ElevenLabs plans and credits are the commercial core of the platform. A customer picks a plan, the plan sets a monthly allowance of credits, and every product, from text to speech to music, draws on that single pool at product-specific rates. Seats, voice slots, concurrency and several rights, such as Professional Voice Cloning and music distribution, are bundled into the plan rather than sold separately. This article explains how those pieces combine. For the overview see ElevenLabs licensing.

|---|---|---|---|---|
| Free plan | 0 | 10,000 | 1 Full Seat and 20 Basic Seats; 3 custom voice slots | 15 minutes; 4 calls |
| Starter plan | 6 | 30,000 | 1 Full Seat | 75 minutes; 6 calls |
| Creator plan | 22 | 121,000 | 1 Professional Voice Clone | 275 minutes; 10 calls |
| Pro plan | 99 | 600,000 | 1 Professional Voice Clone; more Full Seats purchasable | 1,238 minutes; 20 calls |
| Scale plan | 299 | 1,800,000 | 3 seats; 3 Professional Voice Clones | 3,738 minutes; 30 calls |

| Enterprise plan | Custom | Custom | Custom seats and voices | Elevated concurrency |
The Creator plan shows a promotional first month at 11 dollars and Starter at 1 dollar. Annual billing is the monthly price multiplied by ten.[1] The monthly allowance is quoted for the plan as a whole, not per seat. Free, Starter and Creator cannot buy additional Full Seats.[2]
Metrics
Credits and characters. The billing documentation defines credits as the shared unit of usage, previously called characters, and says the number consumed depends on the plan, on website versus API use, on the product and on the model.[3] On the pricing page the approximate costs are 1 credit per text-to-speech character on the multilingual v2 models, 330 per minute of speech to text, 900 per minute of Eleven Music, 200 per sound effect generation, 1,000 per minute of Voice Changer or Voice Isolator, and 2,000 to 10,000 per minute of dubbing depending on mode.[1] Faster models cost less: Flash and Turbo models are described as costing between 0.5 and 1 credit per character on the API.[1] On the API side the text-to-speech product is priced in dollars per 1,000 characters rather than in credits.[4]
Seats. Every member of a workspace occupies one seat, and the seat type determines what the person can access and how credits are used.[5] A Full Seat has access to ElevenCreative, ElevenAgents and ElevenAPI. A Basic Seat is intended mainly for agent or API work with limited ElevenCreative access, and the Help Center sets a cap of 50,000 ElevenCreative credits per user per billing cycle, while agent and API usage is not capped per user.[6] Basic Seats do not receive credits of their own. All seats draw on the shared workspace balance.[6]
Slots and concurrency. A Custom voice slot is used when a voice is created with Voice Design or cloning. Voices saved from the Voice Library do not use slots.[3] The plan also sets how many requests the platform processes at the same time and the queue priority of those requests, with requests above the limit queued behind higher-priority work.[7] Agents use the separate Concurrent call limit.
Counting / floors
Rollover and the use-at-once cap
On the standard paid plans the monthly quota resets at the start of each billing cycle. Unused credits roll over, up to twice the monthly quota, so a balance can reach three times the quota. Rollover does not apply to the Free tier or to Pay As You Go credits.[8] To limit abuse, the number of credits that can be used at once is capped at twice the usual monthly quota of the plan.[9] A workspace on Creator, for instance, could therefore never consume more than 242,000 credits in a burst, however large its rolled-over balance.
Order of consumption
A customer with both a subscription and a prepaid balance spends the plan’s included credits first and the Pay As You Go balance afterwards. Plan-level limits such as voice slots and API tiers still come from the subscription, not from the balance.[10] The Pay As You Go documentation sets a minimum top-up of 5 US dollars, at most 250 top-ups a month and a monthly purchase cap that depends on the plan when two-factor authentication is not enabled.[10] Pay As You Go replaces usage based billing, which the billing documentation calls a legacy feature that is not available to new self-serve subscriptions. Enterprise contracts stay on overage-based billing.[3]
Overage
The Terms of Service say that usage above the volume provided under a Recurring Subscription is charged as overage fees “as indicated to you upon subscribing”, and the customer authorises the charge to the payment method on file.[11] The public pages do not publish a self-serve overage rate card, so the rate that applies is the one shown at checkout or in the Order Form.
