Munich as far as legally permissible; the UK and Ireland variant is governed by English law.[1] Any Order Form negotiated with Personio can therefore override the public documents, and a licence manager should read the Order Form before relying on the public price and term statements summarised here.
Counting / floors
Seats. Users added between billing periods are charged pro rata at the Order Form rate. Annual-paying customers are invoiced at the end of the calendar month and monthly-paying customers at the next monthly billing date.[1] In self-service, the customer can add seats at any time (effective immediately, prorated), while reductions are scheduled for the next renewal date and the minimum number of seats is 25.[4]
Floors. The User Commitment is a floor for the term. Personio Payroll adds that the customer must pay no less than the commitment fee in any month and can change the commitment only on renewal with 90 days’ notice.[6] A one-time set-up fee depending on company size applies when an account is set up, and the pricing FAQ says there are no other monthly costs beyond the basic fee.[2]
Escalation. On renewal Personio may raise fees by up to five percent compared with the preceding term, and fees never exceed list price.[1]
Company size. The pricing page says Personio suits companies with 10 to 10,000 employees, while the contract FAQ says 1 to 5,000 employees; the documents do not reconcile the two.[2][3]
Virtualization & partitioning
Personio is a web-based SaaS; the GTC contain no processor, core or hosting-partition rule. The customer is responsible for an internet connection, a supported browser and for administering users and roles.[1]
Cloud / BYOL
The Software is delivered over the web, and integrations with third-party systems run through the Personio Marketplace. Integrations not designated as Personio Integrations are Partner Integrations provided under the sole responsibility of third parties, and the customer must be entitled to use the connected third-party system.[1] Personio does not use customer data to train AI models.[1] Subprocessors are listed in the product, and new ones are deemed approved if the customer does not object within 14 days.[9] Personio EOR is delivered through a partnership with Remote.[8]
Programs
- 14-day trial: free use for 14 days, one per customer.[1]
- Monthly subscription and Annual subscription: terms and notice periods of 15 and 90 days before renewal.[1]
- Renewal price increase of up to 5 percent: fee increase cap at renewal.[1]
- Annual prepayment discount: 10 percent discount for annual upfront payment on software services.[2]
- Data export after termination: 30 days of self-service export after termination.[1]
- AI Credits, Wallet and Extra Usage: AI Credits, Prepaid and Bonus Credits and Extra Usage.[7]
Audits and compliance
The retrieved GTC contain no audit or licence-verification clause. The customer must inform Personio without delay of misuse or suspected misuse of the Software and of risks to data protection or security, must not share login data and must prohibit shared accounts such as a generic HR mailbox login.[1] Personio may suspend access for security threats or for amounts 30 or more days overdue if payment is not made within five days of notice.[1] Components without a user or usage limit, such as e-signature or AI features, can be subject to acceptable use, meaning predominantly HR purposes.[1]
Out of scope
Remote’s own employer-of-record terms, third-party job portals, Partner Integrations, career pages hosted by Personio and any negotiated Order Form are not covered. The current public pages name only the plans Core and Core Pro; the retrieved documents mention no other plan names.[2]
