- License tracking runs from when rules are attached to an instance until termination. By default a stopped instance's license is released back to the pool; if Include stopped instances (includedStoppedInstances) is True, stopped instances continue to count, which suits licensing terms that keep licenses allocated regardless of running state. Hard limits block launches; soft limits notify.