Seats
A self-serve workspace holds at most 11 Full Seats including those in the plan, and more than that requires contacting sales.[2] When a purchased seat is removed the change takes effect at the next renewal, there is no mid-cycle refund, and the seats and their credits stay until then.[2] Credentials belong to one person, since the Terms bar sharing or permitting others to use an individual account’s credentials.[11]
Renewal, expiry and refunds
A Recurring Subscription renews automatically for the same duration at the then-current price. ElevenLabs may change prices by posting them, and a customer who disagrees must cancel at least 7 days before the change takes effect.[11] Prepaid Credits expire twelve months after purchase or issuance unless the purchase says otherwise, and they are removed automatically without notice. They may not be transferred, sold, gifted, traded, sublicensed or assigned, and an attempted transfer is a material breach.[11] Closing or terminating an account forfeits unused credits.[11]
On refunds the contract and the help page speak differently. The Terms of Service state that all sales are final and refunds are at ElevenLabs’ sole discretion, and that cancelling before period end does not refund fees already paid.[11] The billing documentation describes a practical window: a refund is available if requested within 14 days of payment and no credit quota was used in the period concerned.[3] Residents of the EEA, Switzerland and the UK have a separate Terms version with a statutory withdrawal right within the first 14 days of a Recurring Subscription.[12]
Enterprise and consolidated billing
The Enterprise plan is described as custom pricing with custom terms on data processing agreements and service levels, custom single sign-on, elevated concurrency, more seats and voices and a custom credit allocation.[1] Enterprise customers with several workspaces can use Consolidated billing. A billing (parent) workspace is linked to reporting workspaces, all sharing one invoice and one credit pool. The billing workspace must be located in the US environment, whereas reporting workspaces can sit in isolated environments.[13]
Reception.ai
Reception.ai is billed separately, with a 14-day free trial of 30 credits and three paid plans: Reception.ai Basic at 29 dollars per month with 75 credits and overage of 0.45 dollars per credit, Reception.ai Plus at 79 dollars with 275 credits and 0.38 dollars, and Reception.ai Premium at 199 dollars with 1,000 credits and 0.30 dollars. Phone numbers and concurrent calls rise with the plan, from one of each on Basic to five numbers and ten calls on Premium. Annual prices are quoted at 288, 792 and 1,992 dollars per year respectively.[14]
Virtualization & partitioning
Not applicable in the processor sense. The partition is the workspace, with its own members, seats and credit balance. Credits are not portable between unrelated workspaces except through consolidated billing, and prepaid balances cannot be transferred.[11]
Cloud / BYOL
All plans are hosted services. There is no bring-your-own-licence path. Region matters only for data placement, which the enterprise options cover in ElevenLabs agents, API and enterprise terms.
Programs
- Pay As You Go. Prepaid usage without a monthly subscription commitment, available on self-serve plans including Free and not on Enterprise.[10]
- Burst pricing. An ElevenAgents option that lets agents handle up to three times the concurrency limit, with excess calls charged at twice the standard rate.[15]
- Startup Grants Program. Twelve months of free usage and 33 million characters, valid for 12 months, for startups building conversational agents.[4] The Models documentation says grant recipients receive Scale-level benefits.[7]
- Impact Program. Non-profits and education institutions are directed to a form for discounted or free plans, and people with permanent speech loss can apply through partners.[16]
Out of scope
- Per-region and per-currency price lists, tax and invoicing terms.
- Enterprise credit allocations, negotiated discounts and service levels.
- Model-by-model credit multipliers that change as new models are released.
- Seat and credit arithmetic for reseller and OEM arrangements, which sit under the OEM Terms.
