Business cannot switch to a team account above 10 users

- A team account can switch to Business and a Business account to Teams, but Teams Starter Pack is limited to 10 team members, so a Business account with more than 10 users must delete members first. Switching a team or business account to Families cannot be reversed without Support, and more than 5 members are billed as extra family members.
