Apple Business: accept OS EULAs on the portal before deployment

- Apple Business Terms Attachment 2 §2.7: if the Organization accepts Apple Software EULAs on behalf of users, its authorized representative must accept them on the Apple Business web portal before deploying devices, and again promptly when they change; until then Managed Services, including adding devices to the MDM server, are unavailable. Nothing supersedes the EULAs.
