- HCL PVU policy: in eligible virtualized environments the Licensee may license the lower of PVUs for the maximum physical cores available to the Program or PVUs for the maximum virtual cores in the VMs available to it; sub-capacity counting is valid only for eligible environments using VMs on physical servers.
