The 8x8 X Series is 8x8’s family of per-user licences for 8x8 Work and 8x8 Contact Center. 8x8’s terms list the X Series as X1 through X8, together with a Lobby licence, and map them to the 8x8 UCaaS/CCaaS Service Terms.[4] Support documentation says the licence assigned to a user “determines the scope of available phone features,” from basic calling to collaboration capabilities.[3] This article explains the licence types, the calling zones that distinguish them, and the number-type rules that decide which calls fall outside an unlimited plan.
Editions
Business telephony plans
Business telephony users hold X1, X2, X3 and X4 licences. Unlimited, unmetered calling applies to them within the calling zones listed for each licence, and 8x8 describes this as unlimited “subject to 8x8 fair-use policy” calls to standard-tariff landline and mobile numbers, unless indicated otherwise.[1] The documented differences are as follows.

The X1 entry has two licensing consequences. The calling entitlement follows the country of the user’s primary number, not the country of the licence: a US-based customer whose licensed user has a UK number as the main number receives unlimited domestic calling in the UK.[1] And “X1 licenses for different zones cannot be mixed on the same system.”[1] A multinational estate therefore cannot standardise on one X1 licence across regions. The Support article also lists a Retail Nationwide licence that adds the connection of one physical phone and up to five concurrent 8x8 Work logins using one credential set.[1]
Contact centre plans
X6, X7 and X8 are the contact centre licences. For these, 8x8 states that there is a “pooled fair-usage allowance of 4,000 total (inbound and outbound) call minutes per user per month,” with additional minutes billed at standard rates and inbound toll-free calls metered at toll-free rates.[1] X5 appears between the groups in the terms: its elements include ContactNow, as do those of X8.[4] Contact centre bundles are discussed in 8x8 Contact Center, Engage and pooled minutes.
Other licence types
The Admin Console distinguishes 8x8 Work licences (basic, limited and unlimited), VCC licences, Operator Connect licences (metered or nationwide) and 8x8 XF Workspace and Engage licences.[3] Operator Connect is a user licence that enables 8x8 PSTN calling for Microsoft Teams, so it has no 8x8 UC or CC capabilities.[2]
Metrics
X Series user licence
A licence is the unit. The Admin Console shows licence quantities and how many are assigned, grouped by licence type and licence country, and filters by assigned, unassigned or suspended status.[3] The Support FAQ says there is no limit to the number of users on a service plan other than the licences held, and that licences are part of the subscription and do not expire unless cancelled.[3] Catalog row: X Series user licence.
Agent and extension
The Service Terms provide one login per UCaaS extension, solely for a single Agent’s use, and the Use Policy states the same constraint on the User assigned to an extension.[5][6] Only extensions specifically designed for multiparty use, called Conference Extensions, escape this rule.[5] Catalog row: Agent.
Calling zone
8x8 defines nationwide and international calling zones. The nationwide zone is available in ten countries, and a user selects one as home country for domestic calling. International Calling Zones 1, 2 and 3 are unmetered zones of 14, 32 and 48 country destinations, associated with X Series X2 licences and above.[2] Calls to mobile numbers are included unless indicated otherwise in the documentation, and in the country lists several destinations carry an asterisk that excludes mobile calling.[1] Catalog row: Calling zone.

- X2, 14 countries: Australia, Canada, France, Germany, Ireland, Italy, Netherlands, New Zealand, Puerto Rico, Spain, Sweden, Switzerland, United Kingdom and United States.
- X3, 32 countries: the X2 list adjusted, adding for example Belgium, Brazil, China, Denmark, Guam, Hong Kong, Hungary, Israel, Luxembourg, Malta, Mexico, Norway, Poland, Portugal, Romania, Slovakia, South Korea, Taiwan, and others.
- X4 to X8, 48 countries: a further list including Argentina, Chile, Cyprus, Finland, Greece, India, Indonesia, Japan, Malaysia, Peru, Russia, Singapore, South Africa, Thailand and Turkey among others.
The article cautions that “some countries may have limitations that could affect your calling” and refers customers to their 8x8 Sales team for number availability.[1]
What is outside the plan
Calls to premium-rate, special services and out-of-zone numbers are metered and billed at prevailing rates.[1] The call rates overview defines the number types that matter: local or geographic numbers; non-geographic numbers such as premium-tariff mobile, toll-free, premium-rate, shared-cost and special numbers; and offshore numbers such as UK offshore mobile numbers and North American Numbering Plan countries outside the 50 states.[2] Premium numbers are “excluded from unmetered calling plans and will incur charges,” and special numbers “are always billed at prevailing 8x8 metered rates.”[2] Inbound calls to an 8x8 toll-free number are free for the caller, but the customer as number owner incurs charges for all inbound minutes under all UC and CC plans.[2]
Fair Use
For any feature designated as unlimited or unmetered, use must meet reasonable business use thresholds in the Order or Documentation. “If unspecified, Fair Use means up to three times the average monthly use of that specific feature or functionality by all 8x8 customers,” and overage is billed at calling rates.[6][7] The threshold is therefore a moving, relative figure and not a fixed minute count. Call charging and billing
Call durations are recorded in one-minute increments with partial minutes rounded up, and unanswered outbound calls may still incur charges.[7] Recurring service fees are billed monthly in advance, while call charges are billed in arrears. Call Detail Reporting is an opt-in billing option for qualifying customers that lists each call with time stamp, numbers, duration, licence category and calculated cost.[2] Calls that originate and terminate on the 8x8 VoIP network are not charged.[7]
Virtualization & partitioning
There is no virtualization concept. Zoning does the partitioning work: the licence country and the home country of the primary number decide the calling zone. Telephone numbers are a second dimension. Regulatory Fees are recurring fees charged “for each number associated with telephony Ordered SaaS Services,” in addition to Service Fees.[5] The Use Policy forbids trunking or forwarding extensions or numbers to a PBX or to other numbers that can process several calls at once.[6]
Cloud / BYOL
There is no BYOL programme. For numbers, 8x8 supports porting under applicable law. In the US and Canada, porting depends on third parties. Elsewhere, porting may be unavailable if 8x8 has no porting agreement with the carrier, and 8x8 Numbers may be changed on reasonable notice where required by law or a valid third-party claim.[5] Catalog row: Telephone number (DID).
Programs
The X Series licences are sold under the base level terms that 8x8 maps for X1 to X8, but those terms are not necessarily the customer’s: they “are determined by the document(s) through which such customer subscribed to such services.”[4] A customer buying through a reseller will therefore have a different contract. Out of scope
- Prices. 8x8 shows no prices on its pricing page.[8]
- Feature comparison. Feature differences between licences, such as analytics or quality management, are not catalogued because 8x8’s public pages in the sources reviewed do not state them in contract terms.
- Country availability. Availability of numbers and calling in specific countries is a matter for the Order and 8x8 Sales.
- Legacy plans. Virtual Office Editions and older X Series variants appear in the SKU list on the Usage page and are not catalogued individually.[7]
